HomeMy WebLinkAboutMinutes 03/23/10 PUBLIC HEARING March 23, 2010 Present: Sara Fisher Peter Runyon Keith Montag Bryan Treu Kathy Scriver Chairman Commissioner County Manager County Attorney Deputy Clerk to the Board Absent: Jon Stavney Commissioner This being a scheduled Public Hearing, the following items were presented to the Board of County Commissioners for their consideration: Consent Agenda Chairman Fisher stated the first item before the Board was the Consent Agenda as follows: A. Approval of Bill Paying for the Week of March 22, 2010 (subject to review by the Finance Director) Finance Department Representative B. Approval of the Minutes of the Board of County Commissioner Meeting for February 23,2010 Teak Simonton, Clerk & Recorder c. Resolution 2010-025 Regarding Vail Resorts Warehouse and Distribution Facility Highway 6 - Eagle Vail Special Use Permit Approval (Eagle County File No.ZS-00120) Adam Palmer, Planning D. Agreement between Eagle County and Carr Pro Rodeo for the Production of Professional Fair and Rodeo Services at the 2010 Eagle County Fair and Rodeo Brad Higgins, Road & Bridge E. Third Amendment to Lease between Eagle County and Crown Mountain Park and Recreation District Greg Schroeder, Engineering F. Easement and Well Location Agreement for Development of a New Municipal Well at Crown Mountain Park Property Greg Schroeder, Engineering Chairman Fisher asked the Attorney's Office if there were any changes to the Consent Agenda. Bryan Treu, County Attorney stated that there were no concerns or changes to the consent agenda Chairman Fisher spoke about the 2010 Census and the importance of filling out the forms returning them. Information about the census could be found on the county website. Commissioner Runyon stated that the forms were confidential and helped the county with federal funding and school allocations. He emphasized the importance of counting everyone in the household. Commissioner Runyon moved to approve the Consent Agenda, Items A-F. Chairman Fisher seconded the motion. Of the two voting commissioners, the vote was declared unanimous. 1 03/23/2010 Citizen Input Chairman Fisher opened and closed citizen Input, as there was none. Commissioner Runyon moved to adjourn as the Board of County Commissioners and re-convene as the Eagle County Liquor Licensing Authority. Chairman Fisher seconded the motion. Of the two voting commissioners, the vote was declared unammous. Eagle County Liquor License Authority Kathy Scriver, Clerk and Recorder's Office APPLICANT: REQUEST: REPRESENTATIVE: LOCATION: STAFF REPRESENTATIVE: CONCERN : Eagle Little Britches Special Events Permit Randy and Kelly Wamboldt, Event Manager 0794 Fairgrounds Road-Eagle (Eagle River Center) Kathy Scriver None DESCRIPTION: Eagle Little Britches has requested a special events permit for the Lane Frost Challenge Bull Riding tour being held at the Eagle River Center on Saturday, April 10, 2010. Beer, wine and mixed drinks will be available for purchase. All attendees wishing to purchase alcohol will be carded, those 21 years of age or older will be issued a wristband before entering the bar area. Eldon Monsen, the rodeo organizer, will be providing the security and food service for the event. This is the first special events permit applied for by this organization. The applicant anticipates about 700 attendees (per lease agreement). STAFF FINDINGS: 1. This application is in order, all requirements have been met, all necessary documents have been received, and all fees have been paid. 2. Staff has had no problems with events hosted by the applicant in the past. 3. Public notice was given by the posting a sign in a conspicuous place on the premises on March 12, 2009, 10 days prior to the hearing. 4. No protests were filed in the Clerk and Recorder's Office. 5. The applicant has provided proof of server training and an alcohol management plan. STAFF RECOMMENDATION: All findings are positive and staff recommends approval. DISCUSSION: Ms. Scriver presented the request. Randy Wamboldt spoke about the event and the need to raise money for the Eagle Little Britches organization. Although the organization does not condone alcohol service at the Little Britches Rodeo events, as a fundraiser they did. 4-H would be providing prepared food. EVHS may be a participant as well. Chairman Fisher spoke about the food service component and the permits requirements. 2 03/23/2010 Kelly Wamboldt stated that the food was pre-cooked and would be heated and served. They were prepared with hairnets and gloves. Chairman Fisher suggested that they be involved in the security plan and understand how things would be dealt with. She also suggested that they get law enforcement involved as well. Mr. Wamboldt spoke about the details of the event. He stated that the alcohol service area would be an enclosed area and easily monitored. Commissioner Runyon moved that the Local Liquor Licensing Authority approve the Special Events Permit for the Eagle Little Britches rodeo event being held on Saturday, April 10, 2010, from 12:00 p.m. to 3:00 a.m. (application hours) at the Eagle River Center. Chairman Fisher seconded the motion. Of the two voting Commissioners, the vote was declared unanimous. Commissioner Runyon moved to adjourn as the Eagle County Liquor Licensing Authority and re-convene as the Board of County Commissioners. Chairman Fisher seconded the motion. Of the two voting Commissioners, the vote was declared unanimous. Chairman Fisher stated that she did contribute to the Little Britches Organization. Planning Files There were none.
