Chairman Menconi explained what the proposal was. He then asked if this system could be cOIlhectedto
the television station or the website.
Jason Hasenberg of Facilities Management was not sure.
CoIIlrtlissioner Stone said that this upgrade is necessary to make the sound systern functional, as it waSn't
designed properly in the firstplace. He doesn't want to hold this project up in order to upgrade it.
Commissione:f Runyon asked if the feed could be spliced into a video mix.
John Denardo of IT stated that he had not seen any of the work being done, so he could not cornrnent on it.
He thinks that it may make sense to look at the proposal to see if it could be.
Cornrnissioner Stone stated that they wouldn't hold up installi:ng the system in the Eagle County Room if it
wasn't functioning properly. So, he would like to see the sound system work begun.
Mr. Denardo replied that he would have done things differently in the Eagle County Roorn, had he seen it
in advance. He doesn't know how long it would take to evaluate the Fairgrounds proposal.
Chai:trt1an Menconi asked to see if this proposal can tie in the website and television channel and what the
additional costs may be.
Jack Ingstad, County Administrator, stated that the project had been scaled back since its original
recommendation by the consultant. He would like the Board to know what it will be getting.
Mr. Hasenberg stated that this proposal, as presented, will take care of 80% of the outstanding problems,
and all of them from the guest's perSpective. It will fix the grandstands and seating area and the arena area. It does
not include the Red Barn, wireless microphones, speakers in the crow's nest, or the chute area.
Cornrnissioner Stone stated that they had decided not to put speakers in the Red Barn, but wanted to knoW-
why the wireless microphones and other speakers were deleted.
Mr. Hasenberg stated he did not know and was completing what was left for him by the previous person
working on the project.
Mr. Ingstad stated that the consultant gave the County a perfect solution to the problems, and various
people whittled away at the proposal to get what exactly was needed. He agreed with Commissioner Stone that the
Red Barn was never part of the proposal.
Brad Higgins of Fair and Rodeo stated that there were three proposals, but he hadn't seen the current
proposal that was being presented today.
Commissioner Stone wanted to know what was budgeted for this proposal.
Mr. Hasenberg stated that the original proposal was $43,000, and the proposal presented encompasses 2 of
the 3 options presented to the Board. He did not know what was in his budget for this project.

Chai:trt1an Menconi suggested that atabling may be in the best interest in order to allow staff to get together
and discuss options.
Helen Migchelbrink, Eagle County Engineer, stated that $38,000 was put in the supplemental budget and
he Fair Board will add another $5,000.
Mike Roeper of Finance stated that a total of $48,000 was budgeted.
Commissioner Stone asked that staff also look at upgrades to the scoreboard system, espeCially in the area
of instant replays.

Mr. Higgins stated that this was On the Record because they used the low bidder, Warning Lites
Corporation, last year and had several problems with them involving quality of work and scheduling. He
recommends using the next higher bidder, Kolbe Striping.
Chairman Menconi asked if it was within budget and what was the experience with the proposed bidder.
Mr. Higgins stated it was $13,000 over budget, but they are under budget in several other iterns, including
those approved on today's Consent Agenda. He has experience with Kolbe Striping and likes their work.
Chai:trt1an Menconi asked what the total amount budgeted was.
Mr. Higgins stated $80,403 was budgeted, and the bid was for $93,173. He then gave exarnples of items
that carne in under budget.
Cohlrtlissioner Stone asked if the differences couldn't be resolved with the low bidder.
Mr. Higgins explained that scheduling is a huge issue with him, due to the short window of work that
exists. He had to finish one project with his own crews because he couldn't get the preVious contractor to come
back.

This is a request for a Special Events Permit. St. Clare of Assisi will be holding its first annual Wine
Tasting to benefit the Art Program on April 22nd at its school located at 31622 U.S. Highway 6 in
Edwards, from 5:00 pm to 8:00 pm. All fees have been paid, no protests have been filed, and the
various Eagle County departments have stated no objections. Staff has had no problems with events
held by this applicant in the past.

this is a request for a Special Events Permit. Eagle County will be holding various Special Events,
including the aIlhual Oyster Feed and Fair and Rodeo on the following dates and tirnes: 5/21/0~ from
5:00 pm to 1:30 arn; 7/30/05 from 5:30 pm to 12:00 am; and 8/3/05-8/6/05 from 5:30 pm to 12:00 am
at the Eagle County Fairgrounds in Eagle. All fees have been paid, no protests have been filed, and the

Other
John Denardo of IT made a presentation to the Board about Channel 18. Restated that $163,400 was
budgeted, along with $40,000 per quarter in additional revenue that would be received and gave the breakdown of
expenses and projected revenues. The total expenses were $284,986.44, sofar. He highlighted what had been done
so far: installation of equipment, test meetings, and streaming video and audio. He then stated what still needs to
be dOne: ticker prograIIlrtling, video content, setting a go live date, and final design. He gave an expense
breakdoWn to the Board in their packets and played a sample commercial.
Chairman Menconi asked to see a sample of what the station would look like.
Commissioner Stone asked what was budgeted and how rnuch County rnoney had been added.
Mr. lllgstad stated that 110 County money had been added, yet.
Commissioner Stone asked the amount of the original capital that Comcast and CenturyTel gave the
County.
Bryan Treu, Assistant. County Attorney, stated it was originally $90,000, but then it was upped to
$163,()()0. they also receive 5% of gross revenues from Comcast and CenturyTel.
Mr. Ingstad stated that there were carry forwards from last year's budget. He stated that they need to
discuss staffing and reVenue streams to stay within the budget.
Mr. Denardo stated that all equipment is connected in Avon through the Clerk & Recorder's Office. They
are actually under budget, but they had added equipment that has driven up the overall costs. He then explained
how the ticker will work on the TV channel and how the various screens would operate.
Mr. lllgstad stated that the web site is able to be integrated onto the tv channel.
Mr. Denardo stated that the ticker is real time, but the meetings are taped and edited, then scheduled for
later airing. He explained how the process works.
Commissioner Stone asked if there could be something added to the web and the TV channel to direct
viewers from one media to the other, as this could allow for feedback from residents. He would like to be able to
direct viewers to the website, like other television programs do. He wants the County to be the source for
information, whether at home or at the office. '
Mr. Denardo gave the Board other options that are available to them.

Chairman Menconi stated that everything needs to be looping back and forth between the web and the TV
station. He asked about web casting.
Mr. Denardo stated they could have the Eagle County Room streaming live to the web, and it would be
ather inexpensive. He could think of no reason not to do it.
Mr. Ingstad stated that he thought that web streaming was not as successful as people had projected.
Mr. Denardo cOIlcurred, but stated that TiV 0 is becoming more popular. He stated that other cotlhties
usually just do audio to the internet, not video. He listed that options that were available to the County concerning
audio and video;
Chairman Menconi sees this as building acommuIlity of people without having them have to come to the
physical building.
Mr. Denardo stated that 40% of the web visitors were using the Assessor's Office information.
Chairman Menconi asked about creating infomercials based on web site usage by visitors.
Mr. Ingstad liked the idea.
Mr. Denardo stated that there meetings were being set up OIl how to use the newsletter systern.
Commissioner Stone stated that he hadn't received anything yet.
Mr. Denardo stated that the system is still being set up. H~ asked the Board if they would like to be added
to the list of people that receives the County e-mail that tells how many visitors had signed up for the County
newsletter in the past week.
The Board all concurred.
Chairman Menconi then surnrnarized what was discussed about the television station and the web site. He
asked the Board to discuss the staffing issue.
Mr. Denardo stated that IT has an open Grade 10 position that needs to be filled.
Mr. Ingstad stated that there is an opportunity because there are several openings. He knows that IT would
like to have the open Marketing position put under their control.
Mr. Denardo stated that he would like to find a person dedicated to filming and production work. He thinks
they may need to find a candidate with graphic designer skills to look at the overall content, also.
Chairman Mef1coni asked if the budget could support more than one individual being hired.
Mr. Denardo stated that the open position's pay range is frorn $55,000 to $64,000 per year.
Chai:trt1an MenCOni asked Mr. Denardo to put together a financial proposal for his department, based on his
needs.
Mr. Denardo stated they need two people: Graphic DesignerlWriter and Operations. He stated that the
process can be very Streamlined, as far as contributing to station and web.
Mr. Ingstad asked what the yearly costs/revenues would be.
Mr. Denardo stated they are receiving $40,000 per quarter, $160,000. He believed the two positions could
cost a combined $80,000 per year, plus benefits. the open FTE that they have would be one of the two proposed
positions, and they would have to re-write some job descriptions. He stated that he doesn't need a Pay Grade 10
employee, but he may need two Grade 8's or a Grade 8 and a Grade 9.

PROJECT OVERVIEW:
This Service Plan amends restates and supersedes all existing Service Plans of the Squaw Creek Metropolitan
District ('Squaw Creek District') and the Cordillera Metropolitan District ('Cordillera District') (collectively the
'Districts'). The Districts' activities are subject to review by the County only insofar as they rnay deviate in a
material matter from the requirements of this Service Plan.
this Service Plan is to provide the general structure for the routine operations of the Districts, to allow the Districts
to give themselves the power to enforce the property owner's association covenants and architectural review
standards and to consolidate the original Squaw Creek Metropolitan District SerVice Plan and the Cordillera
Metropolitan District Service Plan, as amended, ihto one cohesive Service Plan. Since the Districts Were originally
organized, Title 32 of the Colorado Revised Statutes has been arnended to pe:trt1it rnetropolitan districts to a:Ssurne
from property owner's asSOCiatiOns covenant ertforcernent and design review'responsibilities. the primary p1.l:tpose
of the Cordillera District Will be to continue to provide public facilities and improvement for the use and benefit of
all anticipated inhabitants and taxpayers of the DistrictS and to finance the construction, maintenance andoperatio
of these Public Improvernents.
the Districts shall have the power and authority to provide, operate and maintain the Public Improvements and
shall have the power to provide any and all services within and without the boundaries of the Districts as such
power and authority is deScribed in the Special District Act and other applicable statutes, common law and the
Constitution, as all may he periodically amended, subject only to the following limitations:
Fire Protection Limitation
the Districts shall not be authoriied to plan for, design, acquire, construct, relocate, redevelop, finance, operate or
maintain fire protection facilities or services unless such facilities and services are provided pursuant to an
intergovernmental agreement with the County. The authority to plan for, design acquire, construct, install, relocate,
redevelop or finance fire hydrants and related improvements installed as part of the water system shall not be
limited by this provision;
Construction Standards Limitation
The Districts will ensure that the Public Improvements are designed, constructed, operated and maintained in
accordance with the standards and specifications of the County and of other governmental entities having proper
jurisdiction and of those special districts that qualify as 'interested parties' under Section 32-1-204(1), c.R.S., as
applicable. The Districts will obtain the County's approval of civil engineering plans and will obtain applicable
permits for construction and installation of Public Improvements prior to performing such work;
Monies from Other Governmental Sources
The Districts shall not apply for or accept Conservation Trust Funds, Great Outdoors Colorado Funds or other
funds available from or through governmental or non-profit entities that the County is eligible to apply for, except
pursuant to an intergovernmental agreement with the County. This Section shall not apply to specific ownership
taxes which shall be distributed to and shall be a revenue source for the Districts without any limitation;

Parks and Recreation Limitation
'he Districts shall, as a supplement to, but not in duplication of the services and facilities now provided by the
Western Eagle County Metropolitan Recreation District for Cordillera, its residents and taxpayers, design, acquire,
install, construct, operate and maintain public park and recreation facilities or programs including but not limited to
swiIIlrtling pools and spas, tehnis coilrts, exercise facilities, bike paths, hiking trails, snowshoe trails, pedestrian
trails, pedestrian trails and centers, picnic areas, skating areas and facilities, ski-ways, common areas landscaping
services together with all necessary incidental appurtenant facilities, land and easements and all necessary extension
of and improvement to said facilities and systems;
Service Plan Amendment Requirement
This Service Plan has been designed with sufficient flexibility to enable the Districts to p.rovide required services
and facilities under evolving cirClirnstances without the need for numerous arnendments. Actions of the Districts
which violate the limitations set forth above or in the Districts Financial Plan shall be deemed to be material
. modifications to the Service Plan and the County shall be entitled to all remedies available under State and local
law to enjoin such actions of the Districts.
the Cordillera Metropolitan Districtwill undertake the existing and future design, acquisition, construction,
installation, operation, maintenance and financing of the Public Improvements. The Squaw Creek District will
perform only those obligations that the District cahnot assign or transfer to the Cordillera District.
CHRONOLOGY:
1993 The original Service Plans for each respective Districtwere established. The Cordillera District is the
'financing' district and the Squaw Creek District is the 'operational services' district;
996 Application was made to amend each Service Plan to include the provision of park and recreation services.
This application was denied due to overlapping district boundaries (WECMERD and Cordillera/Squaw
Creek).
1997 Application to arnend each Service Plan was again made to include the provision of park and recreation
services. this tirne the application was approved becauSe state legislation had been rnodifiedto allow
districts to overlap.
2005 The CUrrent proposal to consolidate the Cordillera and Squaw Creek Districts was initiated.
2010 Estimated time frame for the Squaw Creek District to be completely dissolved.
STAFF COMMENTS:
pursuant to the Amended and Restated Joint Resolution of the Boards of Directors of Squaw Creek Metropolitan
District and Cordillera Metropolitan District (Exhibit 'D', of submittal), the Districts desire to consolidate or
otherwise combine their day-to-day operating responsibilities by transferring the Squaw Creek Metropolitan
District's responsibilities to the Cordillera Metropolitan District and to consider at such time in the future as is
prudent whether the Squaw Creek Metropolitan District should be dissolved; provided that the Cordillera
Metropolitan Districtmust first determine that there are no ongoing obligations of the Squaw Creek Metropolitan
Distri.ct which Squaw Creek should perform and that there are no obligations of the Squaw Creek Metropolitan
District which the Cordillera Metropolitan District does not desire to undertake.
A referral response from the Eagle County Engineering Department dated February 7, 2005 (attached) questions
two aspects of this application:
1) In the cover letter submitted with this application, it states that the Cordillera Metropolitan District will be

APPLICANT'S PRESENTATION:
A cornplete descriPtion of the proposed service plan amendment, response to any referral comments and
justification pursuant to the below listed statutory findings will be presented by the Applicant.
FINDINGS:
the Board of County Commissioners shall disapprove the service plan unless evidence satisfactory to the Board of
each of the following is presented:
a. There is sufficient existing and projected need for organized service in the area to be served by the special
districts;
b. The existing service in the area served by the special districts is inadequate for present and projected needs;
c. The special districts are capable of providing economical and sufficient service to the area within its
boundaries;
d. The area included in the District has, or Will have, the [mancial ability to discharge the proposed / existing
indebtedness on a reasonable basis.
the Board of County COInmissioners may disapprove the service plan if evidence satisfactory to the Board of any
of the following is not presented:
a. Adequate service is not, or will not be, available to the area through Eagle County or other existing
municipal or quasi-municipal corporations, ihcluding existing special districts, within a reasonable time and
on a comparable basis;
b. The facility and service standards of the Districts are compatible With the facility and service standards of
Eagle County, and each municipality which is an interested party under Section 32-1-204(1), C.R.S.;
c. The service plan is in substantial compliance with the master plan adopted pursuant to Section 30~28-l 06,
CR.S.;
d. The service plan is in compliance With the duly adopted long range water quality management plan for the
area;
e. The service plan Will be in the best interest of the area proposed to be served.
STAFF. RECOMMENDATION: P.ursuant to the aforementioned findings which necessitate the applicant
adequately addressing the issues identified, Staff recommends approval.
PLANNING COMMISSION RECOMMENDATION: Prior to recommending unanimous approval, the
Eagle County Planning Commission questioned whether there are any outstanding bondS with the Squaw Creek
District, and; when does the applicant anticipate that the Squaw Creek District will be dissolved. The applicant
indicated that there are no outstanding bonds with the Squaw Creek District and iris estimated that the Squaw
Creek District-will be completely dissolved in approximately five years.
Bob Narracci of Community Development presented this file to the Board. He went over the details of the
proposal for the Board, using a Power Point presentation. He showed various maps and gave a chronology of the

Amended Service Plan for Cordillera Metro District and Squaw Creek Metro District.
Commissioner Runyon seconded the motion. The vote was declared unanimous.
