This being a scheduled Public Hearing, the following items were presented to the Board of County
Commissioners for their consideration:
Executive Session
There was none
Resolution 2008-120 Designating the month of October as Domestic Violence
Awareness Month
Sheri Mintz, Executive Director of the Bright Future Foundation and Dr. Casey Wolfington, Clinical
Coordinator was present.
Dr. W olfington presented a PowerPoint presentation that illustrated domestic violence statistics. She spoke
about the challenges in rural areas such as Eagle County. Often times the victims of domestic violence in rural
areas are afraid to leave the home. Although the numbers of victims seeking emergency shelter services declined
from 2005 to 2006, the number of victims requesting shelter for an extended period of time had increased.
Ms. Mintz stated that the foundation operates a shelter and in the shelter, you can stay up to 45 days.
Dr. W olfington spoke about the available programs, which included outreach clients, freedom ranch shelter
transitional housing, the youth advocacy program, and the light of hope project. Other services included a 24-hour
crisis hotline, counseling services, legal advocacy, community outreach, and youth advocacy.
Chairman Runyon thanked the foundation for their work in the community.
Ms. Mintz thanked the Board of County Commissioners and Eagle County government for their support
and generous funding.
Commissioner Fisher asked if Bright Future took an active role in the school system.
Dr. W olfington stated that there would be support groups involved in after school programs at Berry Creek
and Gypsum Creek Middle Schools. There would also be a support group for young men at Berry Creek.
Commissioner Fisher believed that the services were important and offered her services.
Commissioner Menconi requested feedback from the foundation as to how the commissioners maintain
future care for the working class. He asked that the names of the individuals receiving services be identified with
the school district. He believes the cause was one of the most critical cases.
Commissioner Menconi moved to approve the Resolution 2008-020 designating the month of October as
Domestic Violence Awareness Month.
Commissioner Fisher seconded the motion. The vote was declared unanimous.

Chairman Runyon stated the first item before the Board was the Consent Agenda as follows:

Chairman Runyon asked the Attorney's Office if there were any changes to the Consent Agenda.
Bob Morris, Deputy County Attorney stated that there were no additions or changes however; in the case of
Items C-G, they did not have all the signatures of all the other parties. He recommended that the board approve the
Items but withhold any signatures until the signatures were received from the other parties.
Commissioner Fisher moved to approve the Consent Agenda, Items A-J. Specifying that Items C-G be
held until the Chairman determines it is appropriate to sign the Items once the signatures are received from the
associated parties.
Commissioner Menconi seconded the motion. The vote was declared unanimous.

Chairman Runyon opened and closed Public Input, as there was none.
