Commissioner Gates stated so there is no additional approval. Ms, Eastley stated the applicant is requesting approval of Phase II, Commissioner Johnson questioned what is allowed now, Ms, Eastley responded, nothing, She explained Phase II is just for expansion and paving, She stated the plan as approved will not change, Commissioner Johnson asked if Phase II allowed for construction parking, Rick Plyman, Jamar & Associates, stated no, but there was construction parking allowed for one season and parking for construction workers for three years, Those uses are not allowed now, Commissioner Johnson moved to approve Resolutions 97-116, file numbers PDP-00003 and PDA-00003, The Confluence, incorporating Staff findings, Commissioner Gates seconded the motion, The vote was declared unanimous, Resolution 97-117, ZS-309-96A, Nova Guides Kathy Eastley presented Resolution 97-117, file number ZS-309-96A, Nova Guides, She explained the Resolution to the Board, She stated this Resolution is for the Special Use Permit. She related Staff has now received a revised site plan, showing the approvals by the Board, Tom Boni, Knight Planning, stated the Resolution reflects the exact approval as laid out by the Board, He clarified condition number 7, It is his understanding ifthe application comes back and does not need to go under the 1041 process that will not be necessary, Commissioner Gates stated if the application changed enough it would be hard to go around the 1041 process, Commissioner Johnson stated ifthe water storage plans are changed that is what the 1041 process is for, Chairman Phillips stated she believed the requirement was to obtain a 1041 permit. Commissioner Gates moved to approve Resolution 97-117, file number ZS-309-96A, Nova Guides, incorporating Staff findings, Commissioner Johnson seconded the motion, Commissioners Gates and Phillips voting aye and Commissioner Johnson voting no, Edwards Medical Center, Completeness Hearing Ray Merry, Environmental Health Officer, presented the completeness hearing for the Edwards Medical Center. He stated this was a request for an extension of existing domestic water and sewage treatment systems and the efficient utilization of a municipal water project for the Edwards Medical Center, Staff recommended the Board find the application complete and establish the estimated fees at $1,790,00, Commissioner Johnson moved to find the application complete for the Edwards Medical Center and establish the estimated fees at $1,790,00, incorporating Staff findings, Commissioner Gates seconded the motion, The vote was declared unanimous, Squaw Creek, Completeness Hearing Ray Merry presented the completeness hearing for Squaw Creek. He stated this was a request to expand the Squaw Creek Wastewater Treatment Plant. Commissioner Johnson stated a twenty year approval is not appropriate in his opinion, Ms, Eastley stated through the phasing plan the attempt was made to assure compliance and deems a hearing will take place before each phase, Mr. Knight stated a checklist was created the applicant must follow before going on to the next phase, Commissioner Gates questioned wildlife mitigation and a bike path to the river, He questioned three gravel pits operating at the same time. Mr, Knight stated they are providing turn lanes to the site, There will be traffic and they will mitigate their portion of those problems, Ms, Eastley stated Staff placed that condition on the application regardless if CDOT requires one or not.
