Home My WebLink AboutMinutes 01/14/08 PUBLIC HEARING January 14,2008 Present: Am Menconi Sara Fisher Peter Runyon Bruce Baumgartner Bryan Treu Robert Morris Teak Simonton Kathy Scriver Chairman Commissioner Commissioner County Manager County Attorney Deputy County Attorney Clerk to the Board Deputy Clerk to the Board This being a scheduled Public Hearing, the following items were presented to the Board of County Commissioners for their consideration: Executive Session It was moved, seconded and unanimously agreed to go into Executive Session for the purpose of receiving legal advice and discussing matters that may be subject to negotiations regarding impact fees, real estate sale, water court matters relating to Colorado Springs, Aurora and Minturn, and employment issues regarding HHS which are appropriate topics for discussion pursuant to C.R.S. 24-6-402(4)(b)(e) and (f) Colorado Revised Statutes. It was moved, seconded, and unanimously agreed to adjourn from Executive Session. Consent Agenda Chairman Menconi stated the first item before the Board was the Consent Agenda as follows: A. Approval of bill paying for the week of January 13, 2008 (subject to review by the Finance Director) Finance Department Representative B. Approval of the payroll for January 17,2007 (subject to review by the Finance Director) Finance Department Representative c. Approval ofthe minutes of the Eagle County Board of Commissioners meetings for December 4 and 11, 2007 Teak Simonton, Clerk & Recorder D. Task Order with the Colorado Department of Public Health & Environment for the Immunization Program Jill Hunsaker, Health & Human Services E. Award Recipient Agreement between Eagle County (Youth Conservation Corps) and the National Forest Foundation Ski Area Contribution Program Sharee Wettstein, Youth Conservation Corps F. Development Agreement for Vested Rights of Emma Farms Subdivision County Attorney's Office/Community Development Representatives G. Resolution 2008-001 Conferring Power of Attorney upon Bryan R. Treu, County Attorney; Robert L. Morris, Deputy County Attorney; Christina L. Hooper, Assistant County Attorney and Alex Potente, Assistant County Attorney to act as Attorney in Fact for the County of Eagle, State of Colorado, with respect to Colorado Capital Bank Letter of Credit No. 96006518 in the amount of $2,998,3 52.42 for the Account of Shadowrock Subdivision a/k/a Blue Ridge Investments County Attorney's Office Representative 1 01/14/08 H. Professional Services and Equipment Purchase Agreement between Eagle County and ISC, Inc. Innovation & Technology Representative I. Annual Appointments Resolution 2008-002 County Attorney's Office Representative Chairman Menconi asked the Attorney's Office if there were any changes to the Consent Agenda. Bryan Treu, County Attorney stated that he had no comments and the agenda was appropriate as presented. Commissioner Runyon moved to approve the Consent Agenda, Items A-I. Commissioner Fisher seconded the motion for discussion. Commissioner Fisher thanked Chairman Menconi for his service as the chairman of the board. She stated that it has been an incredible year and Chairman Menconi's guidance and understanding has been very valuable in learning the role of chairperson. For those who question the fact that the rotation is out of sink, she believes it is in the best interest of the county that Commissioner Runyon fill the position for the 2008 year. Commissioner Runyon concurred with Commissioner Fisher. He believes it's been a good year and there has been a lot accomplished thanks to Chairman Menconi's efforts. Chairman Menconi called for the vote. The vote was declared unanimous. Chairman Menconi passed the baton to Commissioner Runyon. Citizen Input There was none Other Bruce Baumgartner, County Manager, shared some information on airport automobile rentals. He stated that at the last meeting Commissioner Menconi asked about rental car prices at the airport. There was a question raised about someone paying $3500 for a rental car at the airport for one week. The SUV was a Hummer 3, which was rented and reserved online. When the reservation was placed online, there were other full-size and mid-size vehicles available. If this individual was concerned about the price there were other cars available at lower rates. They found that the prices varied by the size vehicle and company. The most expensive SUV was a DollarlThrifty and the price was $4000 for the week. He understands the concern for price gouging and they might investigate prices further. Currently there is a wide variation of price and choice and much less expensive cars available on a weekly basis. He sees no red flags. Chairman Runyon stated that looking at the figures an SUV costs much more than a full-size rental. It is very apparent that there is a huge price difference depending on the smaller mid-size and full-size. It pays for people to do comparison shopping. Commissioner Menconi asked if an SUV is averaging over $3000, a week and sugested finding out what other comparable resort communities are charging. He requested that Mr. Baumgartner advise some kind of action. Mr. Baumgartner stated that he has not seen any red flags. He would be concerned if there was indication that everyone was charging exactly the same and on the high side.' He believes the free market is providing some competition and that's what we want. Commissioner Fisher spoke about a recent trip to Mexico. She stated that SUV's were very difficult to obtain. The least expensive car they could find was $1600 before taxes and insurance. They chose alternative transportation. 2 01/14/08 Work Session - Housing Guidelines Alex Potente, Acting Housing Director Recorded Planning Files PDA-00068 Beaver Creek PUD Bob Narracci, Planning Department NOTE: ACTION: Tabled from 10/2/07. Withdrawn by applicant. The purpose of this PUD Amendment would restrict timeshare, interval ownership and fractional fee estate ownership on single-family lots within Beaver Creek. LOCATION: Beaver Creek PUD located south ofU. S. Highway 6 and the Town of Avon. LUR-0079 Road Impact Fees Greg Schroeder, Engineering Department ACTION: The purpose of this Land Use Amendment by Eagle County is to amend the Land Use Regulations to ECLUR Section 4-710, Road Impact Fees LOCATION: All of Eagle County Commissioner Menconi moved to table File No. LUR-0079 Road Impact Fees until January 22, 2008.
