This being a scheduled Public Hearing, the following items were presented to the Board of County
Commissioners for their consideration:

Chairman Fisher stated the first item before the Board was the Consent Agenda as follows:

Chairman Fisher asked the Attorney's Office ifthere were any changes to the Consent Agenda.
Bryan Treu, County Attorney stated that there were no revisions.
Commissioner Stavney moved to approve the Consent Agenda, Items A-I.
Commissioner Runyon seconded the motion. The vote was declared unanimous.
Commissioner Runyon moved to adjourn as the Board of County Commissioners and re-convene as the
Eagle County Liquor Licensing Authority.
Commissioner Stavney seconded the motion. The vote was declared unanimous.

This is a renewal of a Hotel and Restaurant License in Edwards. There have been no complaints or
disturbances in the past year. All the necessary fees have been paid. An Alcohol Management Plan is on
file in the Clerk's Office and proof of server training has been provided.

This is a renewal of a Retail Liquor Store License located in El Jebel. There have been no complaints or
disturbances in the past year. All the necessary fees have been paid. An Alcohol Management Plan is on
file in the Clerk's Office and proof of server training has been provided.

This is a renewal of a Hotel and Restaurant License with 2-0ptional Premises in Beaver Creek. There
have been no complaints or disturbances in the past year. All the necessary fees have been paid. An

DESCRIPTION:
Eagle County Government has requested a special events permit for the Eagle County Fair and Rodeo -
2009 Rocky Mountain Horse Expo, running from July 24-26 from 12:00 pm untill2:00 am. The applicant wishes
to construct a beer garden outside the Eagle River Center on the south side of the building. The area will be
securely enclosed and staff will remain on site at all times.
STAFF FINDINGS:
l. This application is in order, all application requirements have been met, all necessary documents
have been received, and all fees have been paid.
2. Staff has had no problems in the past with events held by the applicant.
3. Public notice has been given by the posting of a sign in a conspicuous place on the premises on
May 14, 2009,11 days prior to the hearing.
4. There have been no protests filed with the Clerk and Recorder's Office.
5. The applicant has provided an alcohol management plan and proof of server training.
CONCERNS / ISSUES:
None
STAFF RECOMMENDATION:
All findings are positive and staff recommends approval.
DISCUSSION:
Ms. Scriver described the special permit requests, both of which were for Eagle County Government.
Laurie Asmussen spoke to the board about the Fair and Rodeo. Signa Jones was also present as the owner
of a professional bartending service and they would be helping at the Rodeo again this year. For the kickoff
weekend, they would have the Horse Expo events and Ms. Jones service would provide liquor service for the
events. She spoke about the firm that will provide the security for both events.
Chairman Fisher asked about the service area.
Mr. Higgins spoke about temporary fencing for the events.
Chairman Fisher asked that the map indicate this temporary fencing perimeter. She complimented the
organizers on doing a great job in the past.
Ms. Asmussen stated that the security firm would do the identification banding and indicated that the entire
fairgrounds would be licensed except the Eagle River Center for the Fair and Rodeo.
Chairman Fisher spoke about the importance of the shift from paid staff to professional contractors for
liquor service.
Commissioner Runyon moved that the Local Licensing Authority approve the Special Events Permit for
the Eagle County - 2009 Rocky Mountain Horse Expo being held at the Eagle River Center on July 24, 25, and
26th, 2009 from 12:00 pm unti112:00 am.
Commissioner Stavney seconded the motion. The vote was declared unanimous.

DESCRIPTION:
Eagle County Government has requested a special events permit for the Eagle County Fair and Rodeo
running from July 24-26, July 29-3l, and August 1,2009 from l2:00 pm untill2:00 am. The applicant wishes to
license the entire Fairgrounds property. A private security firm has been contracted to monitor the venue during the
event operating hours. Petals & Pours, a professional bartending service will be providing alcohol service and
sales.
STAFF FINDINGS:
1. This application is in order, all application requirements have been met, all necessary documents
have been received, and all fees have been paid.
2. Staff has had no problems in the past with events held by the applicant.

Fair and Rodeo information could be found on the Eagle County website about the Fair and Rodeo.

Eagle County Government - Fair and Rodeo being held on July 24-26, July 29-31, and August 1,2009 from 12:00
pm until 12:00 am at the Eagle County Fairgrounds.
Commissioner Stavney seconded the motion. The vote was declared unanimous.
Commissioner Stavney moved to adjourn as the Eagle County Liquor Licensing Authority and re-convene
as the Board of County Commissioners.
Commissioner Runyon seconded the motion. The vote was declared unanimous.
Citizen Input
Chairman Fisher opened and closed citizen Input, as there was none.
Economic Stimulus Projects Update
Tom Johnson, Public Works
Mr. Johnson spoke about several formal announcements. The Transportation investment generating
economic recovery program was announced. The fund is $1.5 billion and applications were not due until
September 15. Engineering would take the lead on this program. There was also a green retrofit program of about
$1 billion. The housing department would take the lead on this and applications were due June l5th. The
Riverview apartments were the only qualifying housing project in the county for this fund. The 90% design review
was due by the end of the current week. This review was basically complete at time of the meeting.

Commissioner Runyon stated that he would work with Engineering to draft the interchange plan. He
indicated that he had started conversations with businesses having a vested interest in the interchange to generate
emotional and financial support.
Chairman Fisher asked if it would be helpful to send a letter to the towns.
Commissioner Runyon agreed that this would be helpful in garnering conceptual and hopefully financial
support. He recognized that there would be competition for these dollars from many other interested parties.
