This being a special hearing the following items were presented to the Board of County Commissioners for
their consideration:
Eagle County Fairgrounds Grandstands Contract
Rich Cunningham, Director of Facilities Management, presented a proposed contract between Eagle County
and Evans, Mendel, Allison, Inc. for construction of grandstands at the Eagle County Fairgrounds.
Chairman Pro-tem Gates stated this matter was heard on November 9, 1998 but there were only two
Commissioners present.
Jim Hartmann, County Administrator, stated the first order of business was to move to reconsider this
matter.
Commissioner Phillips moved to reconsider the contract between Eagle County and Evans, Mendel, Allison,
Inc, This matter was tabled from November 9, 1998 to November 16, 1998 but had to be heard today as
Commissioner Gates will not be present on the 16th.
Chairman Pro-tem Gates seconded the motion. Of the two voting Commissioners the vote was declared

Mr. Hartmann stated discussions have been on-going for the past two years and the County has been leasing
grandstands during the Eagle County Fair. He stated the master plan for the fairgrounds has been completed and it
was determined to proceed with construction of new grandstands. He stated the County engaged an architect and
engineers and it was determined to leave the grandstands on the south side ofthe property, The design was
completed and everyones interest seemed to be to move forward and try and have the grandstands finished by the
1999 fair. He stated solicitations were listed and Evans, Mendel & Allison, Inc, submitted the best bid in the
amount of 1.2 million dollars. He stated that is what is before the Board. He stated the sense of urgency is to have
the construction complete by fair time. He stated the schedule is aggressive.
Mr. Hartmann stated at the last meeting Chairman Johnson voiced his concern at the cost of the contract and
he did not feel this should move forward ifthe County was considering a multi-use center. He suggested starting
the multi-use center instead. Mr. Hartmann stated the indoor arena is being considered and the gravel extraction
will commence for that arena. He stated there is no financing for the multi use center at the current time and he
believes financing will come from outside sources.
Chairman Pro-tem Gates stated because of the set back a variance was asked for thus the reason for the tight
squeeze. He stated 2 million dollars is a lot of money but time is also money. The cost ofthis project will not go
down.
Mr. Hartmann agreed. He stated in the future the cost will be 35% higher.
Commissioner Phillips stated the money being used for leasing grandstands is money down the drain.
Chairman Pro-tem Gates stated cost needs to be established and he believes the regulations have been
followed.
Mr. Hartmann stated during the planning phase this project came in higher than it currently now.
Richard Cunningham, Director of Facilities Management, stated the original cost was a little over 3 million
dollars and this contract is for a guaranteed at 2.1 million.
Commissioner Phillips stated this has been an eight month process. She believes since the Board did not
approve this contract last week apologies are needed to staff and the contractor. She stated a multi use facility may
become an reality but it is not a project the County has agreed to support financially.
Commissioner Phillips moved to approve the contract between Eagle County and Evans, Mendel & Allison,
Inc, for the grandstands at the Eagle County Fairgrounds.
