Jim Elwood, Airport Manager, explained this can handle two to three inches with a single pass, He explained the snows in the Eagle area are conducive to this type of equipment. Commissioner Gates asked ifthe plows will become obsolete. Mr. Elwood explained this will enhance the snow removal. Chairman Phillips asked about the sidewalk brooms. Mr, Elwood explained, Chairman Phillips asked about the change order. Mr. Elwood stated the actual quantities came in higher but they are within the budget, Commissioner Gates moved to approve the consent calendar as presented, Commissioner Johnson seconded the motion, The vote was declared unanimous, Plat & Resolution Signing Scott Hunn, Planner, presented the following plats and resolutions for the Board's consideration: TC-OOOlO, Cordillera Valley Club, Filing No.4, Lots 9,12,13,14 and 15, and Pinnacle Point. He stated this was a Technical Correction Plat to change the street name of "Coyote Circle" to "Pinnacle Point" and to change the address of five lots to reflect the street name, Commissioner Johnson moved to approve TC-000I0, Cordillera Valley Club, Filing No, 4, Lots 9, 12, 13, 14 and 15, and Pinnacle Point. Staff recommended approval with the following condition: 1) Should air quality violations occur which exceed Federal Air quality standards, or the Eagle County Industrial Performance Standards, to the extend that corrective steps need to be taken, the Colorado Department of Public Health and the Environment and Eagle County have the authority to institute and enforce the necessary action. Mr. Merry explained the file stating they are tracking SSA-02 concurrently. He stated they will require a location and extent that will need to be filed before issuance of a building permit. He stated he does not know of a way to exclude that. They are waiving the special use permit associated with 1041 's, He asked it be acknowledged separately. Mr. Merry reminded the Board they will need to offer two separate motions, He referred to an addendum dated September 30 and what they had asked the district to do was consider alternatives, They discussed various sites and the future of this site, The reason the district is going in this direction is it is shown to be economically feasible to do so and the site is located so that future improvements can be constructed, Mr. Merry spoke to the odor control problems and the fact no requirements exist currently, They are looking toward the ATADD process, The advantage is better and quicker treatment and incorporation or odor control abilities, Bob Weaver, from Hydrosphere representing Eagle Water Sanitation District, introduced Dennis Galvin, Mike Pecos, Ron Seibert, Tom Houston, Kevin Tone, Dave Urchey, Mike Lutz, to the Board, He stated they should be able to answer any questions, Mr, Weaver reviewed the background of the application stating the existing plant was constructed in 1980, expanded in 1985 to serve growth in Avon and Edwards. The purpose is to serve ongoing development along 1-70 including Cordillera, Arrowhead, Lake Creek. The water supply for the area is provided by the Upper Eagle Regional Water Authority, The Squaw Creek plant is currently experiencing some capacity problems, operating a little over 8%, with loadings reaching capacity in 1999. Mr. Weaver stated they concur with the proposed finding included in staff's recommendations, They believe the site location is appropriate and the project meets all of the approval criteria under the 1041, Mr. Weaver stated the only issue that emerged that seemed of concern was odor control. They are prepared to address that issue and feel confident the plans and the application incorporate the measures necessary to achieve odor control. Dave Erchie showed slides with an overview of the project focusing on the similarities and differences with Avon. He explained the plant will be up to 3 MGD. He explained the different stations within the plan using a site plan overhead, They reused some of the areas and are doing some retrofitting, Mr. Erchie reviewed the costs with the total being around 14.9 million. ATAD is about 20% of the project. Mr, Erchie spoke to the different types of treatment being class A and B. They have chosen class A as class B is not acceptable in this terrain, The Eagle River District has been a leader in recycling of bio-solids using wood waste destined for the landfill, Mr, Erchie spoke to AT AD the thermal heating process, He discussed the process and the end product. He then spoke to the differences between Squaw Creek and Avon, The A TAD tanks are much smaller, 1/5 the size resulting in much less odor being produced, The tanks will be new with tighter and better ventilation, He continued discussing the twelve different points, Commissioner Johnson asked about the belt filter press, Mr. Erchie explained it is a process that reduces the volume that then has to be hauled, Point twelve stating all facilities will be inside, Mike Lutz spoke to the testing data they've gotten from Avon, Commissioner Johnson asked why this wasn't used in Avon instead of retrofitting, Mr. Erchie stated A TAD was used in Avon but they chose to retro fit old tanks instead of using new tanks, Commissioner Johnson suggested it was a case of saving money, Mr. Erchie stated it was a viable option, Mr. Lutz stated at the time Avon was retrofitted, there had been minimal problems elsewhere, The presumption was the Avon plant would not eliminate odors, Commissioner Johnson questioned the need for odor control. Commissioner Johnson asked about the prescriptive easement to the parcels across the river, Mr. Lindahl stated there are parcels that don't have a recorded easement but have used this road, What they are proposing is to relocate the prescriptive easement and dedicate an easement to the County for access, They feel it would be unfair to require the Palmateers to build the road to County standards, They think it prudent to wait. Chairman Phillips asked about the Donovan overlap. Mr. Lindahl explained the Donovans are claiming an overlap on the Palmateer property, Before this can be final platted that dispute will have to be settled between the parties. It is not a significant piece of property because part is in the prescriptive easement. Commissioner Johnson asked if the new easement is on the Donovan property, Mr. Lindahl stated potentially, that is possible, but it wouldn't change from the status today, Commissioner Johnson asked if the overlap has anything to do with the new easement. Mr. Lindahl stated it does not. Jim Fritze asked how they propose to extinguish the existing road, Mr. Lindahl responded they would do that at preliminary plan, Mr, Fritze asked about use of the road. Mr, Palmateer stated he talked to Kenny Logan who indicated that back in the late 60's his son was ticketed for riding a motor cycle without a license by State Patrol. This ensued research and it was determined it was a private road used for access to the cemetery, Mr. Palmateer stated the County has done some grading and maintenance of the road but he is not sure how consistent. John Venegrin, Engineering Department, stated on the current list of county roads the cemetery road is maintained by the cemetery, The bridge is a County bridge though the property may not be owned by the County, Mr. Lindahl stated they show it listed as a County road beginning in 1980, that is when it first showed up on the road inventory, Commissioner Johnson stated he has a concern with the proposed Edwards Access plan, what this road will look like, He asked if the plan were to be implemented, what would this plan look like, Mr. Venegrin responded unless connected to Winslow, it would remain as it is today, It recognizes a connection may need to be made. Commissioner Johnson stated ifthey are going to look at it as being access, perhaps they want to negotiate that now while at sketch plan, rather than to wait until they have preliminary plan or buildings, Terrill Knight summarized saying there are numerous technical issues to work out, They have committed to Diana Donovan to resolve those, They are proposing five single family homes, some with caretaker units with a compatible design to the area, They see this as an asset to the community center, This is in-fill with clustering, They want a very quality single family project and they are asking for direction regarding the caretaker units, This is an improvement with roads and utilities in place, It is true a connection might be good but will entail a new bridge and design of the road, He believes it inappropriate to try to resolve this today, There are a lot of options, They would like to proceed through the property, They are requesting approval of the sketch plan so they can proceed with their planning, Knowing they have several other issues to resolve, they would recommend approval.
