He suggested if the Board determines the item should be tabled he suggests it be tabled to early in the day so they may make changes prior to certification. Chairman Johnson recommended they put it on the agenda first thing in the morning being 8:30 a,m. Commissioner Gates moved to table the Resolution, authorizing a ballot question on the November 3, 1998 election, asking to increase property taxes to next weeks meeting, September 8 at 8:30. Commissioner Phillips seconded the motion, The vote was declared unanimous. Mr. Fritze stated one of the ballot measures calls for the meeting of the title setting board. The authority of hat board has been disbanded by state legislation on a local level. He explained. Commissioner Phillips agreed, Mr. Montag asked if it is limited review in all three categories, Mr, Loeffler asked if that includes community buildings and schools, Mr, Montag stated they would all be put in the limited review category, Tom Boni spoke regarding the community building and education facility, He stated in the RSM they are allowing the educational facility. Mr. Boni spoke to Fulford and the fact there may be some citizen concern over a school being placed in that community, Bob Loeffler spoke to the definition of an educational facility being rather liberal. He states it can include any private schools as well. Chairman Johnson stated he doesn't have a problem with it being special use, Ron Brave suggested they are looking to include church, but when you start looking at the definition of community building it is a wide door, He spoke to the issue of community center which hasn't been included, He thinks the church is a great idea under limited review. The community building and community center has a wider impact, Chairman Johnson suggested the community center is not a facility. Commissioner Phillips suggested Fulford is probably never going to change from what it is right now. Mr. Montag spoke to the Roaring Fork Planning Commission encouraging the use of a church within the larger zone districts. Mr. Montag stated they will have to develop the standards to review it against, Chairman Johnson suggested major facilities could be built by a non-profit organization under limited review, He suggested within the three zone districts they talked about to have only the churches come under limited reVIew, The Board concurred to have Community buildings left as special uses as will educational facilities. Chairman Johnson spoke to group homes under the RFM and that it should be allowed as a special use as well. And that home business be special use in RMF and RSM. He spoke to park, open space, and green belt and the separation of definitions. He stated as you move to the back country zone district and the use by right. He suggested with some of what is allowed within the definitions it needs to be a special. He suggested they don't want swimming pools, tennis courts, etc as the definition is that of park. He suggested that is not what they want. Commissioner Gates asked about a little community that wants to have play fields. Mr. Montag stated they are in the back country zone, Chairman Johnson stated that use would be taken out oflands such as Bud's, but would be in holdings in the back country and not connected to anything. He suggested once they break out the definition under parks it would be in or remain as knowing they would not allow the development of an aquatic center, On page 3-11 as far as the sanitary landfill they have the only place for one is in a resource zone district. He spoke to the Vail area and those being in the back country zone district. Mr. Montag stated they would not want to do that. On Convenience or Grocery Store he suggests it be a special use in the RSL, RR, all the way up to back country zone district but not in the BCZD. Mr. Montag suggested they would be allowing for a convenience store in all ofthe zone districts except Fulford and back country with no size distinction. Mr. Boni suggested in footnote four there is a lack of a size restriction. He suggested they put a limitation on size and set some parameters, Commissioner Gates suggested the demand would be the requirement. Mr, Loeffler asked if they should develop a standard, Chairman Johnson stated yes for the convenience store and for gas pumps, Commissioner Gates spoke to state regulations and the cost determining a lot of it. He suggested they sometimes try to regulate what regulates itself. Mr, Montag stated he is hearing special use except for Fulford and back country with some standards, Chairman Johnson suggested they include the self service laundromat with size limitation. The Board concurred. Chairman Johnson stated in the RL zone district and the application on 3-11 under land application of domestic or industrial sludge.
