HomeMy WebLinkAboutMinutes 09/16/97 BOARD OF COUNTY COMMISSIONERS EAGLE, COLORADO RECORD OF PROCEEDINGS FORM 50 HOECKEL'S 387869 PUBLIC HEARING SEPTEMBER 16, 1997 Present; Johnnette Phillips James Johnson, Jr, George "Bud" Gates Jim Hartmann Sara J, Fisher Chairman Commissioner Commissioner County Administrator Clerk to the Board This being a scheduled Public Hearing the following items were presented to the Board of County Commissioners for their consideration: Classification & Compensation Study Sue Eaton, Human Resources Director, presented the Classification & Compensation Study, She stated this matter was presented to the Board previously and the classification portion was tabled to today, She stated they are real anxious to move forward with acceptance of some sort wage increase program, She stated she believes one of the items holding this up is the inclusion of her name on the potential increases, She stated she would like to have her name removed so that consideration of this proposal may move forward, Jim Hartmann, County Administrator, spoke of the COLA increases being 3% for the lower grades and 2% for the upper grades, Some of those will take place in this next pay period and those with retro pay will take place next month, Mr, Hartmann spoke of the memo distributed to the Board which outlines the proposal options, He stated the Board needs to decide pay ranges, He believes those today are under market. Slavin gave some recommendations as well as recommendations for changing some of the classes, He stated they need to decide as well, if they are in the right classification. Mr. Hartmann stated option 1 on the first page is that which was presented by Slavin and discussed in last month's management meeting, One of the modifications suggested is the upper end of the grades would remain where they are, retaining the classifications, keeping the new pay ranges 2,3, 4, and 5 at the current level. Another proposal is to grandfather in any who were slated for a downward classification, There will have been no monetary impact until they reach the top of their classification, At that time, it would be appropriate to re-evaluate it. The third option for the Board is to continue with the current classification system as it is today and adjust the ranges 2,5%, That doesn't mean that every employee would get a 2.5% increase, As part of that, those employees that have been recommended for an upward classification and need to be reconciled, If we do stay with the current plan, those upward classifications in grades 22 through 28, should be done now, That will allow them to review the classifications 29 and above, Mr, Hartmann pointed out the "other" section of their report is where the report looked at the sub-survey data, The number of places where they can compare are rather limited but it does show, as compared to the Denver market or the broader Colorado market, there is an inverse relationship between the classifications, This was part of the stimulus for the COLA increase, They have a list of the on going appeals, Some of the reasons for them are stated on the plan, They will have to review what Slavin submits, Chairman Phillips asked if the reclassification appeals were submitted by the department heads or if they were submitted by the employees themselves, Commissioner Johnson stated the Board had not seen any of their employees before submitted, Mr, Hartmann stated what they discussed at the management team meeting was recognizing where they need to go with this plan, They have suggested a task force committee, He believes that will help, Mr, Hartmann referred to the discussion of Brett Ranch and what we will be facing in the next decade with our population, That makes retention even more important. They need to look at some strategies for training and retention, He stated today we are doing good but we have to look for the future, That will be the goal of the task force, A.J. Johnson, Eagle County Sheriff, thanked the Board for giving the 3% and 2% on behalf of his employees. He suggested a down payment assistance program, Mr. Hartmann referred to the housing survey that will be handed out to all employees, He stated we are running at about a 9% turn over rate which is extremely low, There will always be turnover, Ray Merry asked how many total appeals there were, He asked if the grandfathering has taken into account that number may be reduced, Commissioner Johnson responded he doesn't think the Board should be personally involved in the reclassification, Mr, Merry again suggested that flexibility must be a key, Chairman Phillips suggested the words may not meet the individual's duties, She reminded herselfthese are job descriptions, not individuals themselves, She suggested Sue Eaton's name remain in the reclassification, though she considered her willingness to withdraw to be commendable, Mr, Hartmann explained Ms, Eaton's position went to a range 51 and would have been brought up to the minimum of that range, Commissioner Johnson stated as far as he is concerned this has never been about her or any other individual specifically, He stated he would still like to see a sub-area survey so we can be comparable with the market we are competing with. He would suggest we stay with the old pay grades making the adjustment by 2,5% as well as to grandfather in the downward classifications, supplementing the sub-area survey with Slevin as an addendum to the original report, Commissioner Gates stated he is not real willing to go back and study everything, He stated from Slevin's study he doesn't see us going backward, Commissioner Johnson suggested the actual number of positions studied are not statistically valid, This would be supplementing the study that has been done, Mr, Hartmann suggested they could stay with option two but recognizes we do have some market differences, He suggested they benchmark some of the critical positions and see how we are, That's not redoing the whole study but the task force can identify the more critical positions, That can be done mid-year, Commissioner Gates suggested option 2 doesn't keep that from happening, Ms, Eaton suggested they should continue to look at the lower eight levels as time goes on, The market is critically different. Chairman Phillips suggested she would like to see those who were downgraded remain at the level they are now, As far as all the ones that are at the mid level, they will receive their increases in the next pay check. She suggested there are grades they do need to look at, Once the reclassification and the appeals are reconsidered, the approval of option 2 would be equitable for the whole organization, Commissioner Johnson moved to accept the option number adjusting the pay ranges 2,5%, to place the employees recommended for upward classification in the appropriate location in their appropriate classification, implement changes for grades 22 - 28 now, for grades higher, do so by point factor committee, and grandfather those who would have faced reclassification downward in the same positions changing classification if that person should leave, Chairman Phillips asked about a new survey, Commissioner Johnson suggested the task force could move forward with the sub-area survey, Mr, Hartmann suggested the information services position needs as well to be included, He stated that would be at a grade 50, Chairman Philips stated she doesn't have a problem with adjusting the ranges 2,5%, Mr, Hartmann stated exhibit D does reflect a pay range adjustment of 2,5%, If adopted, the adjustments are reflected, Ms, Eaton asked if Commissioner Johnson has a problem with the numbering, Commissioner Johnson stated just to be changing numbers is pretty time consuming if they are not changing the rates as well, Commissioner Johnson withdrew his motion, Commissioner Gates moved to approve option 2 including the grandfather clause.
