Now, that's one way we can see the State of the County. Isn't it pretty? Don't we live in one of the most beautiful places on earth? Man, how much has changed since we were young? How fast everything changes today? Who remembers party line phones in your homes with your upstairs' neighbors? AM radios playing the livestock reports? Carbon paper rubbing off on your fingers? The first personal calculators? Or, who even remembers pagers? Now we email, text message, carry 9000 songs on our iPods, video conference, Tivo the Olympics and digital hoto our family and put it on our personal websites... why my cell phone is filled with over 500 contacts. This ain't my father's office equipment. Did I hear someone say Rolla decks??? Anyhow, I came to work yesterday after someone turned me on to Google Earth over the weekend; and, ran down to Leslie office and said, "Could you shoot us coming into Earth and fly around Eagle County". . . .and I emailed her "ole blue eyes" and wala! Now, how does that relate to the State of the County? Well, we, Eagle County, are abundant in resources and wealth. Most counties in America are not. Most places on Earth are definitely not. We have so much to be, well I was going to say blessed for, but I'd rather use "positive about" in this context, because all to often, we forgot how good we have it. Our Public Safety departments and Road and Bridge and Motor Pool have the best and newest equipment to serve our citizens. In my five years as commissioner, I can't recall receiving one compliant about snow removal and only one or two about road maintenance. And, those were minor ones. And this summer, Brad, you and your crew, went out and helped folks in Bond above and beyond what was expected of you all when a private road washes out. Could all of you at Road and Bridge and ECO Transit stand and take a bow for all of your hard work and effort? ur Innovation Technology and GIS departments continue to search out and implement the most efficient and ffective hardware and software to bring data to our staff and taxpayers. With over 550 employees and the 1 2/28/06 constant expectations of repairs on their computers, you know that has to be demanding. .. could we give it up to John, Steve, Megan, Leah, Leslie, John, Dave, David and Sam. Our Human Resource department has been funded to place the highest priority on our most important asset - you, ur employees. Nora Fryland, please stand up, you have been one of the greatest accomplishments of2005. You, Lynn, Kathy and Diana have in less than a year completed analysis of company benefits and developed a new compensation plan to be more competitive in recruitment and retention. Your objectives for next year are music to the Commissioners ears. To just name two: o Develop a performance management system that aligns with the 2006 strategic plan for evaluation of outcomes. o The launch of Eagle County University with professional trainers in Leadership in Organizational Management. I'm sorry that I can't go through each department and each great story of personal best. So, I am going to just pass the mic to all of you to share your favorite story.. . We have 24 departments in Eagle County, with all the electeds; and, it would be difficult to list all that you did in the last year. Could the e1ecteds please stand. Thank you for coming and thank you for all your service. Justin Firestone, our Communications Director and latest member ofthe team, could you please stand up? Justin, as created Eagle County's 2005 Annual Report that explains most of the highlights from last year. And, he has 3 primary goals for next year; and, I really want to explain 2 of them: 1.) To create and maintain dynamic and cost effective communications strategies and tools, like ECO- TV. What station is it? That's right! 2.) To strive to improve the county's image and perception by residents, businesses, visitors and employees by televising our board meetings? He thinks that by putting the 3 amigos on TV that will accomplish it? Nora could we see his reference check? Oh, yeah and another way is Justin has is by calling in Tipsline with nice positive upbeat items like... Am's not really a socialist, he just expresses himself differently that most of us. But, seriously, will be the first time we have implemented a stated communication plan that focuses on serving our customers, the taxpayers, on what we are doing well and on how we are evaluating ourselves. Justin, welcome and thank you. In the last year, Eagle County completed some amazing projects and it took teams to get them done. Each Director I asked to tell me something special about last year, something I could talk about, all gave the same answer, "I owe it to my staff." ~xcept for Bryan Treu, our County Attorney, he sent this: 2 2/28/06 The County Attorney's Office provides timely, accurate and clear legal advice in a professional manner and protects and defends Eagle County in all legal matters. This office provides legal service and advice to the Board of County Commissioners and their divisions and departments, works to prevent litigation against Eagle County, and, when appropriate, initiates and represents the County in litigation. This opinion is personal and confidential and cannot ,e used in a court of law or joke. Look at Bryan, I love you man. Hey, could everyone who uses the Attorney's Office just raise your hand? This demonstrates the dependence we all have on them for our projects and accomplishments. And, last year there was a lot of changes in their office and they still kept up with the county's business. Let's give them around of applause, please. Bryan, Walter, Bob, Janice and Rikkie. Some of the biggest projects from last year that I would like to touch on were: Completion of the Eagle County skate park, playground and two volleyball courts, marks the end of a ten-year project called Berry Creek. The county invested over $10 million dollars in all. In just two weeks, babies and toddlers will begin day care in our new Childcare facility that will take up to 80 children. This summer, when you drive by the 285 homes, recreation fields and CMC, you will hear and see a real sense of community-That I am sure. Whether it is the shouts on the fields, kids in the playground or the families perambulating with their "off road" strollers. This took a massive effort by Community Development, Housing, Facilities, Engineering, Road and Bridge, Health and Human Services and the Attorneys office. I want to thank a couple special folks: KT Gazunnis, Kathleen Forinash, Peter Fralick and most of all, the woman who has been switch hitting as our Facilities and Engineering Director, ladies and gentlemen Helen Michelbrink. Will you all stand up? \nother project was the preservation of 72 acres of riverfront, right in the heart of Vail Valley. It may have had a commercial past, but its got pristine future. A once-in-a-lifetime opportunity to came together as a community by raising $12 million to preserve this parcel historically known as the Eaton Ranch, located along the Eagle River; and, in the center of the rapidly developing Edwards community. I believe we are a more enriched community when we preserve accessible open space lands in the core of our residential and commercial areas. A limited number of passive improvements to the property are being developed over the next several years, including nature trails; walking and biking paths; ponds and fishing areas. Eagle County's commitment to open space is strong and growing stronger. I would like to personally thank a man who has selflessly given of himself to this community - Avon's Mayor, Ron Wolfe also the Chair of the Open Space Advisory Committee and the Chair of ECO Transit and recently a grandfather for the second time. I call him Eagle County's 2005 Person of the Year. Ladies and Gentleman.... And, perhaps our biggest undertaking of last year was one I already touched on... the Organizational Development. With Bryan Treu County Attorney, Nora Fryland our HR Director, Mike Roepper our Finance Director and Bruce Baumgartner our new County Manager, Eagle County is making great changes in developing strategic planning that have evidence based outcomes. The efforts that Directors and Managers are putting into the Performance Based Management Systems, along with the new leadership training programs, will guide the Board of County Commissioners 2 day retreat in May. I haven't seen in my time here at Eagle County such a concerted practice from the Board, the Directors, and the 'ntire team; in developing one's leadership skill to be a Top Performance organization. 3 2/28/06 Unfortunately, Bruce is not here today, but for the record, I would like to state that Eagle County is very fortunate to have his experience and leadership. I have seen in just a few short months what a profound effect he has had on this place. would also like to especially thank Keith Montag, Mike Roeper, Sharee Wettstein and Ree Farrell for all their humble dedication during the last year. Could we please give them a standing ovation? As we look outside the organization and into the future, Eagle County focuses our commitment to it people through economic sustainability, land use policies and social capitalism. Recent economic data shows that second homes make up 68% of our economy. Our population projections for 2025 are over 80,000. And, we are producing service sector jobs faster than the number of employees and our affordable housing stock can support. In 1995, the assessed value in Eagle County was $1 Billion dollars. Last year, the assessed value in was $2.3 Billion. Thankfully, the tax roll has risen along with it. In 1995, it was $60 million and for 2005, it will be paid in 06, at $130 million. Economic growth for second home markets shows a drop off in the next 5-7 years. Economic Sustainability in Eagle County isn't about creating more jobs, but working to make sure that new jobs are high quality and offer diversification and stability to our county. That is why; we have supported the development of the Eagle County Economic Council, which is gathering and analyzing economic data for better public policy. Our land use policy changes are now becoming front-page news. Controversial- yes. Complex - yes. Committed - you Bettcha. ~ach policy must weigh the values and vision ofthe commissioners to develop the purpose and intent. There are 15 proposed regulations in the process now. The most noted is the Zone Change Criteria. Put simply, if you upzone we want to better understand and fairly offset the impacts. More and more, Eagle County citizens are concerned about the impacts of growth. If it is more traffic, lose of natural habitat or less affordable housing. When this Board of County Commissioners or future boards are sitting up there; they must be better prepare to represent us all on what is the Community Benefit. Another, land use policy being considered is the question of whether there is a disconnect between land use and water planning. An appropriated water right does not mean water will be available for use. As the droughts of the past several years have demonstrated, we must be greater stewards of this resource. All our visioning for land use changes is based on the value and integrity we place on our environment, energy efficiencies, conservation and our community. This is obviously one big effort by our Community Development Team and Housing Team. It thrilling to see how intellectually excited they are in this challenge. Bob, Jenna, Allison, Adam, Walter, KT and Ray please take a bow. The last field I would like to cover is social capitalism that vague term meaning, "it's the people stupid." Whether it is reaching out to our fellow elects here and in the other communities, we are working more in more in eveloping stronger relationships through Mayor and Manager meetings, Shaping the Future Classes or attending heir council meetings. 4 2/28/06 Recently, thanks to Commissioner Runyon, we held our first Mayor Manager meeting that produce a common support in bringing the Urban Landuse Institute here and creating a Blue Ribbon Commission on Housing and Transportation. ~wo weeks ago we meet with the Eagle County School district to understand how we can work together as a community to close the Achievement Gap. Over 1/3 of our student population is limited or Non English Proficient. Nearly 1/3 of our student population is on Free and Reduce Lunch. If we want to diversify our economy and have a well educated workforce we must start with our own children. And, my most important priority - Early Childhood Development. As you can see in my expectant wife Anne, and fifteen month old daughter Maya. If! haven't gotten up on my soap box already, please indulge me. Children are born learning. 90% of the brain development occurs in the first three years. There are 1,825 days between the day a baby is born and the day they start kindergarten. How we as a county value our children is an understanding of are values. To neglect a child is to neglect what is good and beautiful. Eagle County has completed an Early Childhood Initiative and is learning were to best invest in kids. 18 - 25% of Eagle County households report they have no health insurance. 730 children under the age of six receive Medicaid; and, nearly 200 pregnant women out of 800 births a year receive no prenatal care. I believe this to be an injustice in our community. One that must be addressed quickly. This is my number one priority as your Eagle County Commissioner; and, I hope all of Eagle County's in the next year. \.Iso, I would like to introduce some of our leaders in the county's smoking ban. It was because of their avocation that the Board took up their torch. Bad choice of words. Please welcome and thank them. Finally, I would like to acknowledge one more group --- my fellow commissioners. Peter Runyon and Tom Stone. I would like to thank them, for as it says in the Bible two swords must clash in order to sharpen. I appreciate and know how your sacrifices and for that I am grateful to you. On January 9th, 2001, I became a public servant until that time I was a private citizen. Today, more than 5 years later I realize that each generation has a moral duty to consider its own political and social, values and not simply accept them deferentially from previous generations. We must always ask ourselves what should a good society or county be? Towards what should we aim? We know there is a gap between the fortunate and the needy; how, can it be closed? How can our economic policies contribute to this end? How can our public services be made more equitably and efficiently available? What of our immigrant population? How do we not ignore them? How can our beautiful environment present and future be protected for future generations? This task may be politically unpopular especially in a county with so much wealth as ours. In any case, there is no chance for us to "Be the Best" County unless a "The Good Society" is clearly defined. So I end, humbly with, we must match our physical growth with our moral restraint, our wealth with our wisdom, and our influence with our purpose. At noon, you could join Linda at lunch with the seniors, just before providing monthly blood pressure monitoring check-ups. Later in the afternoon, you would see Linda in the midst of an immunization clinic before heading out to do a post-partum visit with a newborn and their mother. A busy day? No, a usual day in the life of Linda Maggoire, public health nurse hero. Linda has been helping people of all ages lead healthy lives in her five years with Health and Human Services. Today is a day to celebrate her many contributions! Thanks Linda. Commissioner Menconi presented this award SYLVIA SALAZAR - Health and Human Services If you need information on parenting, nutrition, and how to connect with community services, then Sylvia Salazar is a person you need to know. Sylvia shares her time at Health & Human Services as a WIC nutrition educator and a home visitor for Family Services. In both roles, she offers support to help parents promote the development of their children. In the past five years, she has learned how important it is to support parents in caring for their children. Smiles and laughter, health children, and stronger parents are the rewards she sees every day. Thanks Sylvia. Commissioner Stone and Brad Higgins presented Mr. Carter with his award RODNEY CARTER - Road and Bridt!e Rod works for the Road and Bridge Department in the Eagle Valley area where he is one of the top heavy equipment operators. For the past five years, he has been keeping Eagle County's roads safe for travel. Thanks Rod. ~ommissioner Stone presented and Brad Higgins presented Mr. Elzinga with his award STEPHEN ELZINGA - Road and Bridt!e 6 2/28/06 Steve is Eagle County's Weed and Pest Coordinator. He is responsible for (and usually single handedly) not only eradicating noxious weeds from our county but also educating the citizens and landowners alike of the often un-noticed problem of weeds and other pests. Thanks Steve. ~hairman Runyon presented the award TOM HARRIS - Road and Bridt!e Tom is the guy that you will see at the fairgrounds at dawn and again at midnight when the fair is underway.. .he practically lives there. If you need a horse moved, a fence fixed, or a load of hay hauled, well Tom is your man. Thanks Tom. Commissioner Menconi presented the award TERRI VROMAN - Road and Bridt!e Terry is the Motor Pool Administrative Technician. She will put you in one of Eagle County's fine pool cars and then will send you an invoice for it at the end of the month...what a deal! Thanks Terri. Commissioner Menconi presented the award DEENA EZZELL - Sheriff's Office-Unable to attend In the five years Deena has been on our staff, she has touched more than victims in our community and has gone far beyond helping people. Victims Services has grown to become an integral part of healing services provided to those in need during a crisis. The world is a better place because of her work. Thanks Deena. Chairman Runyon presented the award WENDY HOHMAN- Sheriff's Office-Uable to attend Wendy is one of the Jail's Police Training Officers. She develops new hires into new officers. Thanks Wendy. Chairman Runyon presented the award TOM KADRMAS- Sheriff's Office rom has recently returned to us after an extended period of time spent with his National Guard troop after 9-11. Thank you for your service to our Country and thank you for returning. Chairman Runyon presented the award SHARON McCOLE- Sheriff's Office-Unable to attend Shay is one of the Jail's Police Training Officers as well as heading up the Jail management systems. Thanks Shay. Commissioner Stone presented the award BABETTE RUOFF - Sheriff's Office Babette wears many hats everyday working in Systems Analysis. Her ingenuity and creativity inspires those around her. Her enthusiasm when learning and teaching new programs becomes infectious. Every day jobs become a catalyst for new program adaptation. She makes a smile part of her every day attire. Thanks Babette. Chairman Runyon presented the award CHERYLE WOOLSEY - Sheriff's Office Cheryle is the backbone of the Administrative staff providing excellent customer assistance, reliable information and timely service. Her knowledge of the practices of the Sheriff's Office makes her invaluable to her team. Her kindness and thoughtfulness makes her a friend and mentor to those around her. Thanks Cheryle. Commissioner Menconi presented the award AILI FOSS - Information Technolot!v ,ee does an exceptional job in managing all areas of IT operations, from phone and purchasing to budget tracking and help desk. Eagle County is very lucky to have such a friendly and multi-talented person keeping the IT department on track. Thanks Lee. 7 2/28/06 Commissioner Stone presented the award JAMIE HUMPHREY - Assessor In pursuit of perfection is the statement that best describes Jamie. She is not satisfied with "just good enough". This is illustrated by her accomplishments over the past five years including: obtaining a Certified ~esidential License in 2003, being promoted to an Appraiser III in 2004 (a lead appraiser position), was the leader of Q&P in 2004, graduated from the University of Phoenix in 2005 with a Bachelors Degree of Science in Business Management and, streamlined work flow by initiating the implementation of remote access to the Town of Vail's permit system. Thanks Jamie. Commissioner Stone presented the award SANDY SKILES - Assessor Sandy is an example of how opportunity can payoff. Sandy transferred from the Finance Department to the Assessor's office in March, 2002 as the Personal Property Appraiser. In November of 2003, she was promoted to the position of Residential Appraiser. For this position, she studied and obtained the Licensed Appraiser level in January of 2004. After this accomplishment, she strove harder by becoming a Certified Residential Appraiser in January of this year. She clearly illustrates that the opportunities provided by employment with Eagle County can be almost endless. Thanks Sandy. Chairman Runyon presented the award LIZANNE LENNAN - Facilities Lizanne is one of the jewels in the crown of Eagle County. In her five years with us, she has continually challenged herself to learn and grow. She injects a spirit of human kindness into every project that she touches and into the relationships she builds to achieve the goals of Facilities Management. Lizanne is the type of person any manager would be proud to have on their team. Thanks Lizanne Chairman Runyon presented the award AUDRA MEYERS (Eco Transit) Audra was first hired as an Administrative Technician I with the Community Development Department. lfter a short, but successful stay with Community Development she accepted the Administrative Tech II position with ECO Transit and Trails in November 2001. Audra serves as the "first line of public contact" and graphic arts specialist for the department. She is responsible for the design and layout of our monthly "bus passes" along with the design and layout of the summer and winter "bus schedules". She also has the responsibility for the design and layout of the bi-annual "Trails Newsletter". She also compiles all the statistics for the ECO Board packet. She serves as an "auxiliary volunteer fire fighter for the Gypsum Fire Department when she is not working for Eagle County. Thanks Audra. Commissioner Menconi presented the award BOB NARRACCI - Communitv Development Bob is a dedicated and devoted Community Development employee who was recruited away from Jefferson County to manage the "cast of characters" in the Planning Division. Bob is an extreme sports enthusiast and certainly enjoys "pushing the limit" when it comes to recreational activities, such as skiing and moto-cross riding given the fact he now has plates, screws and associated scars on both legs. Thanks Bob. Commissioner Stone presented the award GLENN PADGETT - Communitv Development Glenn is a member of the Building Division team and performs the daily routine of building inspections and associated duties in a meticulous and professional manner. Glenn brings consistency and reliability to the organization. Thanks Glenn. Chairman Runyon presented the award CLIFF SIMONTON- Communitv Development - Unable to Attend Cliff is a member of the Planning Division and facilitates the long range comprehensive planning process for :agle County. His collaborative and facilitation skills bring a diverse County population into focus and elps guide the long range land use vision of Eagle County. Being a native of the area, he has the ability to 8 2/28/06 bring the historical perspective into the planning process. Cliff is a hard working, dedicated employee and a definite asset to the organization. Thanks Cliff. Chairman Runyon presented the award IJ:NA SKINNER- MARKOWITZ - Community Development If a presentation needs some cool graphics and "zing", we go to Jena. If there's a need to insert some "zest" into the design of a project, Jen's the one. If a Canadian history question arises, Jena has the answer. Jena is a team member of the Planning Division and handles a variety of land use planning files and assists with regulation writing. Her knowledge and dedication are true assets to the organization. Thanks Jena. Commissioner Menconi presented this award BECKY WHEELERSBURG - Community Development Becky is a dedicated and loyal Community Development employee who is very detail oriented in her work. She is responsible for numerous day to day activities in the department such as budgeting and bill paying as well as providing support services for many other critical functions such as long range planning, OSAC, and office automation technology. Becky is an important cog in the Community Development wheel. Thanks Becky. You will see Doug in the Edwards area in winter plowing and sanding the roads and then you will see him in the spring time picking the sand back up with the street sweeper. Doug knows a little about job security! Thanks Doug. Commissioner Stone presented the award JAKE STULL - Road and Bridt!e Jake is one of the top Road and Bridge operators from the Northwest District. Jake keeps the roads in the Burns and McCoy area looking real good while keeping an up to date inventory on the big-horn sheep, elk, deer, and the bad eagles. Thanks Jake. Commissioner Stone presented the award JILL BARON - Sheriff's Office-Unable to attend Jill is one ofthe Jail Sergeants as well as coordinator of the Jail's Trainee Program. Thanks Jill. Chairman Runyon presented the award .LEXANDER IACOVETTO - Sheriff's Office-Unable to attend 9 2/28/06 Alex is a Sergeant with the Sheriff's Office as well as being on the Special Operations Unit, a firearms instructor and was instrumental in developing the patrol rifle program. Thanks Alex. Chairman Runyon presented the award ~VIN KROMER - Sheriff's Office Kevin has been a large part of the county-wide communications and computer systems. Over his 10 year period there isn't much Kevin hasn't done at the Sheriff's Office. Thanks Kevin. Commissioner Menconi presented the award DAVID LAWSON - Sheriff's Office Dave is a Sergeant with the Sheriff's Office. Dave has been a part of many community oriented solutions while serving the El Jebel area. Thanks Dave. Commissioner Menconi presented the award TANNY MCGINNIS - Sheriff's Office How do you begin to appreciate a person who is selfless in her job? Tanny has taken her responsibilities at the Sheriff's Office as serious as parenting a child. Each responsibility and program she has touched has grown in strength and maturity. Tanny's communication skills and dedication to the work she enjoys has earned her praise from her co-workers and friends. Thanks Tanny. Commissioner Menconi presented the award HEATH MOSNESS - Sheriff's Office-Unable to attend "MO" manages the anti-drunk driving campaigns, heads the department's gang unit, and most importantly leads the western slope in the Law Enforcement Torch Run for Special Olympics of Colorado. Thanks "Mo". Commissioner Stone presented the award DAVID PROCTOR - Sheriff'sOffice-Unable to attend )ave is one of the department's Field Training Officers, as well as the agencies 1st Aid/CPR Instructor. Thanks Dave. Commissioner Stone presented the award ELAINE WOLF - Assessor unable to attend-Unable to attend Elaine is the cornerstone and "go-to" person in the Assessor's Office. She has been with the office for ten years and throughout that time she has expertly handled numerous duties. Her dedication has been rewarded by her promotion to her current position of Lead Worker for the Administrative Staff. As a result she is one of the most experienced, supportive and loyal staff members, who is a highly valued employee that is also fun to work with. Thanks Elaine. Commissioner Stone presented the award MARIAN MCDONOUGH - Health and Human Services - Unable to attend Marian never knows what her day might hold. As Manager of Youth & Family Services, Marian guides staff and families through the often treacherous waters of child abuse and neglect and youth in conflict with the community. Her ten years of experience at HHS has prepared her for most everything that might arise. Her knowledge and expertise are highly prized by staff, families and the community. Marian forges caring and supportive bonds with all those she works alongside. We count on her quiet strength and love the surprises she brings to her co-workers. Thanks Marian. Chairman Runyon presented the award ROBIN BURGDORF - Clerk and Recorder-Unable to attend Robin started with Eagle County in December of 1995. She transferred to the Clerk's office in the Motor Vehicle Department in 1999 and moved to the Recording Department in 2000. Commissioner Menconi presented the award ~OSE FARRELL - Administration Ree is the calm in the eye of the storm. She's the one who always seems to make sense of the chaos that can be the administration office and for that, we all benefit. She takes on whatever comes her way without complaint and knows practically everybody in the county! What you may not know about Ree is that she shows up every day in the face of some pretty taxing personal circumstances and is the kind of daughter we all hope to have. Commissioner Stone presented the award KATHLEEN KNOX - Treasurer's Office/Public Trustee Kathy came to work in the Treasurer's Office but soon transferred to the Public Trustee Office. In 1999, Kathy was promoted to Deputy Public Trustee. With her background in the mortgage business, she is the best Public Trustee Eagle County has had during the 20+ years her supervisor has been here. You can count on Kathy to go the extra mile. Commissioner Menconi presented the award DAVID KOPP - Information Technolot!v David provides back-up services as well as network and telephone system infrastructure to all county departments. He keeps all the county IT equipment organized and available. He facilitates moves for employees and always provides friendly and prompt service. Thanks David. Commissioner Stone presented the award MARIE HERMOSILLO - Health and Human Services Today, Marie celebrates 15 years with the county, 11 of those years with HHS. As a Fiscal Technician in the business office, she is the hunter of bears and the keeper of many secrets - who is always late with their time sheet; who forgets to gas the county car; who comes to work at 6:30 am; and who needs reports at the last minute for a meeting the Board. Always helpful, always with a smile, Marie provides the support that makes it possible for us to work in the community. Thank you Marie for all the things we know you do, and all those things you do so well that no one ever sees. Chairman Runyon presented the award KATHLEEN LYONS - Health and Human Services Kathy started with HHS when the caseworkers were in the yellow building across from the pharmacy and the self-sufficiency staff were in the old green post office. Ah, the stories she could tell if only she was not ound by confidentiality and good taste. As Self-Sufficiency Manager at HHS, Kathy and her team were responsible for more than $5.5 million in benefits and child support for Eagle County residents in 2005. 11 2/28/06 Kathy and her staff balance this responsibility with the knowledge that no one who has been in touch with this team will go to bed hungry. For the thousands of lives you have touched and made whole, we give you 15 years ofthanks! :ommissioner Menconi presented the award KAREN V ALAS - Clerk and Recorder It was a lucky day for the Eagle County Clerk & Recorder's office in 1990 when Karen was hired as a recording clerk. The recording department was a three person department and the number of documents processed was 24,555 and document fees were just under $43,000 (or 426 million dollars in property transfers). As the recording department grew along with the demands of the increasing real estate transfers, in 1998 Karen became the recording department's first supervisor, and the only supervisor to date, and now supervises a team of four. Just to make the comparison, in 2005, the Clerk's office handled almost 40,000 transactions and collected document fees of $291,700. Folks, this means $2.9 billion dollars in property transfers. But back to Karen. She is a very integral part of the Clerk and Recorder's office, not only managing the drastic increase in volume, but also playing a major role in choosing a new recording software system. Karen is a person with unquestionable integrity, solid work ethic, a loyal employee, and a positive role model for the Recording Staff. Thanks Karen. Commissioner Stone presented the award KEITH MONTAG - Communitv Development What you don't know about Keith: He loves to do laundry, he can still run up and down the basketball court and keep up with the youngsters, he shakes his head a lot when he watches the Nuggets, he quit smoking cold turkey, he makes a lot of noise in the mornings doing dishes, vacuuming or cleaning, he was the first one in high school to get wire rimmed glasses and most importantly, he is a great husband and father. Keith has been a key member of the county staff. Thank you Keith for all your contributions. TWENTY YEAR ANNIVERSARY AWARDS ~erry O'Neill Michael Bosley Chairman Runyon presented the award KERRY O'NEIL - Road and Bridt!e Kerry is the Road and Bridge District Supervisor for the South West District. His crews is the one that maintains the El Jebel and Basalt area from Ruedi Resevoir to almost Carbondale. He and his guys are usually out at about 3:00 am in the winter months plowing and sanding the roads and at dawn in the summer months herding bears and elk off the forest service roads that the county maintains. Thank you Kerry for your contribution over the past twenty years. Commissioner Menconi presented the award MICHAEL BOSLEY - Sheriff's Office-Unable to attend Lieutenant Bosley has been part of the foundation of the Sheriff's Department for twenty years. He has served as a patrol deputy, sergeant and he is currently the lieutenant in charge of our patrol division. Mike is also commander of the Special Operations Unit. If you looked up the definition of "Total Professionalism" in the dictionary, you would find Lt. Bosley as an example. Thanks you Mike for your contribution over the past twenty years. TWENTY FIVE YEAR ANNIVERSARY AWARD Commissioner Menconi presented the award SARAH SCIDPPER When Sarah came to work at Public Health Nursing back in 1980, Marge Gates told her, "Sarah, you will Ive this work and never want to leave." Marge was right on the mark. Sarah has been part of a wonderful journey in Public Health. Along the way, she received her Masters in Public Health, raised two children, 12 2/28/06 and mentored many nurses. We are fortunate to have someone of Sarah's caliber and experience. Melissa Lally Community volunteer extraordinaire for Relief to Gulfport. Melissa, a former resident of Gulfport Mississippi, learned that the county was looking for a gulf coast community to sponsor through relief efforts and came forth to recommend her home town. She worked tirelessly assisting Commissioner Stone, county staff and community members to supply the City of Gulfport with donated items necessary to rebuild city offices and consequently, city infrastructure. She also coordinated the delivery of goods going from our school district to teachers and classrooms in Gulfport. Commissioner Stone stated that what makes a county and community great is neighbors helping neighbors. He thanked Ms. Lally for her relief work and coordinating the delivery of goods to Gulfport.
