This being a scheduled Public Hearing, the following items were presented to the Board of County
Commissioners for their consideration:
Consent Agenda
Chairman Stavney stated the first item before the Board was the Consent Agenda as follows:
A. Approval of Bill Paying for the Week of February 14, 2011 (subject to review by the Finance Director)
Finance Department Representative
B. Approval of the Minutes of the Eagle County Board of Commissioners Meetings for January 18 arid
January 25, 2011

Chairman Stavney asked the Attorney's Office if there were any changes to the Consent Agenda.
Commissioner Fisher asked Ms. Lyons to speak about the Colorado Works Program Policies.
Kathy Lyons explained the set of policies, which were related to a cash assistance program for families
with children under 18. The program served 25 — 30 families per month. There were a series of 21 policies
required by the state.
Chairman Stavney asked how many of the policies were new.
Ms. Lyons stated that the fraud prevention and detection was new. There were also two other revised
polies to allow for short-term cash assistance.
Chairman Stavney spoke about recent state budget cuts and asked Ms. Lyons if she feared that any of these
programs could be cut.
Ms. Lyons believed that everything has the potential to be cut, but she hasn't heard any specifics.
Commissioner Fisher asked about CW 17 and the segregation of funds.
Ms. Lyons explained that with TANF (Temporary Assistance for Needy Families) funds there is a
combination of federal and state dollars. The county is required to pay a "maintenance of effort" on the block grant
received every year. They can fund some activities that meet the program rules but do not meet the federa a
financial rules. By segregating, they are allowed to expand the uses of the money.
Commissioner Runyon explained that the county received more PILT (Payment in Lieu of Taxes)
payments than any other county because the county had a lot of BLM land and people. It was an old program. 5
years ago for the first time ever, the county got 100% funding. He expected that in 2012 this payment to be cut in
half.
Commissioner Fisher greatly appreciated Ms. Lyons and her staff for being the stewards of these dollars.

Commissioner Runyon spoke about the number of exceptions and he asked for flexibility in the
interpretation of the exceptions. He urged understanding for the clients and asked that clients be given advice.
Ms. Lyons stated that it is important for families in need to contact the HHS office.
Chairman Stavney commended the HHS staff for their great work.
Commissioner Runyon moved to approve the Consent Agenda, Items A -D.
Commissioner Fisher seconded the motion. The vote was declared unanimous.
Commissioner Fisher spoke about the business registration bill. She thanked Commissioner Runyon and
Colorado Counties Inc. as well as Millie Hamner for supporting the bill. It was interesting how quickly the process
at the capital is moving this year. She asked Ms. Simonton to speak mail ballot election bill and the costs involved.
Ms. Simonton explained that Carol Murray, a representative from Douglas County sponsored a bill that
would have required most county to conduct general elections in even years by mail. Smaller counties could opt
out. In Eagle County 70% of the people, vote by mail or early. With an approximate budget of $160,000 in
election, costs in an even year about $50,000 of that was directly related the judges, equipment maintenance,
overtime, and vehicle rentals. She expressed disappointment that the bill did not make it out the committee and
there was no opportunity for real discussion.
Commissioner Fisher spoke about the cost of election equipment.
Ms. Simonton spoke about the other counties needing to replace equipment and if they were able to do a
mail ballot election the cost would be smaller. She believed it was inevitable that it would get to mail ballot in the
future.
Chairman Stavney asked about the county cost for a major election.
Ms. Simonton stated that in 2008, the cost was about $160,000. This amount did not include staff time. A
mail in ballot election could save 35% of the total cost.
Commissioner Runyon wondered if people would be required to request a ballot if the new bill pasted.
Ms. Simonton stated that voters would be required to request their ballots be mailed.
Commissioner Runyon spoke about the speed with which bills moved through and out of the process. The
recent business license bill did not even have a correct and accurate title. He felt it was unfortunate that the bills
were being subverted in the name of speed.
Commissioner Fisher stated that we all have our work cut out for us in educating the process.
Citizen Input
Chairman Stavney opened and closed citizen Input, as there was none.
State of the County Presentation
Communications Department presented a video.
Chairman Stavney thanked the Communication Department for their hard work and great job on the video.
Commissioner Fisher presented the state of the county address. She spoke about her thankfulness for the
county team and the challenging times the county faced in the last few years. She spoke about the significant cuts
made to weather the downturn in the economy and decreases in assessed values that were likely to come with the
next valuation. She spoke about the return of the tourism industry and record sales tax collection in Vail for the
past two months. She encouraged everyone to look at the state of the county booklet for more information. She
announced that in putting together the 5 -year budget there were assumptions made. She believed the county was in
good shape financially and since there has been a wage freeze for the past three years, the county commissioners
were trying to set the staff up well, so there would be a merit increase, which would be managed by each
department's directors. The specifics had not been completely ironed out. She believed the county was a model of
excellence. She acknowledged non - county employees in attendance.
The Commissioners recognized employees who reached milestones in their tenure at the county.

30 Linda Nestor Fleet Services 01/07/1980 Linda was originally hired as a Clerk II
for the Assessor's Office in Eagle. After ten
months of employment she transferred to the Clerk
& Recorders Office managed then by Johnette
Phillips. Linda spent the next 27 years working
her way from Clerk III to the Branch Manager's
position. Feeling the need for a new challenge she
transferred to the Fleet Services Department in
May 2007 and was soon promoted to her current
position as Accounting Technician.
Linda has gained a wealth of information
regarding Eagle County's history over the past
thirty some years. Needless to say Linda keeps
Fleet Services on track and well informed through
numerous monthly reports. She is our go to person
regarding the Fleet Maintenance Software system,
the Gasboy Fuel Management System, as well as
the New World Financial system.
Linda, the staff and I of Fleet Services
would like to thank you for your continued
dedication and commitment in this position and for
your professionalism in the office.
25 Kerry O'Neill Road & Bridge 12/11/1985 Kerry works for the Road and Bridge
Department in the Southwest District which is the
El Jebel and Basalt area. Kerry is the District Road
Supervisor over there and does a great job with the
help of his two man crew, at keeping the roads safe
and smooth for travel.
Kerry is a Colorado Native who grew up in
Twin Lakes and attended school in a one room
school house. His relatives arrived in Colorado in
the early gold rush days. In Kerry's spare time he
raises champion show cattle. Thanks for the 25
years Kerry!
20 Viola Hermosillo Health & Human 01/23/1990 Marie started out in the assessor's office in 1990
(Marie) Services and moved to HHS in 1994. Ever since then she
has been the steady rock in the HHS Business
Office. We can all count on her smiling face and
helpful manner each and every day. Thank you
Marie for all you do!
20 Keith Montag Administration 3/19/1990 Keith became the Community Development
Director for Eagle County In 1990, and
was appointed County Manager in May 2009 after
serving as interim manager on three separate
occasions.
Keith's strength of character and the respect he
has developed within the organization over his
many years of service inspires confidence and
commitment in us all.
Keith regularly uses the phrase `Mom and Apple
Pie' when speaking of comprehensive planning
and talks with his hands to the degree that if you're
sitting nearby while he's expressing a point, you
better duck!
In his rare free time Keith likes to flyfrsh and play
basketball.
We thank Keith for his leadership and
dedication, and congratulate him for 20 years of
service to Eagle County.

20 Bruce Wallace Road & Bridge 5/21/1990 Bruce works for the Road and Bridge
Department in the Southwest District which is the
El Jebel and Basalt area. He is a heavy equipment
operator and is primarily responsible for snow
removal in El Jebel and does a thousand other
things in the summer.
During Bruce's spare time he always seems to
have round holes involved in his activities
somehow...he is either putting a little white ball in
a hole in the grass or putting a fishing line down a
hole in the ice.
Thanks for all your hard work and 20 years of
service, Bruce.
20 Karen Valas Clerk & Recorder 8/13/1990 "Karen Valas is incredibly knowledgeable about
historic documents, maps and current recorded
records. She is an outstanding p ublic servant who
understands the importance of her role and always
provides great service to her customers and staff. "
20 David Kopp IT 10/15/1990 David is quite possibly the most resourceful
employee within IT. He has an institutional
knowledge of Eagle County facilities wiring plans
second to none. If David doesn't know where it is
or how it was done, then no one does. There is a
saying within the IT office that goes "Kopp
Rocks ".
All within IT know that when you ask David for
help, it is as good as done (money in the bank). In
fact, David has usually started working on the topic
at hand before you can complete your sentence
asking for his assistance. His sense of personal
initiative and work effort are admired by all.
20 Kathleen Lyons Health & Human 11/19/1990 Kathy started in HHS at a time when the entire
Services department shared one computer. Her first office
was in the kitchen of the old yellow house on
Broadway across from the pharmacy. Today she
directs a staff of 16 that delivers critical services to
thousands in our community.
Kathy, our department would be lost without
you. Thank you so much for the care and
dedication you bring to work each day.
