Session There Was none Special Recognition ~ Keegan Hammond, National4-H Shooting Sports Ambassador Sara Fisher, Commissioner Cothmissioner Fisher presented the recognition. She explained the recognition. These individuals were trairied to. serve as 4H sports ambassadors during a week long course of instruction. Ms. Hammond explained the extent of her involvement with the 4 H shooting program. She explained that she is the first ambassador chosen from Colorado. She is primarily involved in promoting the shooting program; Commissioner Fisher congratulated and thanked Ms. Hammond. Commissioner Runyon and Chairman Menconi also congratulated Ms. Hammond. Commissioner Fisher presented Ms. Hammond with a leather satchel and a certificate of recognition. Special Recognition ~ Community Health Assessment PartnerS Jill Hunsaker, Health.& Human Services Ms. Hunsaker presented the report on the health of Eagle County. She showed a slide show with specific information from the report. Some of the 2010 goals include improving access to health care, reducing motor vehicle crashes, increasing oral health care resources, mental and substance abuse services and reducing premature deaths from chronic disease. She acknowledged everyone who had been involved with this health initiative. COunties must perform a community health assessment every five years. Chairman Menconi acknowledged county staff for their efforts towards these programs. He gave some examples of ways in which community partners had helped. He thanked the county departments who had helped with this assessment. Commissioner Fisher thanked all involved as well. She had the opportunity to meet one of the Dentists who had been in the county with the dental Van. He had found that his impact was more significant than in other communities. Commissioner Runyon added his thanks. He stated that health care is important to this community as well as to the nation as a whole. He believes that Eagle County can make positive changes to expand coverage for more individuals. Eagle County is caught in a catch 22 because the average income is too high, yet there is a huge portion of the population without health insurance. He believes the new governor is more sympathetic to this situation. Pam Brandmeyer, assistant town of Vail Manager spoke to the board. She stated that there is an overwhelming sense of concern for the less privileged. She would like to keep working on these types of projects together. Jeff Layman, Undersheriff, spoke to the board. He stated that this document is very broad, but in law enforcement, they are very concerned with the high rate of motor vehicle accidents and are trying to find ways to 1 09/25/07 alleviate and prevent these types of accidents. They have approached the Colorado Department of Trausportation and the cOrl1rhissioners to try to come up with solutions. They are also trying to get into the schools to impress upon the kids the importance of caution while driving and respect for others. He stated that the sheriff s office would like to see the primary seat belt law become a statewide regulation. Ms. Hunsaker confirmed that 26% of our population or approximately 13,000 residents do not have health lllsurance coverage. Chairman Menconi spoke about the difficulty for small businesses to provide coverage for their employees and themselves. Ms. Hunsaker stated that most of this 26% represents people who do hold jobs. A large portion of this number is from the Spanish speaking population, which makes up the majority of our service industry employees. Chairman Menconi thanked everyone for their dedication. Consent Agenda Chairman Menconi stated the first item before the Boardwas the Consent Agenda as follows: A. Approval of bin paying for the week of September 24, 2007 (subject to review by the Finance Director) Finance Department Representative B. Approval of payroll for September 27, 2007 (subject to review by the Finance Director) Finance Department Representative Chairman Menconi asked the Attorney's Office if there were any changes to the Consent Agenda. Bryan Treu, County Attorney stated that there were no changes or revisions. Commissioner Runyon moved to approve the Consent Agenda, Items A-B. Commissioner Fisher seconded the motion. The vote was declared unanimous. Citizen Input There was none Cornmissioner Fisher moved to adjourn as the Board of County Commissioners and re-convene as the Eagle County Liquor Licensing Authority. Commissioner Runyon seconded the motion. The vote was declared unanimous. Eagle County Liquor License Authority Kathy Scriver, Clerk and Recorder's Office Consent Agenda Renewals A. Larkburger, LLC d/b/a Larkburger This is a renewal for a Hotel and Restaurant License in Edwards. There have been no complaints or disturbances in the past year. All the necessary fees have been paid. An Alcohol Management Plan is on file in the Clerk's Office and proof of server training has been provided. B. Big SkyRestaurant Company, LLC d/b/a Beaver Creek Chophouse This is a renewal for a Hotel and Restaurant License with 2 Optional Premises in Beaver Creek. There have been no complaints or disturbances in the past year. All the necessary fees have been paid. An Alcohol Management Plan is on file in the Clerk's Office and proof of server training has been provided. 2 09/25/07 Other Consent C. Sleepy Hollow Restaurant, LLC d/b/a Foxnut This is a Manager's Registration for Foxnut in Beaver Creek. Sleepy Hollow Restaurant, LLC wishes to register Riley Romanin as its new Manager. The application is complete and the necessary fees have been paid. Mr. Romanin is of good moral character, based upon Sheriff and CBI reports. COll1rhissioner Fisher moved that the Board approve the Liquor Consent Agenda for September 25,2007, consisting ofItems A-C. Commissioner Runyon seconded the motion. The vote was declared unanimous. Other Liquor A'PLlCANT: EVENT: REPRESENTATIVE: LOCATION: STAFF REPRESENTATIVE: DESCRIPTION: Freedom Park Memorial Committee Annual Dinner Dance Fundraiser Pat Hammon, President Eagle-Vail Pavilion, 538 Eagle Road in Eagle-Vail Kathy Scriver This is a special events permit application for the Freedom Park Memorial Committee Annual Dinner Dance to be held at the Eagle-Vail Pavilion October 15,2007 from 5:00 pm to 11:00 pm. STAFF FINDINGS: )> This application is in order, all application requirements have been met, all necessary documents have been received, and all fees have been paid. )> This is the first year the event will be held in unincorporated Eagle County. )> Public notice has been given by the posting of a sign in a conspicuous place on the premises on September 14, 2007, 10 days prior to the hearing. )> There have been no protests filed with the Clerk and Recorder's Office. CONCERNS / ISSUES: None STAFF RECOMMENDATION: All findings are positive and staff recommends approval. Ms. Hammon spoke to the board. She stated that this would be a networking community event for veterans and their families. They are trying to do an annual event. This year's event will be in honor of Sandy Treat, who was in the lOth mountain division. Increasing numbers of Vietnam veterans are coming down with Post Traumatic Stress disorder. The event will be held at the Eagle Vail Pavilion at 6:00 p.m. on October 15th, 2007. Tickets are $35.00 for a single and $50.00 for a couple. Tickets can be purchased from Buddy Simms and available at the county building. Commissioner Runyon stated that he felt it was totally appropriate to honor Sandy Treat. Commissioner Fisher asked that all serving alcohol be TIPS trained. Ms. Hammon indicated that this would be the case. She added that the funds from the event would go towards completing the veteran's memorial at Freedom Park. 3 09/25/07 Commissioner Runyon moved that the Local Liquor Licensing Authority approve the Special Events Permit for Freedom Park Memorial Committee Dinner Dance for October 15,2007, from 5:00 p.m. to 11:00 p.m. Commissioner Fisher seconded the motion. The vote was declared unanimous. Commissioner Fisher moved to adjourn as the Eagle County Liquor Licensing Authority and re-conVene as the Board of County Commissioners. Commissioner Runyon seconded the motion. The vote was declared unanimous. Resolution 2007-101 adopting a Fifth Supplementary Budget and Appropriation of Anticipated Revenues for Fiscal Year 2007 and authorizing the transfer of budgeted and appropriated monies between various spending agencies John Lewis, Finance Department Representative Ms. Lewis provided some details. The fifth supplemental include--8 appropriations that would amount to $227,228.00. Ofthat approximately $103,000 would be offset by incoming revenues from a State Criminal Alien Assistance Program grant. They recommend some specific expenditures for the Sheriff s Department. They are asking for $15,000 for moving a mobile hOine park and $20,000 for a school based health center in Basalt. The only other items come out of the e-911 fund. Commissioner Fisher asked aboutthe $20,000 for the school based health center. Ms. Forinash stated that in the Roaring Fork valley a community group has been looking at access to health care with a school based health clinic. They are asking Eagle County to help with startup costs for this program. She feels that this type of program is a good way to insure that school aged children have access to preventative and acute health care needs. There will be a slight fee for participants as well. Pitkin County may also participate 'as a partnetand Aspen Ski Company has committed funds as well.-, COIhmissioner Runyon added that the future funds that Eagle County will contribute will be well leveraged with funds from other local entities. Ms. Forinash stated that there might be funds available from other Health and Human Services budgets that could be used. Chairman Menconi expressed his support. Ms. Forinash stated that these would be general fund dollars. Mr. Lewis asked that this funding come out of the fund balance to have a better idea of Health and Human Services year end budget to actual balances. Commissioner Fisher spoke about the Sheriffs Department and the unexpected grant money. She acknowledged that the Sheriff would be taking these funds and using them for existing needs within his department. The vote was declared unanimous. Chairman Menconi asked if the board would like to see the rest of the Health and Human services presentation in the boardroom. Planning Files There were none. Eagle County Conservation District Board of Directors Update Lloyd Gerard was present to introduce the Eagle County Conservation District to the Board. The board members were all present. The goal of the organization is to eliminate noxious weeds in the county. They are an 4 09/25/07 entire volunteer organization. They also improve vegetative management and production. He showed some projects they had completed using cost share arrangements. The final goal is land use assistance in terms of sprinkler systems and Water conservation. Clint Mehl spoke to the board. He thanked the board for the opportunity to share the district's.tasks. Many of the . large ranches have been broken up and changes in land use have certainly been occurring. Some owners have no ranching experience. This group engages in education. They publish a newsletter quarterly fmanced by advertisements from local businesses. They emphasize education in the classroom and sponsor a 4H scholarship. The state organization has an event called "Camp Rocky" which is a week long of learning opportunities for students all over the state. They sponsor teacher workshops also. The Planning and Zoning commission provide them with plans for new developments for review. They work with the Forest Service and have a tree sales program. They are also involved in a cost share program with private land owners for weed control. There are on going programs with the EPA and the Fores~ Service. There are a lot of invasive weeds which have come into the county and their goal is to keep theP1Ullder control. They attend and participate in wildlife habitat programs. The Colorado State Conservation board is made up of state employees. Mr. Mehl serves on the state board representing seven conservation districts. Dennis Davidson, with the USDA Natural Resource Conservation Service spoke to the board. This is the only federal agency that can work with landowners directly via the conservation districts. Soil, water, plants and animals are all dealt with. There are a host of programs landowners can utilize to help them implement cOnservation plans. They offer engineering assistance to help landowners design plans. The Environmental Quality Iricentive program has brought over $1 ,000,000 of federal money in the last three years in to help landowners instilllconservation projects. Other programs include the Emergency Watershed Protection program, the Emergency Conservation Program to be used for a blowout of a ditch, the Wildlife Habitat Incentive Program and many others. The Gates property could benefit from some of these programs. There are grants and low interest loans available to landowners for conservation projects. Mr. Mehl thanked the board for the opportunity to share what the district does and let the board know that they judiciously try to use their funds responsibly. They like to tell their story. Commissioner Fisher thanked the division for their work. She wondered what Eagle County could do to be more supportive or provide assistance to the organization. Mr. Gerard stated that their primary purpose is to iriform the board of their goals. Last year the organization spent only $4000.00. They do not need funds currently, but may be back to ask for financial assistance in the future. Mr. MeW stated that they are committed to getting landowners to pay attention to their property. He asked that they have the opportunity to make a request on a special project in the future. Mr. Gerard stated that Garfield County goes above and beyond with their weed program. Chairman Menconi wondered if the group has worked with the county weed and pest control person, Steven Elzinga. Mr. Gerard indicated that they had done so. Chairman Menconi asked if they had worked with the Community Development Department and the GIS department. There is an annual community grant process for various non-profit organizations and he suggested that the organization reyieW this type of opportunity. Mr. Davidson stated that Mr. Elzinga has applied for grant money to be used in Eagle County. Commissioner Runyon thanked them for their efforts. He wondered how the money was divided amongst the various projects. Mr. Davidson responded that the commissioners have a list of these projects / programs. The big pot is the Environmental Quality Incentives program. Commissioner Runyon wondered about the Bureau of Land Management's wild and scenic river designation and what their take on this was. Mr. Gerard stated that he was not very aware of that program. The board does work with the BUreau of Land Management. Commissioner Runyon explained the process and steps involved in getting this designation. The United States Congress makes the final determination of this designation. Mr. Mehl stated that they are working for the private landowners. They are selected to represent private land owners and mainly to make the best use of this land. He believes that most of the river property is public lands and this may be the reason that they are not aware of this program's details. 5 09/25/07 Commissioner Fisher wondered about the educational opportunities.
