PUBLIC SITE VISIT
FEBRUARY 12,2003

This being a scheduled site visit for Adams Rib property, the following was discussed:
Randy Cloyd, Adams Rib, pointed out on a map where everyone was standing and pointed out
various locations. The cabin should be preserved.
Chairman Stone asked about the average lot size.
Mr. Cloyd stated they are four acre lots and each has a building envelope of one acre.
Chairman Gallagher asked how many lots they are proposing.
Mr. Cloyd stated there are sixteen on one side and twenty one on the other.
Chairman Gallagher asked about the previous proposal.
Mr. Cloyd stated there were 300 on one side only.
Commissioner Stone asked about the homesites and if all four acres will be deeded ownership.
Mr. Cloyd answered yes.
Commissioner Stone asked about additional property.
Mr. Cloyd stated about 1,100 acres.
Commissioner Stone asked about the density.
Mr. Cloyd stated it is twenty acres to one unit.
Chairman Gallagher asked if staff had any comments on this location.
Ray Merry, Environmental Health Officer, asked about the golf course and which hole was to the
west.
Mr. Cloyd stated that was hole number eleven.
Commissioner Stone asked about the series of lakes.
Mr. Cloyd stated they are kind of to the left.
Mr. Merry stated one of the lakes is located to the left approximately 500 feet away. The other
lakes are to the east and northeast. He stated he has that information on their water quality plan.
Chairman Gallagher stated they would now move on to the next stop.
Mr. Merry stated he received a telephone call indicating where he was and he would be present
shortly.
Mr. Cloyd pointed out a fenceline in conjunction with the lots. He pointed out a lot that had
been staked. He stated they have some of the tees and the greens of the golf course.
Ross Easterling, Planner, asked where the ground water monitoring point was located.
Mr. Cloyd stated it is on the other side of the mound.
Commissioner Stone asked about the importance of the different monitoring points.
Mr. Easterling stated they will allow staff to assess the impacts of water quality throughout the
development.
Mr. Merry stated some of the points are still in discussion. He stated the purpose of the
monitoring points is to develop a plan and make sure that it is implemented. They can detect trends in
water quality in order to be taking mitigating measurers to abate those impacts.

Commissioner Menconi arrived at this time.
Mr. Cloyd pointed out a stake and turning point on the map.
The group continued up the hill to another stopping point.
Mr. Cloyd point out various markers to the group.
The group continued to the end of the property.
Chairman Gallagher stated they are making more stops than what are indicated on the map. Re
asked Mr. Cloyd to speak to the various stops for the record.
Mr. Cloyd stated he stopped to show the clubhouse area. They have golf hole number one
coming out and hole eighteen going in and there is a road and the clubhouse. Looking in the other
direction, they have lots and they can see how it goes back up and around the knoll and there are lots
back on the hill. He pointed out the green.
The group moved on to the next stopping point.
Mr. Cloyd stated he wanted to show them the end ofthe property. He stated it comes right down
the fenceline. He stated the property goes around the trailer.
Commissioner Menconi asked in discussions with the Planning Commission, what were the
concerns with regards to the reparian area.
Bob Narracci, Planning Manager, stated they felt the lot sizes should be smaller in size and
clustered, leaving more of the ripirian area in its natural state.
Commissioner Menconi asked if there was one particular lot.
Mr. Narracci stated it more involved the Salt Creek area and the Frost Creek area
Commissioner Menconi asked if the building envelopes had been created and are they shown on
the map.
Mr. Cloyd stated the circle is the envelope and the lines are the lot lines.
Mr. Narracci stated some of the envelopes have been readjusted into irrigular shapes to avoid
repanan areas.
Commissioner Menconi asked about the concerns voiced by Bill Andree.
Mr. Cloyd stated they met with Bill Reicher, Division of Wildlife, and have worked out a
compromise. He had related that it was similar to what he has done in the past in Cordillera and Red
Sky Ranch.
Chairman Gallagher asked where they were at this stop.
Mr. Cloyd stated at the South end ofthe property.
The group moved on to the entrance of the property.
Mr. Cloyd stated on the way down he hoped everyone noticed the orange, blue and green stakes.
He stated they are very close to the entrance. He pointed out the stake marking the entrance. He pointed
out where the round-a-bout will be.
Commissioner Menconi stated it appears the golf course comes as far west as the mound.
Mr. Cloyd stated the golf course wraps around that mound.
Commissioner Menconi asked who was going to design the course.
Mr. Cloyd stated they have been working with Pittman and Tom Weiscall.
John Vengrin, Engineering, stated at the entrance they will be adding a right turn deceleration
lane.
The group moved on to the Salt Creek area.
Mr. Cloyd pointed out where they were in comparison to some ofthe lots. He pointed out a gas
line location. He pointed out the mound near the creek.
Mr. Vengrin asked Mr. Cloyd to point out the trail they plan to build.
Mr. Cloyd explained the location of the trail and goes the entire length of Frost Creek.
Chairman Gallagher asked what it ties into at the other end.
Mr. Cloyd stated it does not tie into anything. As they build they will be tying into the other
trails.
Chairman Gallagher asked if it was being built to ECD specifications.

Mr. Cloyd stated the only specification they cannot do is the ten foot separation from the road.
He pointed out in this location it has to be next to the road due to the lots and the wetlands.
Chairman Gallagher asked Mr. Cloyd to check with Engineering to see if Jersey barriers would
be permissible for the separation.
Commissioner Menconi asked if there were any amenities the developer was offering.
Mr. Cloyd stated he will be speaking to those at their presentation.
The group moved on to the next location.
Mr. Cloyd pointed out on a map where they were. He pointed out Trail Gulch. The road goes
into BLM property and then into Cordillera. He pointed out the proposed trailhead. This trail will
eventually connect to the Mill Park property called the Bluffs.
Commissioner Menconi asked if this road will have public access.
Mr. Cloyd stated there is no gate on this end but there will be on the other end.
Commissioner Menconi asked why.
Mr. Cloyd stated it was part of the agreement with the Town of Eagle.
Commissioner Menconi asked why they chose to guard gate a portion of the trail and not the
other.
Mr. Cloyd stated it was due to the Town of Eagle because they did not want guard gates.
However one of the concessions was to allow the applicant to put a guard gate at Frost Creek. They
gave up the gates on everything else so they could keep the one at Frost Creek.
Mr. Cloyd pointed out Lot 15, the gas line and Lots 8 & 9. He also spoke to Lot 11.
Chairman Gallagher asked about the number of dwelling units in the Frost Creek area.
Mr. Cloyd stated they are 21 lots.
Commissioner Menconi asked the number of lots in this area.
Mr. Cloyd stated there are 60 in this area with 30 accessory units.
Commissioner Menconi asked if the accessory units were attached.
Mr. Cloyd stated that was correct.
Mr. Vengrin stated the road they are on is Old Salt Creek Road, which is not maintained by the
County. He stated from here to the South the bike path will serve as an emergency secondary access to
the Salt Creek area.
Chairman Gallagher asked how wide it will be.
Mr. Vengrin stated he believes it will be ten feet wide.
Chairman Gallagher questioned fire trucks being able to use the ten feet.
The group continued to the final stop.
Mr. Cloyd stated they are now in Salt Creek. He pointed out a number oflots and where they
were located on the map.
Chairman Gallagher asked how large the Salt Creek lots were.
Mr. Cloyd stated they are all four acres with one acre building envelopes.
Commissioner Menconi asked where the first and eighteenth hole end.
Mr. Cloyd pointed out on the map where the holes are.
Commissioner Menconi asked if there was fencing on the outside of the development.
Mr. Cloyd stated they have not proposed any at this point.
Commissioner Menconi asked if it will then be free range for the wildlife to run on.
Mr. Cloyd stated they will make it wildlife friendly. He related if cattle start utilizing the golf
course areas they will have to put up a fence.
Commissioner Menconi asked about the entryway.
Mr. Cloyd stated he has landscaping plans he will be presenting.
Chairman Gallagher asked for public comment.
Annie Egan, Brush Creek resident, stated on the property near the Trail Gulch entrance, has there
been any discussion of a conservation easement.
Mr. Cloyd stated they have to preserve part of the property for wildlife.

Chairman Gallagher asked Mr. Cloyd to point out on the map the location of the bike path.
Mr. Cloyd pointed out the location ofthe bike path.
Commissioner Menconi asked about a property with the tables.
Mr. Cloyd answered yes. He stated the one they own has all the sagebrush on it and the one with
the snow is owned by the adjacent property owner.
Commissioner Menconi asked about the plans for that lot.
Mr. Cloyd stated it would be used to wildlife mitigation.
Mr. Merry asked if that property would be platted as open space.
Mr. Cloyd stated it would.
Chairman Gallagher asked County Attorney if there were any provisions for Commissioner
Menconi to retrace the stops he missed earlier.
Walt Matthews, Deputy County Attorney, stated it will be fine for him to retrace the steps with a
member of staff in a County vehicle.
There being no further stops this public site visit was adjourned.
