HomeMy WebLinkAboutMinutes 08/25/97 BOARD OF COUNTY COMMISSIONERS EAGLE, COLORADO RECORD OF PROCEEDINGS FORM 50 HOECKEL'S 387869 PUBLIC HEARING AUGUST 25,1997 Present: Johnnette Phillips James Johnson, Jr, George "Bud" Gates Jim Hartmann Sara J, Fisher Chairman Commissioner Commissioner County Administrator Clerk to the Board This being a scheduled Public Hearing, the following items were presented to the Board of County Commissioners for their consideration: Consent Calendar Chairman Phillips stated the first item on the agenda was the consent calendar as follows: A) Approval of bill paying for week of August 25, 1997, subject to review by County Administrator B) Approval of payroll for August 28, 1997, subject to review by County Administrator C) Approval of the minutes of the Board of County Commissioners for August 18, 1997 D) Intergovernmental Agreement between Eagle County and Pitkin County for snow removal on the Frying Pan Road E) Assignment of Certificate of Deposit No, 0100000742 for $2,000,00 for Western Slope Utilities for Road Cut Permit No, 2432 F) Agreement between Eagle County and the Eagle County Sheriff with Colorado West Mental Health to renew jail medical care and heal services for the Eagle County Detention Facility G) Agreement between Eagle County and the Eagle County Sheriff for the Eagle County Department of Health and Human Services to renew jail medical care and health services to the Eagle County Detention Facility H) Agreement between Eagle County and the Eagle County Sheriff for King Campbell, D,D,S, to renew jail medical care and health services to the Eagle County Detention Facility I) Agreement between Eagle County and the Eagle County Sheriff for Michael Beals, D,O, to renew jail medical care and health services to the Eagle County Detention Facility J) Resolution 97-118, adopting rules and procedures for arbitration and appointing arbitrators for appeals from decisions of the 1997 Board of Equalization, Jim Fritze, County Attorney, asked to discuss items F, G, Hand 1. He spoke to the desire to place these items on a calendar year. He has talked to Ms, Forinash and they are waiting to speak to Dr, Beals and Colorado Mental Health, Dr. Campbell has not initialed the changes but he is willing to make the change, Mr. Fritze suggested they table these items until September 8, Commissioner Gates moved to table F, G, H and I to September 8, 1997, Commissioner Johnson seconded the motion, The vote was declared unanimous, Commissioner Johnson asked if they might get a cost comparison, Mr. Fritze stated he would pass that on to the Sheriff s office, Commissioner Gates moved to approve the consent calendar consisting items A through E and item J, Commissioner Johnson seconded the motion, The vote was declared unanimous, Plat & Resolution Signing Scott Hunn, Planner, presented the following plats and resolutions for the Board's approval: TC-00013 Technical Correction Plat/Correction Condominium Map. She stated the first order of business is to establish the neighborhood and the needs ofthat neighborhood, Staff recommended the neighborhood be the Bond proper, Bob Loeffler stated he did not know if there was such a thing as the Bond proper, Commissioner Johnson moved to establish the neighborhood as the Bond proper or from the establishment , in a two mile radius, Commissioner Gates seconded the motion, The vote was declared unanimous, Commissioner Gates asked what else is there now, Ms, Roach stated they have the Fireside Inn which is just on premise service, Commissioner Gates suggested they will be providing services to those who drive Hwy 131 and to the hunters, Bill Glass explained that everyone is having to drive to Wolcott and they feel that is too far, There are a lot of people out there, He stated there has been a liquor store since the 1940's and its been closed for only a couple of years, Chairman Phillips asked if they will be opening the service station, Mr. Glass answered probably, Commissioner Gates moved to establish the needs of the neighborhood as evidenced by the submitted petition and testimony of the applicant. Commissioner Johnson seconded the motion, The vote was declared unanimous, Ms, Roach related the application is in order and all fees have been paid, The Sheriff's Office reports all applicants to be of good moral character. Commissioner Johnson seconded the motion, The vote was declared unanimous, Abatement Hearings Allen Black presented a petition for abatement for Christina K, Dearman and Richard \1on Wald, schedule number R03l542, The Assessor's Office recommended an abatement different than requested,l Mr, Black explained they used the 1993/94 sales to adjust the abatement. He stated the petitioner is prese~t today.
