Crown Mountain Traffic Analysis Study

Ms. Wilson stated the reason for the study was the pending and future development in the Crown Mountain
area. Traffic mitigations for future facilities did not meet compliance with the Colorado Department of
Transportation (CDOT) access permit. The county commissioners requested a regional look at the area. The focus
was a technical feasibility analysis and impact to Hwy 82.
Matt Brown, Sopris Engineering presented the results of the study. They looked at not only traffic
operations but also the design of the proposed alternative. They conducted a couple of workshops during the
process. They shared their initial findings with the stakeholders. They tried to achieve an intersection spacing of
500 feet between Hwy 82 and the full movement intersection. One of the main issues was state highway 82 and El
Jebel intersection. They ended up with 9 alternatives. He presented the options that had the most support among
the stakeholders. Option 1 limited widening, used existing traffic controls and existing pedestrian facilities but did
not accommodate future traffic volumes. Option 9 consolidated intersections but did not accommodate future
traffic volumes. Option 4b was the preferred alternative. This option consolidated intersections, accommodated
future traffic volumes, met 500 -ft. separation criteria, an all -way stop or roundabout were feasible, and pedestrian
connectivity could be provided. CDOT believed the preferred alternative met access permit requirements. Crown
Mountain Recreation District (CMRD) believed the preferred alternative option was acceptable. RFTA was
acceptable to the preferred alternative and would contribute $40,000 towards the design but were concerned with
the timeline. TheTown of Basalt expressed concern with the pedestrian connectivity. Staff recommended
community input in the way of open houses to collect feedback. Possible funding partners included Eagle County,
CDOT, RFTA, and CMRD.

Chairman Runyon stated that CDOT identified the intersection as the 4 most critical in the region. It was
his understanding that funding for the facility still had to be approved by the voters. He was uncertain about the
sequence of events.
Commissioner Fisher understood that the intersection had been a concern for quite some time. She was
enthusiastic about the mindset and cooperation and believed it was a healthy solution for the intersection.
Commissioner Stavney was fully committed to finishing the design phase but the pledge was contingent
upon the need; that was to say if the voters were to approve the proposal for the rec center.
Chairman Runyon opened public comment.
Robert Hubbard, with the Crawford Properties spoke. He believed the design allowed no room for
expansion for parking or future growth. Nor did it allow pedestrians to walk from the RFTA parking lot to the
county building.
Mike Lange, Blue Lake homeowner spoke. He believed the design was good. He asked that the board
consider the road improvements whether Crown Mountain went forward or not. He did not think it was fair for the
recreation department to be leading the charge. He believed the county was responsible for the roads. The
community pays Crown Mountain to build rec centers and parks. It would be nice if the county, cities, and RFTA
would step up.
Chairman Runyon believed that the state of roads in Colorado was terrible. There was simply not enough
money but he believed that developers had a responsibility to pay for impact and mitigations that they create.
Mr. Lange believed a lot was driven by RFTA and they should step up to pay their share of the
development.
Matt explained the details of Option 5, which allowed for additional parking but many of the stakeholders
were opposed to this option.
Laurie Solliday expressed supported for the intersection improvement but had some concerns about the
design. She believed that CMRD should share the cost but should not be burdened with the cost. As she reviews
the diagram, the new design would wipe out existing infrastructure already in place. She wanted to be cognizant of
the price tag. Pedestrian safety was also an important consideration.
Commissioner Stavney stated that the board was sensitive to those issues.
Commissioner Fisher explained that these options were yet to be decided.
Chairman Runyon stated that the board's desire was to get it right the first time.
Eva Wilson stated that there would be community open houses and more opportunities for feedback.
Susan Wilson, Sopris Village resident wondered if the road improvements would be encroaching on the
Sopris Village parcel.
Chairman Runyon stated that it appeared that the road alignment might encroach on the corner of the
property but this was a work in progress.
Commissioner Stavney understood the possible impact to Sopris Village.
Michael Meyners, Sopris Village resident expressed concern for increased traffic and noise.

RE: Summary of Crown Mountain Recreation Center Hearing No. 2 / September 13, 2011
During the second hearing on the Crown Mountain Park Recreation Center Facility proposal the following
comments and direction was provided by the Board of County Commissioners (the `Board') to the applicant's
representative and staff:
1) The Board wants to make sure that the public is aware of and has access to Crown Mountain's Mid Valley
Recreation Center Financial Report. Crown Mountain Park and Recreation District should make this report
available for review by its constituents on the District's web site. The Financial Report has already been
included on the county web site along with all other Crown Mountain application materials.
2) The property tax appraisal in 2012 will likely reflect further deterioration of property values. This trend
needs to be carefully monitored by the Crown Mountain Park and Recreation District.
3) The Board agrees that the potential for future Sport Field lighting, subject to successful Special Use Permit
completion, should remain in the draft PUD Guide.
4) The Board agrees that the potential for occasional Farmer's Market events, subject to proper special event
permit procedures, should remain in the draft PUD Guide.
5) The Board agrees with Crown Mountain Park and Recreation District's approach to canine management
and further agrees that the existing and proposed fenced -off dog parks are the appropriate locations for
dogs to run unleashed.

6) The Board requested that the applicant and staff continue working on PUD language and condition of
approval language regarding a site plan / architectural review procedure prior to issuance of a building
permit for the recreation center facilities. This language is to be incorporated into the PUD and serve as a
condition of approval.
7) The Board strongly believes that the Roaring Fork Valley Regional Planning Commission should be
integral to the site plan /architectural review process.
8) The site plan / architectural review procedure language must clearly define parameters which the Planning
Commission, the Board and staff must adhere to in the review process.
9) Utilization of the Fitzsimmons parcel for the benefit of master planning the recreation center facility,
parking and road and access realignment must be further explored by the applicant.
10) The applicant must explore the inclusion of structured parking and/or under building parking to minimize
surface parking and to create safer pedestrian movements between the recreation center facility and the
park. Children should not have to navigate through a parking lot or across a potentially busy road to access
the sports fields, play grounds and other park amenities.
11) The fact that structured parking is considerably more expensive to construct than surface parking is not a
sufficient answer. Improvement of the Crown Mountain Park property and specifically the recreation
center facilities needs to be accomplished in a visionary manner that will make the community proud and
stand the test of time; not just a short term fix for immediate return.
12) All intersection alignment possibilities derived thus far entail realignment of Valley Road across the future
RFTA BRT site and that the necessary right -of -way across the subject site must be secured sooner than
later. In addition, there may be an agreement between RFTA, Eagle County and the Town of Basalt stating
that RFTA acknowledges that there will be a future realignment of Valley Road across their site. This
agreement and the right -of -way acquisition should be a condition that the Town of Basalt exacts from
RFTA as a condition of the Town's land use approval process for RFTA's El Jebel BRT Station. The Board
agrees.
13) It is anticipated that the November 15 hearing day (Hearing No. 3) will be utilized to discuss the site plan
review process, as well as further update on progress made regarding necessary intersection improvement.
It is probable that at the November 15 hearing, significant discussion regarding the siting and intersection
realignment options will not be practicable due to the fact that the county's third -party traffic study
consultant will have just completed their recommendations and the District will not have sufficient time to
review the results and revise its plans accordingly.
14) Staff needs to schedule time with the Roaring Fork Valley Regional Planning Commission to update them
on the Board's hearing process.
15) A hybrid combination of both intersection realignment options 1 and 2, as presented by the applicant, could
provide opportunity for direct access to the county building from the north side and access to the recreation
center from the south side.
16) The Board is pleased with Crown Mountain Park and Recreation District's flexibility and cooperation in
collaboratively working through this process.
17) The Board voted unanimously to table the application until November 15 over in El Jebel at the
applicant's request.

18) Due to the pending Traffic Feasibility Study for the El Jebel Road / Hwy 82 / Valley Road intersections,
the BoCC did not conduct the third hearing on November 15, 2011, and tabled the applications to February
7, 2012 to allow time for the county's third -party traffic consultant to complete the study.
19) Immediately preceding the Crown Mountain Hearing No. 3, the Board will be provided a presentation by
the third -party traffic consultant of their results and recommendations.
DISCUSSION:
Mr. Narracci stated that this was the third hearing. The first was in June of 2011 andthe second was in
September of 2011. The traffic analysis was now available and Crown Mountain had been working on alternative
layouts that would accommodate the new road design.
Davis Farrar, Crown Mountain planner introduced Mark Fuller and Lee Leavenworth. He recognized the
commissioners for their proactive efforts and willingness to resolve the existing traffic issues. He believed that
things were moving in a positive direction. He explained the hearing objectives. He presented the original layout
with the existing roundabout. He presented an illustration of the east location design that moved the facility to the
east to provide better access. This design raised a number of issues that were problematic with the preferred
intersection design. He then showed a visual of the preferred design with the preferred intersection, 4B. The
design would allow the ability to phase in additional parking in the future. The design would continue to utilize the
existing roundabout. They hoped to get some feedback from the board.
Commissioner Stavney stated that at this point he was satisfied with the proposed road alignment.
Mr. Farrar explained that they had spent a lot of time looking at the building design and parking. One of
the biggest factors with parking on the north side of the building was snow buildup.
Chairman Runyon did not support parking on the east as he did not believe the footprint was not large
enough. Commissioner Stavney thought the access to the Fitzsimons property should be considered.
Mr. Farrar spoke about the Site Plan Review process. They would like to get the concepts details worked
out through this process.
Mr. Narracci explained that the applicant was requesting firm direction on one of the site alternatives
through the PUD process so that they could invest in the detailed site design and engineering.
Mr. Farrar stated that one of the biggest struggles for the Planning Commission was condition 9. Without
some direction they could spend a lot of money on design and be blown out of the water. They needed a clear
direction from the board and clear concept in order to go to the voters.
Mr. Narracci explained that this was a vesting step. The board would have to say "yes" to the final design.
Mr. Morris explained that this was an unusual situation. The state statute provides that vesting occur upon
approval by the county of a "site specific plan". Technically, there would be a vesting upon approval of the PUD
amendment but it would be voidable upon voter approval or the county approval of the details of the development.
Mr. Leavenworth stated that it was a vesting with two conditions.
Mr. Narracci stated that Berry Creek Miller Ranch was a good example of this.
Commissioner Stavney asked about the time -line. He wondered how long it would take the Crown
Mountain team to provide design level drawings.
Mr. Farrar believed that time was of the essence. The Site Plan Review process would address the site
location, site circulation and access, setbacks, massing, exterior treatments, roof material, exterior lighting, parking,
phasing, loading zones, shared parking, phased parking, landscaping andsignage, etc. They could get these topics
wrapped up in a short amount of time.
Mr. Narracci stated that Engineering had concerns with the shared use of the existing roundabout.
Mr. Leavenworth stated that they wanted some direction on the site location and then an opportunity to
work with staff and then look at the other items at another meeting.
Commissioner Fisher believed the most conservative approach would be to come up with a cost figure. If
the public voted to move this forward, the board would be willing to do things in an as efficient way as possible.
Commissioner Stavney asked Ms. Wilson about the time -line with the next layer of analysis.
Ms. Wilson estimated 6 -8 months but there were still a lot of unknowns. They believed the proposal was
doable as long as Crown Mountain was willing to work with the county.
Chairman Runyon agreed with the other commissioners. He believed that the applicant was in a better
position to understand balancing the plusses and minuses. He believed that the setback was important to avoid any

massive buildings creating dark canyons and icy roads. They understood that the decision to move forward was
really up to the voters.
Chairman Runyon opened public comment.
Mark Cole, Executive Director of the Aspen Valley Ski & Snowboard Club spoke. He hoped the proposal
would move forward. He was convinced that what was being considered would satisfy a need. Aspen was the
home of the X -games and participants had to travel to find their training elements.
Doug Pratte believed this was the best place for a recreation center. He hoped the applicant would get the
needed approvals so the proposal could move forward and let the public decide.
Jeff White asked about the Forest Service land that was for sale.
Commissioner Stavney stated that the land in question was listed on the Forest Service disposal list. Eagle
County was interested in acquiring the riparian corridor for open space and Pitkin County would be a funding
partner. Eagle County would decide the eventual zoning on the property.
Jennifer Catto expressed support for the project. She believed there were a lot of kids in the area that
would benefit from this type of facility.
Tyler Lindsay, Snowboard Program Director at the Aspen Valley Ski & Snowboard Club (AVSC) spoke
about the benefits of having this type of facility available to local participants in winter sports programs.
Mark Munger, Chairman of the Crown Mountain board thanked the board and county staff for their work
during the process. He urged the board to expedite the process as quickly as possible. They needed an approval of
their PUD so they can put the question before the voters.
Chairman Runyon did not believe the road issues would delay the process; it was something that needed to
be done concurrently.
Commissioner Fisher moved to table the file until April 10, 2012 at 5 pm in El Jebel.
Commissioner Stavney seconded the motion. The vote was declared unanimous.
