This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Commissioner Updates
Chairman Ryan commented on the Aspen Ski Company's pilot project with six tiny homes. The homes
were small,well-insulated units for two people made by a company called Sprout. The response to the homes had
been great. The county was also working with Recycle, a bike share program in the Roaring Fork Valley.
Commissioner McQueeney gave a shout out to the elected officials and employees who joined the board
Monday and Tuesday of last week for the refresh of the strategic plan. She also thanked everyone that didn't attend
the meeting that kept the county running.
Chairman Ryan spoke about the health care bills that would be announced soon.The board would continue
to provide updates.

Commissioner Chandler-Henry asked Mark Chapin about the Wildlife Impact Assistance Grant. She
wondered if it was a set amount per acre.

Mr. Chapin stated that the impact assistance to Colorado Parks was based on the cultural classification and
the resulting value, as such,the amount varied per property.
Commissioner McQueeney moved to approve the Consent Agenda for February 21, 2017, as presented.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

Chairman Ryan opened and closed citizen input,as there was none.

6. Plat SMB-6641

Mr. Hannigan stated that these types of items were typically on the consent agenda. There were no
concerns with the request and all the conditions had been met.
Commissioner Chandler-Henry moved to approve the Minor B Subdivision for Berry Creek Ranch,Lot 7
Filing 2, SMB-6641 as presented base on its conformance with applicable standards and based on a review of staff
findings and authorize the chair to sign the plat.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
7. Resolution 2017-006 Approving Appointments of Members to the Rural Resort Sub Area Workforce
Development Board, Identifying Commissioner Representatives and Appointing the State of Colorado as
the Operator of the Workforce Centers in the Rural Resort Area

Commissioner McQueeney stated that the resolution approved the appointments made to the Workforce
Development Board.
Commissioner Chandler-Henry moved to approve the resolution approving the appointments of members
to the Rural Resort Sub Area
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
8. Treasurer's Fourth Quarter Interest Earnings and Public Trustee's Revenue and Expense Reports

Ms. Simonton presented a PowerPoint highlighting the 4th quarter interest report. Total interest received
was $229,537. The comparison to 2015 was positive by$92,000. She expected some increase in revenue based on
most recent adjustments to the interest rate. Her office was shopping for better banking fees and interest
possibilities.
Ms.Van Beek presented the 4th Quarter 2016 Public Trustee report. The releases were increasing but
foreclosures were still down. The releases were a majority of the income. The fees had not been adjusted in a
while,but any changes would have to occur through legislature. There were only 28 foreclosures sales held in 2016
compared to 305 in 2012.

State of the County Address
Commissioners
Chairman Ryan opened the meeting and acknowledged the elected officials and guests in the room. She
acknowledged the interim County Manager Bryan Treu,Deputy County Manager Aric Otzelberger and Acting
County Attorney Beth Oliver. She spoke about the work done by all the men and women of Eagle County. She
highlighted the goals within the Strategic Plan. She thanked the Communication Department for their work on the
annual video and report.
