COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 00 - �
A RESOLUTION SUPPORTING THE ADOPTION
OF "QUESTION 4A," COLORADO MOUNTAIN JUNIOR
COLLEGE DISTRICT RIGHT TO RETAIN AND SPEND ALL REVENUES,
IN THE YEAR 2000 GENERAL ELECTION
WHEREAS, the voters of Eagle County, Colorado and its neighboring counties will be
asked to adopt a ballot measure, identified as "Question 4A" on the Year 2000 General Election
Ballot, authorizing the Colorado Mountain Junior College District ( "CMC ") to collect, retain,
and expend the full revenues generated in the 1999 -2000 fiscal year, and each subsequent fiscal
year, without any increase in CMC's property tax mill levy rate; and
WHEREAS, CMC's property tax mill levy rate has remained unchanged at 3.997 mills
since the 1990 -91 fiscal year. That mill levy is equivalent to approximately $38.93 per $100,000
of residential assessed valuation; and
WHEREAS, state law presently limits the amount by which CMC's revenues can grow
each year, and the rate of growth allowed by law is substantially less than the rate of increase in
the costs of providing quality educational services and programs. In recent years, CMC has been
required by state law to refund a percentage of the revenues it receives from property taxes rather
than dedicating such revenues to educational purposes; and
WHEREAS, CMC has a proven track record of managing its financial resources
conservatively and responsibly; and
WHEREAS, the cost of living in the rural resort region served by CMC and revolutionary
advances in technology have pushed up the cost of CMC operations. Preparing the people of the
CMC region and their businesses for the expanding high -tech economy requires that the college
launch new programs and obtain the hardware, software and faculty training to deliver a strong,
technology -based curriculum. Such a curriculum will attract and sustain new stable, year -round
industries which will enable our population to not have to leave home for employment.

WHEREAS, CMC is encountering difficulty attracting and retaining outstanding faculty
members because of the cost of living in its district. CMC's goal is to continue to staff the
college with excellent employees who will ensure that our communities receive the finest
instruction and services.
WHEREAS, CMC needs to modernize student support systems to increase efficiency and
allow on -line access to advising, admissions, financial aid, course registration, grades and billing
information, as well as provide a better student orientation and advising system; and
WHEREAS, demand for local community college programs has increased in the district.
CMC needs to acquire more up -to -date technology and upgrade facilities to address this demand,
growth and changing needs. As a result of revenue limitations, CMC has had to limit its
educational offerings.
WHEREAS, it is both the obligation and the desire of the Board of County
Commissioners to communicate its strong support of Question 4A to the public;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the Board of County Commissioners expresses its strong support of Question 4A.
