Airport Presentation to Town of Vail Council Greg Phillips,Airport 2. Resolution 2014-019 Recognizing April as National Donate Life Month Susan Spiegel and Jennifer Moe, Donor Alliance Ms.Moe explained their program and their mission to save lives through organ and tissue donation. Ms. Spiegel spoke to the board and thanked everyone for being present. She and her family lost three of their children. Her child CJ was able to donate some of his organs and his eyes to the organization. Commissioner Chandler—Henry and Commissioner Fisher shared their thanks to the families who have endured such pain and yet given so much. BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION No.2014 RESOLUTION RECOGNIZING APRIL AS NATIONAL DONATE LIFE MONTH WHEREAS,thousands of Colorado residents have chosen to be organ and tissue donors--a decision that reflects deep commitment to one another; and WHEREAS,Despite the profound generosity,more than 2,400 men,women, and children in Colorado are on the waiting list for a lifesaving organ transplant; and WHEREAS,Together,we can respond to the shortage that keeps thousands of patients from receiving lifesaving transplants; and WHEREAS,The President of the United States of America established April as National Donate Life Month, supported and co-sponsored by Donate Life America,Donor Alliance and Donate Life Colorado; and WHEREAS,Donor Alliance and the Donate Life Colorado community call upon our state's health care professionals,volunteers, educators, government agencies, faith-based and community groups and private organizations to join forces to boost the number of organ, eye and tissue donors throughout our state; and WHEREAS,Residents of Eagle County are encouraged to learn the facts about organ and tissue donation, to consider signing up on the Donate Life Colorado Organ and Tissue Donor Registry and to talk to family and friends about their decision; and 1 04/01/2014 WHEREAS, Eagle County businesses are urged to participate in National Donate Life Month,utilizing available resources to educate patrons on the facts behind organ, eye and tissue donation; and NOW THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT,April be proclaimed as National Donate Life Month in the County of Eagle, State of Colorado. Commissioner Ryan moved to approve the resolution recognizing April as National Donate Life Month Commissioner Fisher seconded the motion. The vote was declared unanimous. 3. Resolution 2014-020 Designating April 1 as National Service Recognition Day Karen Koenemann,Health&Human Services Seth Ehrlich spoke as a representative from SOS outreach. Ms.Koenemann explained that there were many people who helped in the county and she was pleased about that fact. BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO.2014- Resolution Designating April 1 as National Service Recognition Day WHEREAS, service to others is a hallmark of the American character,and central to how we meet our challenges; and WHEREAS,the nation's elected officials are increasingly turning to national service and volunteerism as a cost-effective strategy to meet needs; and WHEREAS,AmeriCorps and Senior Corps address the most pressing challenges facing our cities and nation, from educating students for the jobs of the 21st century and supporting veterans and military families to preserving the environment and helping communities recover from natural disasters; and WHEREAS,national service expands economic opportunity by creating more sustainable,resilient communities and providing education, career skills, and leadership abilities for those who serve; and WHEREAS,national service participants serve in more than 70,000 locations across the country, bolstering the civic,neighborhood, and faith-based organizations that are so vital to our economic and social well- being; and WHEREAS,national service participants increase the impact of the organizations they serve with,both through their direct service and by recruiting and managing millions of additional volunteers; and WHEREAS,national service represents a unique public-private partnership that invests in community solutions and leverages non-federal resources to strengthen community impact and increase the return on taxpayer dollars; and WHEREAS, AmeriCorps members and Senior Corps volunteers demonstrate commitment, dedication, and patriotism by making an intensive commitment to service, a commitment that remains with them in their future endeavors; and 2 04/01/2014 WHEREAS,the Corporation for National and Community Service shares a priority with the Eagle County Commissioners to engage citizens, improve lives,and strengthen communities; and WHEREAS, Eagle County is joining with the National League of Cities, City of Service,and mayors across the country to recognize the impact of service on the Day of Recognition for National Service on April 1, 2014. NOW THEREFORE,BE IT RESOLVED that the Eagle County Board of County Commissioners hereby recognizes April 1, 2014, as National Service Recognition Day, and encourages residents to recognize the positive impact of national service in Eagle County and thank those who serve and find ways to give back to their communities. Commissioner Chandler-Henry moved to approve the resolution designating April 1 as National Service Recognition Day Commissioner Fisher seconded the motion. The vote was declared unanimous. 4. Resolution 2014-021 Designating the Week of April 6-12, 2014 as National Crime Victims' Rights Week Deena Ezzell, Sheriff's Office Ms. Ezzell thanked the Sheriff for allowing her to represent the organization. She introduced some of the advocates involved in raising awareness of victim's rights. Commissioner Fisher thanked the advocates and the Sheriff's team for helping victims. BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO.2014- Designating the week of April 6—April 12,2014 as National Crime Victims' Rights Week WHEREAS,Americans are victims of more than 22 million crimes each year, and each crime affects many more family members, friends,neighbors and co-workers;and WHEREAS,crime can leave a lasting physical, emotional, or financial impact on people of all ages and abilities, and of all economic,racial, and social backgrounds; and WHEREAS,victims' rights are a critical component of the promise of"justice for all,"the foundation for our system of justice in America; and WHEREAS,National Crime Victims' Rights Week,April 6 - 12,2014,provides an opportunity to celebrate the energy, creativity, and commitment that launched the victims' rights movement, inspired its progress, and continues to advance the cause of justice for crime victims; and WHEREAS,today thousands of victim assistance programs provide help and support to child victims of violence and sexual abuse; stalking victims; survivors of homicide victims; victims of drunk-driving crashes; and victims of domestic, dating, and sexual violence and other crimes; and WHEREAS,observing victims' rights and treating victims with dignity and respect serves the public interest by engaging victims in the justice system, inspiring respect for public authorities, and promoting confidence in public safety; and 3 04/01/2014 WHEREAS,the Eagle County Sheriffs Office is joining forces with victim service programs, other criminal justice officials,and concerned citizens throughout Eagle County and America to raise awareness about victims' rights and observe National Crime Victim' Rights Week; and NOW,THEREFORE,THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE,STATE OF COLORADO does hereby proclaim the week of April 6 -April 12,2014, as Crime Victims' Rights Week and reaffirms this County's commitment to respect and enforce victims' rights and address their needs during National Crime Victims' Rights Week and throughout the year. Resolution 2014-024 Approval for Expansion of the Edwards Wastewater Treatment Facility Infrastructure (Eagle County File No. 1041-4648) Bob Narracci,Planning Barry Smith indicated that once approved,the annual wildfire plan would be available on the Eagle County website under the Emergency Management page. Bryan Treu spoke about the cooperative agreement with the Colorado River Cooperative. Denver water agreed to pay the West Slope fund for services provided outside of their service area. Rick Ullom spoke about several of the modifications to contracts. The amendment to the agreement for Javiation was the follow up to previous discussions to expand the size of the snow removal building. The new design encompassed all of the snow removal equipment in one building. The$8500 was for the design services. Ken Whitehead spoke about a contract that authorizes KRW to install a solar project at the land fill. It would be a 200-250 kilo watt facility that would produce enough electricity with solar panels to offset all of the electricity consumed at the land fill. This would be the first of its kind in Colorado on a closed landfill. There would be an RFP for construction companies who installed solar facilities. Greg Schroeder spoke about item 10,the subdivision improvements agreement. The original agreement had expired so allowed the county to hold collateral for any public improvements to be done properly. He was hopeful the new developer could complete the project and make the area look nice. 85%of the project was complete and the amount of collateral was adequate to protect the remaining investment. Commissioner Chandler Henry thanked Scott Burgess for stepping up to be a member of the ECO transit board. Commissioner Chandler-Henry moved to approve the Consent Agenda for February 4, 2014, as presented. Commissioner Fisher seconded the motion. The vote was declared unanimous. Citizen Input Chairman Ryan opened and closed citizen Input. Barbara Allen spoke to the board. She spoke about Vail's Health Tourism. All of the entities wanted to do something to promote Vail's Health Tourism. She was in favor of the legalization of marijuana,but didn't want it on Highway 6. She was at the vacancy committee when Commissioner Chandler-Henry was appointed and hoped she would rethink the allowance of marijuana sales on Highway 6. She felt Highway 6 was a thoroughfare, not a highway. Marijuana would impair driving. Chairman Ryan closed public input. Commissioner Fisher moved to adjourn as the Eagle County Board of County Commissioners and re- convene as the Eagle County Local Liquor Licensing Authority.
