This being a scheduled Public Hearing the following items were presented to the Board of County
Commissioners for their consideration:
Letter of Agreement
Mike Bradley, Buildings and Grounds Supervisor, presented a Letter of Agreement between Eagle County
and Holy Cross Electric Association, to provide electric service, three phase hook-ups to the Eagle County Animal
Shelter construction site, He explained the agreement to the Board, indicating on a map the location of the electric
poles and the underground portion of the line, He stated the money for this project would come from the
contingency funds, Staff recommended approval.
Commissioner Gates asked if in the future the lines would need to be underground,
Mr. Bradley stated most of the lines at the Fairgrounds are over head and he did not anticipate any changes
in the future,
Chairman Phillips asked if there was to be more development, could those poles be used,
Mr. Bradley answered yes,
Commissioner Gates stated he believed $5,000.00 per pole was very expensive but believed the Board did
not have a choice,
Commissioner Gates moved to approve the Letter of Agreement between Eagle County and Holy Cross
Electric Association,
Commissioner second seconded the motion. The vote was declared unanimous,
Plat & Resolution Signing
Scot Hunn, Planner, presented the following plats for the Board's consideration:
5MB-00087. Market Square Condominiums. He stated this was a Minor Type "B" subdivision, a
resubdivision of Lot 18, Beaver Creek Subdivision, Filing No.1, to create twenty six (26) residential condominium
units and fourteen (14) commercial condominium units, along with associated Common Elements,
Commissioner Johnson moved to approve final plat file number 5MB-00087, Market Square
Condominiums, incorporating Staff findings,
Commissioner Gates seconded the motion, The vote was declared unanimous,
5MB-00089, Berry Creek Ranch, Lot 51. He stated this was a Minor Type "B" subdivision, a
resubdivision of Lot 51, Block 2, Filing No, 3 to create two duplex lots, Lot 51 N and Lot 51 S, This plat does
contain a duplex split caveat stating that only one two family residence may be built on the combined area of the
two lots,
Commissioner Gates moved to approve final plat file number 5MB-00089, Berry Creek Ranch, Lot 51,
incorporating Staff findings,
Commissioner Johnson seconded the motion, The vote was declared unanimous.
5MB-00094. Condominium Map. One Beaver Creek Place. He stated this was a Minor Type "B"

Commissioner Johnson questioned the marketing and research amount.
Mr, Shrum explained this amount does include research,
Commissioner Johnson questioned the Tennessee Pass acquisition,
Mr. Shrum explained these monies would be supplemental to possible grants, He stated the intent of the
acquisition is for the Rails to Trails project.
Commissioner Gates questioned cost sharing from other entities,
Mr. Shrum stated the transportation is fully funding this acquisition,
Mr. Hartmann stated the next budget is the Sheriffs budget. 1997 budget was $6,289,431 and in 1998 the
proposed is $7,373,732 for an increase of 17,24%, The FTE's will be increased by 9,905 employees, Major capital
is for computers, etc for $45,500, equipment for $52,500, vehicles at $70,000 and microwave lease/purchase of
$1,025,486,
A,J, Johnson, Eagle County Sheriff, briefly explained his budget.
Chairman Phillips asked about the number of employees being at 91,
Sheriff Johnson stated he has 11 employees through grants and 5 positions have not been filled,
Commissioner Johnson asked about unfilled positions,
Sheriff Johnson stated there was a total of 8, which includes 5 from grants.
Commissioner Johnson asked how many officers are involved in community policing,
Sheriff Johnson answered all of them, He stated he believes he is flat in the supervisor category.
Commissioner Johnson thanked the Sheriff for his efforts in getting the Board additional information,
Chairman Phillips asked about the number of deputies in Eagle-Vail.
Sheriff Johnson stated he really does not have any permanently stationed in Eagle-Vail, but does have an
officer in Gypsum and Edwards, Eventually there will be six podded areas and the rest will be rovers,
Mr. Hartmann stated the next budget is for the Treasurer. He stated the 1997 budget was $372,398, 1998 is
$447,023 for an increase of20,04%, There will be no change in the FTE's, Major capital includes one server for
$15,000 and 2 p,c.'s for $7,800, He reviewed the Public Trustee's budget.
Karen Shaeffer, Eagle County Treasurer, stated the public trustee's budget is funded solely through that
office, All expenses will be reimbursed,
Mr. Hartmann stated the County Attorney's budget is next. He stated the 1997 budget was $636,318, and
1998 was $646,921, for an increase of 1.67%, There will be no change in the FTE's, Major capital is for a CD
Tower for $10,000.
Chairman Phillips questioned the CD Tower,
Jim Fritze, County Attorney, explained the CD Tower to the Board, He stated he is going to try and not
increase his employees,
Mr, Hartmann stated the County Administration budget is next, He stated the 1997 budget was $516,525,
1998 is $531,492, The FTE's will be decreased by .15 employees, Major capital is for one pc at $3,500 and one
scanner for $900, Also included in this budget is $1,447,186 for the GIS system, He explained the system to the
Board,
Jack Ingstad, Asst. County Administrator, explained the budget to the Board.
Mr. Hartmann stated the next budget is for Health & Human Services, For 1997 the budget was $3,070,048
and for 1998 for $2,851,013 for a decrease of7.13%, The FTE's will decrease by .24 employees, He stated this
budget was completely re-structured, The program budget shows the cost with each program.
Rita Woods, Health & Human Services, explained the budget to the Board, She reviewed the programs
currently being used by her department,
Chairman Phillips asked if Social Services were under the County merit system yet?
Ms, Woods stated January 1, 1998 will be the start date,
Mr. Hartmann stated the next budget is for animal control. The 1997 budget was $489,279 and 1998 is
$463,379, for a decrease of 5.29%, There are no new FTE's anticipated, Major Capital will be the new shelter

Sue Eaton, Human Resources Director, explained the increases to the Board,
Commissioner Gates questioned employee events.
Mr. Hartmann stated that did not include personnel.
Chairman Phillips questioned the insurance and if it was a major portion ofthe budget.
Ms, Eaton answered yes,
Mr. Hartmann stated the next budget was for Community Development, The 1997 budget was $2,117,016
and the 1998 is $1,868,408 for a decrease of 11.74%, There will be an increase of2.25 FTE's, The major capital is
open space acquisition/trail construction of $125,000, new file serves of $15,000,5 computers of $17,500 and a
laser printer for $2,000,
Keith Montag, Community Development Director, explained his budget to the Board, He stated the
decrease includes no consulting fees in the budget for next year,
Chairman Phillips questioned the environmental planner,
Mr, Montag stated he is trying to alleviate some of the duties of Environmental Health so they may focus on
more major issues like water concerns,
Commissioner Gates stated he did not know how this was all going to tie in.
Mr, Montag briefly discussed the trails construction included in his budget. He stated if needed, additional
monies may need to be appropriated, He stated they are focusing on the segments from Brett Ranch to Edwards and
from the Airport to the Gateway project.
Chairman Phillips questioned the lottery monies,
Mr. Montag stated most of the lottery monies are slated for Fairground improvements,
Mr, Hartmann stated the next budget is for Engineering, The 1997 budget was $589,511 and the proposed
1998 budget is $685,205 for an increase of 16.23%, There will be no additional FTE's, The major capital is file
and survey equipment of $5,365 and a server and computer stations for $32,800,
George Roussos, County Engineer, explained his budget to the Board, He stated the increase is due to an
added employee in 1997 and monies for the railroad acquisition,
Chairman Phillips questioned the computers and servers and if these would interact with the GIS system,
Mr. Roussos stated these computers are to try and help with the crashes they have experienced this year,
He stated in his budget he had included monies for the design for a new cemetery budget,
Chairman Phillips questioned the bridge replacements,
Mr, Roussos explained the program to the Board.
Commissioner Gates asked about the monies for the preferred bridge location,
Mr, Hartmann stated those monies are not in the budget. Those funds will come out of the Undesignated
funds as directed by the Board,
Mr. Roussos explained the process for bridge design,
Mr, Hartmann stated if the bridge design is needed he would recommend it be done in stages, The first item
needed would be assurance from the owner of Brett Ranch that a road could indeed go through their property,
Commissioner Gates asked if the School District is doing any cost sharing,
Mr, Hartmann stated the recreation district is broke and the School District has no funds, He stated there is
the possibility for cost sharing but most likely not for a couple of years,
Mr. Hartmann stated the next budget is for Road & Bridge, The 1997 budget was $5,173,718 and the 1998
is $5,476,652, for an increase of 5,86%, There will be no additional FTE's, The major capital is an overlay
program for $1,227,264, bridge construction for $51,000, road construction for $613,137, chip seal for $138,624,
southwest shop for $483,000 and a plow/sander for $90,000.
Don Fessler, Road & Bridge Supervisor, explained the budget and the proposed projects to the Board,
Mr, Hartmann stated the next budget is for the Landfill, The 1997 budget was $1,342,200 and the 1998
budget is $1,902,979 with an increase of 41.78%, There will be a .16 decrease in FTE's, Major capital is
replacement of the landfill office and water storage tank installation,
Mr. Fessler explained the budget to the Board indicating most of the increases are due to the design and
office space, The water storage tank is underground storage for the winter. Part of the increase is due to additions
