She stated this was an amendment to the condominium Map in order to redefine Units 102, 303 and 401. commissioner Phillips moved to approve file number SM-916-94. commissioner Gates seconded the motion. The vote was declared unanimous. SM-975-95, Eagle-Vail Subdivision, Filing 2, Block 1, Lot 65. She stated this was a Minor Type "B" Subdivision, a resubdivision of Lot 65 to create Lots 65A and 65B in the Eagle-Vail Subdivision. Commissioners Phillips and Johnson voting aye and Commissioner Gates abstaining. zc- 266 - 95 -EAGLE VALLEY HEALTH CENTER PD- 331- 95 -P-EAGLE VALLEY HEALTH CENTER PD-171-95-A-HOLIDAY INN (EAGLE VALLEY HEALTH CENTER) Paul Clarkson, Planner, presented file numbers ZC-266-95, PD-331-95-P and PD-171-95-A, Eagle Valley Health Center. He stated the PUD Preliminary Plan proposal is for a phased development health care facility including medical and professional offices, the EagleCare Medical Clinic, non-clinical hospital department, material storage, laundry facility, nurse-assisted living for the elderly and other rehabilitation patients, urgent care clinic, and employee housing. He stated the proposed maximum floor area is 110,000 square feet and the errployee housing will be for 36 units. The irrplementation is proposed to be over a 20 year period in 6 phases. Mr. Clarkson stated this proposal is the combined Preliminary Plan phase for two (2) separate sketch plan approvals. Parcel A was for a 6.9 acre parcel that had previously received preliminary and zoning approval for a 150 unit hotel to which this Preliminary Plan, PUD Amendment and Zone Change propose to amend. Parcel B the adjacent 1.75 acre parcel zoned Resource, required a Preliminary Plan and Zone Change aPI?lication. Mr. Clarkson stated the chronology began ln December of 1981. He pointed out the relevant Master Plans and the conformance, non-conformance to those. Staff does not agree there is enough parking proposed by this site. Staff believes there is a shorta$e of 66 non residential spaces and 15 residential s!?aces. Open Space lS a concern as is building height. He stated Staff lS concerned with visibility of neighborhood residents as well as up and down valleys. Staff is reconmending for the purposes of the site that perhaps too many Employee Housing units are being proposed and would like to see a different methodology used to calculate the number of units thus reducing the number by about one third. Mr. Clarkson stated Parcel B has never before had any plans for development and recommended a 1041 application be filed prior to any building on that Parcel. The County Engineer has identified items of inadequacy in a memo dated June 28, 1995. A subsequent discussion with the Engineering staff has indicated these items must have adequate responses to the County Engineer'S satisfaction prior to final plat approval. Mr. Clarkson referred to Staff's findings and recommended the Board do a site visit. Staff recommended the square floor footage be reduced to 80,000. At their Public Meeting of July 19, 1995, the Eagle and Colorado Valley Planning Commission reconmended approval by a 4-1 vote. Terrill Knight, representing the applicant, introduced Ray McMahon, Dan Feeney, Jim Adkinson, Dave Leighe, Rich Wolf, Paul Johnston, Jack Lewis and other members of the hospital staff to the Board. Mr. Knight referred to a map of the Health Center develoI?ment and explained the two seI?arate parcels. He pointed out the princlpal access point of phase one wlth parking primarily to the east. Mr. Knight stated the desire is to have an internal walkway with high landscaping. They believe the landscaped area could be used for future long term care patients. They are proposing three entry/exit points with a separate entrance for the residential area. Rich Wolf explained with the first building they wish to set the stag for further development. Their desire is for compatibility with the surrounding area by relating it to the residential character. Mr. Wolf explained the building proposal and showed various views of the development. He referred to pinwheel development and the use of breaking roof lines to provide a rural style design. They are proposing vertically scaled windows which provide for a more mountain conmercial character. Sound mitigation will also be a priority with landscaping and architectural design. Ray McMahon described the long term nature of this plan and discussed the phasing of the services I?roposed. He stated the more expensive services will remain at the main hospltal, however, many other services will be relocated. He explained some of the various services to be incorporated and explained the need for nurse assisted living. There will ultimately be a day care center in addition to 36,000 square feet of employee housing. Mr. Kni$ht referred to the traffic plans that have been corrpleted and asked Mr. Lelghee to describe the work they have corrpleted. Dave Leighee discussed the chronology of this development and the Wild Horse development. He referred to effects on the County Road and stated they would agree to make any irrprovements needed for long term growth within the development. Mr. Knight spoke to Staff's concerns. Parking, it is in their best interest to provide adequate parking. They believe that they are providing qualit~ open space through their landscaping. He believes that staff's analysls was very corrplete but that it shows the worst case situation. Their basic proposal allows them to analyze each building as it comes in and modify the parking according to the use and the need as the phasing continues. Dan Feeney stated they currently have the same number of I?arking spaces as they do at the main hospital carrpus. They believe their phllosophy with errployee parking encourages errployees to use alternative means of parking including buying bus passes, car pooling, etc. They believe the proposed 301 spaces is reasonably close but they will review this as they phase the development. Mr. Fritze asked about shift work at the Edwards site. Mr. Feeney stated the numbers are based on full time, day time errployees. During regular business hours in vail they accorrmodate twice the number of errployees as they anticipate in Edwards. Continuing to monitor the needs will be the ultimate means of providing adequate parking. Chairman Johnson asked if the applicant encouraged errployees to park in public locations rather than on site in Vail. Mr. Feeney indicated they do not shift the burden. Chairman Johnson referred to the mass transport stop at the Vail facility and asked what the efforts will be to encourage mass transit at the Edwards site. Mr. Feeney stated this site is primarily for long term residents rather than the valley visitors. They would like to cooperate with the public agencies on transportation but they don't intend to duplicate efforts. Commissioner Gates questioned that errployee housing may have to take up the slack when and if the parking issue becomes a I?roblem. Mr. Knight stated by using the most conservatlve method of evaluating the parking requirements indicating there may be a shortage in the future. Again, by reviewing the parking step by step, they can modify the development as the parking will be a phased process as well as the buildin$. commissioner Phillips suggested she understood at each bUllding permit process the parking would be taken into consideration and reviewed. Mr. Knight explained there will be other means of looking at the parking as they have some experience at the development and staff can then make requirements at the building permit request. Chairman Johnson asked if the preliminary plan is approved as is if future I?lanning staffs would have the ability to deny building permits at a later tlme. Mr. Fritze stated in the absence of any condition, there would probably not be much recourse. Mr. Clarkson asked if something could be included in the PUD guide that required each structure to be reviewed for adequate parking. Mr. Fritze answered yes it could be but he would prefer to see it as a condition. Open space, Mr. Knight stated they show 35% as green space including landscapin$, parking space, narrow bands of landscaping and untouched area. upon removlng the narrow bands they were still at 33%. He stated they have a difference of opinion and believe the site will look better after the development. Their intention is to provide high level landscaping in the areas ~eople use, ie. parking lots, walk ways, day care center, etc. Jlm Fritze read Eagle County's definition of open space. Discussion continued on parking. Building Height, Mr. Knight stated the principal issues are dealing with the slopes of the land and having direct access for handicapped and other reasons. They have been encouraged to keep the pitched roofs keeping the BOARD OF COUNTY COMMISSIONERS EAGLE, COLORADO RECORD OF PROCEEDINGS FORM 50 HOECKEL'S 387869 maximum height at about 45 feet. with flat roofs they could meet the 35 feet requirement but don't feel that it works well with the plan design or the area. Mr. Knight referred to the traditional zoning requirements used by the County. Rich Wolf spoke of the use of the sloPI?ed roofs which provide a screen wall for rooftop mechanical equipment reduclng the noise and visual impact of such units. Commissioner Gates asked if Staff still had concerns. Mr. Clarkson referred to the PUD guide provided by the applicant and their unsureness of both the office facilities and employee housing units and how those structures will look from Edwards and from the other buildings both up and down valley. Staff agrees flat roof structures are not desirable and feels the applicant is trying to mitigate the concern. Mr. Fritze explained the PUD guide can determine the building height once it is agreed to by all parties. Errployee Housing, Mr. Knight stated their proposal is for 36 units of various sizes. According to the formula they are proposing a need for 44 credi ts . Thus they are proposing a minimum and maximum. Noise, Mr. Wolf discussed concerns with noise and the mitigation underway to reduce sound from the outside as well as from the inside out. The use of a berm and landscaping will help with the noise from I-70 as well as the construction measures they will incorporate. Proposed Chan$es to the PUD Guide, Mr. Knight referred to the urgent care clinic which lS more appropriately understood as it being available for emergency visits but only during the regular business hours and not defined as "emergency room" type services. Mr. Clarkson stated their concern is whether this use is being accounted for in the overall proposal. Mr. Knight stated they would be happy to better define this proposal in the PUD guide. Path, though Staff has recommended six feet on the path, the applicant is proposing to provide a six foot wide pavement lane on one side and a four foot paved path on the wild Horse side. They will provide for road irrprovements and have agreed to provide a terrporary bus turnaround until the final turnaround is built at wild Horse. Jim Cocklin, resident of Bellyache Ridge, urged the Board to approve this plan. He believes the facility would be a great addition to the residents further down valley. Chairman Johnson confirmed the Board would like to have a site visit so that they can visualize the impact from the site location as well as the surroundlng sites. Commissioner Gates moved to continue files PD-331-95P, PD-171-95-A, and ZC-266-95 to August 15, 1995 to allow the Board time to conduct a site visit. Conmissioner Phillips seconded the motion. COMPLETENESS OF 1041 PERMIT APPLICATION, ROBERT HAVENER'S TRAILER PARK Ray Merry, Environmental Health Officer, presented the corrpleteness hearing of the 1041 permit for a major extension of an existing domestic sewage treatment system for Robert Havener's trailer park. He stated Staff believes this application is complete and the estimated fees anticipated are $725.00 which are subject to modification.
