This being a scheduled Public Hearing the following items were presented to the Board of County
Commissioners for their consideration:
Consent Calendar
Chairman Pro-tern Johnson opened the meeting with the first item on the agenda, the consent calendar as
follows:
A) Approval of bill paying for week of March 31, 1997, subject to review by County Administrator
B) Agreement between Eagle County and Derringer for performance at the Eagle County Fair
Benefit, April 5, 1997
C) Change order number one for Bogue Construction, Inc., 1997 contract for gravel supply, load and
haul
D) Change order letter decreasing the amount of the WIC Contract with the Department of Public
Health and Environment
E) Contract renewal between Eagle County and the Department of Local Affairs, for the Community
Services Block Grant
F) Retainer Agreement between Eagle County Board of Social Services and the Board of County
Commissioners for representation of the Eagle County Department of Health & Human Services
G) Child Support Enforcement Cooperative Reimbursement Agreement between Eagle Count Board
of Social Services and Board of County Commissioners for representation of the Eagle County Department of
health and Human Services.
Chairman Pro-tem Johnson questioned items F & G having been added to the agenda at such a late date.
Jim Fritze, County Attorney, explained they had been notified the agreements would expire if not approved
by April 1, 1997.
Chairman Pro-tem Johnson stated it was a concern because they were having troubles with their agenda
items when requests are turned in at such a late time.
Commissioner Gates moved to approve the consent calendar including items A through E.
Chairman Pro-tern Johnson seconded the motion. Of the two voting commissioners, the vote was declared
unanimous. Chairman Phillips was not present at this time.
Commissioner Gates moved to adjourn as the Board of County Commissioners and reconvene as the Board
of Social Services.
Chairman Pro-tern Johnson seconded the motion. Ofthe two voting Commissioners the vote was declared
unanimous.
Commissioner Gates moved to approve items F & G.
Chairman Pro-tern Johnson seconded the motion stating those items were: F) Retainer Agreement between
Eagle County Board of Social Services and the Board of Count Commissioners for representation of the Eagle
County Department of Health & Human Services, and G) Child Support Enforcement Cooperative Reimbursement
Agreement between Eagle Count Board of Social Services and Board of County Commissioners for representation
of the Eagle County Department of health and Human Services. Of the two voting Commissioners the vote was
declared unanimous.

Commissioner Johnson asked ifthe forms come with instructions. Mr. Black responded they send out
instructions but that doesn't mean that the person using the form has the instructions to follow.
Allen Black presented a petition for abatement for Douglass Cogswell, schedule number 19331, The
Assessor's Office recommended denial for both 1995 and 1996. He stated in 1995 the previous owner appealed. In
1996, the value was agreed to in 1995. Mr. Cogswell did not supply additional information.
Commissioner Johnson moved to deny schedule number 19331, Douglass Cogswell, as recommended by
the Assessor.
Commissioner Gates seconded the motion. The vote was declared unanimous.
Allen Black presented a petition for abatement for Betty Schuss, schedule number 29807. The Assessor's
Office recommended denial for 1995 and 1996. Mr. Black stated their basis of appeal were sales outside the time
frame.
Commissioner Gates moved to deny schedule number 29807, Betty Schuss, as recommended by the
Assessor.
Commissioner Johnson seconded the motion. The vote was declared unanimous.
Allen Black presented a petition for abatement for Elk Mountain Builders, Inc., schedule number
R026175. The Assessor's Office recommended an abatement/refund different than requested. For 1995 they are
requesting denial and for 1996 they are recommending an abatement in the amount of$582.96.
Commissioner Johnson moved to approve an abatement/refund, schedule number R026175, Elk Mountain
Builders, Inc., as recommended by the Assessor.
Commissioner Gates seconded the motion. The vote was declared unanimous.
There being no further business to be brought before the Board the meeting was adjourned until April 1,
1997.
