This being a scheduled Public Hearing the following items were presented to the Board of County
Commissioners for their consideration:

Chairman Johnson stated the first item on the agenda was the consent calendar as follows:
A) Approval of bill paying for week of January 26, 1998, subject to review by County Administrator
B) Approval of payroll for January 29, 1998, subject to review by County Administrator
C) Federal Aviation Administration Airport Grant Assurance Compliance Certification
D) Resolution 98-07, concerning appointments to the Cedar Hill Cemetery Board
E) Resolution, transferring and distributing revenues from the County Forest Reserve Fund, fiscal
year 1997
F) Intergovernmental Agreement between Eagle County and Garfield County, for the purchase of
administrative services in connection with the Housing Voucher Assistance Payments Program
G) Agreement between Eagle County and Aeronautical Board of Eagle County Regional Airport to
receive grant funds for the installation of an ILS Navigational System and upgrading ofthe VOR Navigational
System
H) Third Amendment to aviation related car rental business agreement and lease between Eagle

Chairman Johnson spoke to letter E and the second paragraph, He spoke to the $22,000 going to each of the
school districts that should be among the school districts. He also asked about if the amount going to the Forest
Reserve fund is the minimum,
Karen Sheaffer, Eagle County Treasurer, stated that is the minimum,
Chairman Johnson asked ifit is vital to do this today, He stated a couple of years ago there was a bill that
raised the amount they gave. They may want to raise that to more than the five percent.
Ms. Sheaffer stated she can provide the statute.

Mr. Mandel stated they are saving about one point in interest as well as extending the maturity date, They
would like to take advantage ofthe interest rates, They hope to pass this savings on to the consumer. He stated it is
a unique opportunity.
Chairman Johnson asked if that will be lower lift ticket prices.
Mr. Mandel stated every dollar they can save will benefit everyone,
Commissioner Gates questioned any taxpayer obligation.
Mr. Gardner suggested the resolution will contain the appropriate information,
Commissioner Phillips asked how long Mr. Gardner has been doing this,
Mr, Gardner responded the oldest project in this set goes back to 1980 and he was Bond Council then. He
has worked on Vail Associates projects since the 1970's,
Commissioner Gates asked when the resolution will be presented,
Jim Fritze stated they have a draft but there are terms to be ironed out and it will then be scheduled, They
will be reviewing them today and with the Board if they so desire.
Mr. Gardner stated there is very little being negotiated at this point. It is more important the security and the
relationship between the bond holder and Vail Associates is reached, As a result of that there is very little from the
County's perspective that will change, The resolution has elements permitting the Chairman in his approval to go
along with insubstantial changes in the documents. This could wait until the final points have been negotiated and
then come back for final approval.
Commissioner Gates stated they are giving conceptual approval.
Jim Fritze stated this is the public hearing and they will adopt the resolution at a later date, They anticipate
minor changes being made,
Chairman Johnson asked for public comment. There was none,
Commissioner Phillips asked about the interest rate.
Mr. Mandel explained it is set. He explained their position and having desired to hold the public hearing.
Commissioner Phillips moved to close the public hearing,
Commissioner Gates seconded the motion. The vote was declared unanimous,
There being no further business to be brought before the Board the meeting was adjourned until February 2,
1998.
