JULY 9, 1997

This being a special meeting the following was presented to the Board of County Commissioners for their
consideration:
Eagle County
Earlene Roach, Liquor Inspector, presented a Special Events Permit for Eagle County Government for beer
sales at the 1997 Eagle County Fair. She stated this matter was tabled from July 7, 1997 as Commissioner Gates
would not vote on this issue, She stated the dates for service are July 26, 1997 from 7:00 p,m, to 11 :00 p.m"
August 31, 1997 from 5:00 p,m, to 10:00 p.m" August 1, 1997 from 5:00 p,m, to 10:00 p,m" August 2, from noon
to 10:00 p.m, and August 3, 1997 from noon to 4:00 p,m, After discussing the service for August 2, 1997 there will
be no shut down from 2:00 p,m, to 5:00 p,m, Vail Associates will be supplying three TIPS trained individuals to
man the beer booth, Other volunteers will be walking the premises, checking ID's, manning the gates and watching
the barn and exhibit hall. All volunteers will be given a TIPS class on July 22, 1997, Permanent signage has been
ordered for both the barn and the exhibit hall, instructing those who have a beer to leave them outside those areas,
The fence at the rodeo area will be lowered halfway so a tent can provide service both to the rodeo attendees and
those who do not attend the rodeo, A pathway to the beer booth will be established where ID's will be checked,
All those over 21 will be issued a wrist band before getting to the booth, Different colored bands will be issued
each day, Responsible drinking signs will be in place at the beer booth, This application is in order and all fees
have been paid, Staff recommended approval.
Chairman Phillips questioned ifthe colored bands will cause additional problems,
Laurie Asmussen, event manager, stated she checked with other organizations and found the bands worked
very well.
Commissioner Johnson stated it makes it easier if bands are used as ID's will only be checked once,
Jon Lingel, president of the Eagle Valley Chamber of Commerce, conveyed their disappointment in not
being given more consideration, He expressed concerns with a conflict of interest in the Board convening both as
the Board of County Commissioners and the Local Liquor Licensing Authority, There are questions on who
polices who, Who would handle the situation ifthere was a problem with the beer sales?
Bob Loeffler, Deputy County Attorney, stated it does not seem to be a problem, Statutes state it will be the
Local Liquor Licensing Authority, He stated he was surprised at the notion. He stated as the Local Liquor
Licensing Authority, the Board will do those things that is supposed to do, The County Fair Extension Office will
have to answer to that Board,
Mr. Lengel stated just for the record that is their position, He stated the Chamber did not want to have this
event go away this year but realizes the Board has the right to go with anyone,
Commissioner Johnson stated he was surprised to hear that the Chamber did not get much consideration,
He related there were work sessions held with the Chamber and at that time the Chamber requested reduced hours,
the County to provide the security and the last thing was the County to provide a building to be able to serve
alcohol from. The County then determined not to continue as it was not viable to the County, He stated the
Chamber also stated they were phasing out of the alcohol business,
Mr, Lengel stated Ms, Asmussen had indicated longer hours and different locations were needed, He stated
the Chamber might have agreed to pay for the building, He stated he believed there were mis-communications,
Chairman Phillips stated she was disappointed it did not work out but did attend the work session where the
