Chairman Gates opened the hearing stating the first item on the agenda was the
consent calendar as follows:
01) Bill paying subject to approval by County Manager
02) Payroll for July 22, 1993 subject to approval by County Manager
03) Agreement between Eagle County and Michael McNamara
04) Agreement between Eagle County and Derringer
05) Contract between Eagle County and Airborn
06) Letter of Agreement between Eagle County and Community Graphics, Inc.
07) Eagle County Ambulance Permit for licensure for May 1993 through June
08) Agreement between Eagle County and Frontier Belles Sidesaddlers
09) Agreement between Eagle County and Loretta Karl
10) Amendment Number 1 to Coffee Pot Road Project, White River National

Corrmissioner Phillips moved to approve items one (1) through thirteen (13) on
the consent calendar as presented.
Commissioner Johnson seconded the motion. The vote was declared unanimous.
Commissioner Johnson moved to adjourn as the Board of County Corrmissioners and
reconvene as the Eagle County Local Licensing Authority.
Corrmissioner Phillips seconded the motion. The vote was declared unanimous.
Coyote Cafe
Mary Jo Berenato, Deputy County Attorney, presented a renewal of liquor license
for Diamond Five, Ltd., dba/Coyote Cafe. She stated the Sheriff's Office reports no
liquor code violations.
Jeff Forbes and Brian Nolan, representing the applicant, were present for the
hearing.
Ms. Berenato stated all documents are in order and the fees have been paid.
She explained to the applicant why they are now required to be present at the
renewal hearings.
Commissioner Phillips moved to approve the renewal of liquor license for
Diamond Five, Ltd., dba/Coyote Cafe. the Chairman shall be authorized to sign said
renewal.
Commissioner Johnson seconded the motion. The vote was declared unanimous.
Eagle Valley Chamber of Commerce
Mary Jo Berenato presented a Special Events Permit applications for Eagle
Valley Chamber of Commerce.
James Maxwell, event manager, was present for the hearing. He explained the
Chamber of Commerce will be selling beer at the 1993 Eagle County Fair and at the
Octoberfest.
Ms. Berenato questioned Mr. Maxwell on control of the licenses premises,
underage tactics and serving visibly intoxicated persons. She stated all fees have
been paid and all documents are in order.
Discussion followed on licensing of the entire arena, including the stands and
control of the licensed premises.
Commissioner Johnson moved to approve a Special Events Permit for August 4 - 8,
1993 and October 10, 1993, for the Eagle Valley Chamber of Commerce.
Corrmissioner Phillips seconded the motion. The vote was declared unanimous.
Beaver Creek Golf Club Bar & Grill
Mary Jo Berenato presented a renewal of liquor license for Beaver Creek Food
Services, Inc., dba/Beaver Creek Golf Club Bar & Grill, and a modification of
premises.
"'Robert Bakalar, representing Beaver Creek Food Services, appeared for the
hearing. He presented a map of the golf course area and explained the modification
was to move the food trailer within the current licensed premise.
Ms. Berenato questioned how the premise was controlled so alcohol could not be
removed from the premise.
Mr. Bakalar stated physical barriers are in place, i.e. a public road and a
stream on the other side. He stated the food service personnel also monitor the
guests.
Discussion followed on the TIPS course, types of alcohol served and control of
the licensed premises.
Ms. Berenato stated all documents are in order and the appropriate fees have
been paid. She stated there are no corrplaints or disturbances from the Sheriff's
Office.
Commissioner Phillips moved to approve the renewal of liquor license for Beaver
Creek Food Services, Inc./dba Beaver Creek Golf Club Bar & Grill. The Board shall
also approve a modification of premises for this license.
Commissioner Johnson seconded the motion. commissioners Phillips and Gates
voting yes and Commissioner Johnson voting no.
Bella Mia
Mary Jo Berenato presented a modification of premises for Bella Mia, Inc./dba
Bella Mia. She stated the applicant is proposing to add service of alcohol to his
patio. She presented a map of the proposed patio and explained the premises to the
Board.
The Board expressed concern with the patio service and the public using the
walkway to obtain access to other businesses.
The Board directed Staff to visit Bella Mia and take photographs of the patio
area and suggested this matter be tabled until Monday, July 26, 1993.
commissioner Johnson moved to table the modification of premises for Bella Mia,
Inc. dba/Bella Mia to Monday, July 26, 1993.
Commissioner Phillips seconded the motion. The vote was declared unanimous.
commissioner Phillips moved to adjourn as the Local Liquor Licensing Authority
and reconvene as the Board of County Commissioners.
Commissioner Johnson seconded the motion. The vote was declared unanimous.
Eagle Valley TV Corporation
Doris Johnson, Eagle Valley Television Corporation, appeared to ask why the
donation requested last year for a County T. V. Station was denied by the Board. He
reviewed current problems with the Board. He informed the Board an individual
installed a television antenna which interferes with channel 7, which has not been
working since last fall.
Commissioner Phillips asked if Mr. Johnson had spoken with those involved about
the problem.
Mr. Johnson stated the individuals have visited the site and looked into the
problem. He requested the Board make a donation to the Television Corporation to
allow them to install better equipment.
Discussion continued on the television towers located on Castle Peak.
Weed Control, Eagle County
Doris Johnson brought up the weed issue in Eagle County.
Commissioner Phillips informed Mr. Johnson the Board will look into the budget
for 1994 to check the possibility of an additional person.
Mr. Johnson stated the weeds are taking control in Eagle County. He suggested
the County spray weeds on private property and charge those individuals.
Chairman Gates stated the County does not have the time or man power to spay all
the weeds in Eagle County.
Further discussion followed on the weed problem in Eagle County.
Jack Lewis, County Manager, stated the next step is up to the Board of County
Commission~r~ 1;:0 determine how involved they wish to be in pursuing private land
owners to lnltlate a weed program.
