This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Consent Agenda
Chairman Ryan stated the first item before the Board was the Consent Agenda as follows:
1. Approval of Bill Paying for the Week of October 13,2014(Subject to Review by the Finance Director)

2. Approval of the Minutes of the Board of County Commissioner Meetings for July 22, July 29,August 5,
and August 12,2014

3. Resolution 2014-085 Approving the Third Extension of Deadlines Contained in the Conditions of
Approval for the Consolidated Plan for the Wolcott Metropolitan Districts Nos. 1 -4

4. Agreement between Eagle County and the Town of Avon for the Purchase of Cutaway Vehicles under the
Colorado Mountain Purchasing Consortium Procurement

5. Agreement between Eagle County and the North Highland Company for Process Improvement Services

Commissioner Fisher was excited about the agreement between the county and the North Highlands
Company. The agreement provided funding for the first year of an up to three year process. The board agreed to
initiate the contact for process training at the July meeting. The goal was to do things better,more efficiently,_and
less costly.
Commissioner Fisher moved to approve the Consent Agenda for October 14,2014, as presented.
Commissioner Chandler-Henry seconded the motion,The vote was declared unanimous.
Citizen Input
Chairman Ryan opened and closed citizen Input;as there was n6ne.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Board of County Commissioners
and re-convene as the Eagle County Housing and Development Authority.
Commissioner Fisher seconded the motion. The vote was declared unanimous.

6. Agreement between Lake Creek Village,LLC and Tarrant Enterprise,Inc.,DBA Brush Creek
Landscaping,for Removal of Damaged Trees and Landscape Redesign Project

Mr. Murray stated that during a Labor Day weekend windstorm eight trees fell. They decided that 32
mature trees should be removed to avoid any future problems. Some of the trees would be replaced next year.
There was a$50,000 insurance claim and the contract was for$19,476.
Jill Klosterman stated that there were no injuries as a result of the falling trees,just one broken window.
Mr. Montag asked Ms.Klosterman to elaborate on the status of the community center.
Ms.Klosterman stated that the project was a 5,000 sq. ft. addition to the existing office and clubhouse. The
project should be complete by the end of the year.
Commissioner Chandler-Henry moved to approve the agreement between Lake Creek Village,LLC and
Tarrant Enterprise, Inc.,DBA Brush Creek Landscaping for removal of damaged trees and landscaping redesign
project.
Commissioner Fisher seconded the motion. The vote was declared unanimous.
Commissioner Chandler-Henry moved to adjourn as the Eagle County Housing and Development
Authority and re-convene as the Eagle County Board of County Commissioners.
Commissioner Fisher seconded the motion. The vote was declared unanimous.
