of the following Resolution:
BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 00 -
A RESOLUTION OPPOSING THE ADOPTION
OF "AMENDMENT 21" IN THE YEAR 2000 GENERAL ELECTION
WHEREAS, the voters of Colorado will be asked to adopt an amendment to the
Colorado Constitution in the November, 2000, general election reducing certain taxes, identified
as "Amendment 21 ";
WHEREAS, Amendment 21 mandates permanent reductions in certain taxes, by $25 per
year per taxpayer, incrementally, in perpetuity; thus for each taxpayer causing a $25 reduction in
each tax the first year, a $50 reduction in each tax the second year, a $75 reduction in each tax
the third year, and so on, until each tax is entirely eliminated; and
WHEREAS, in addition to taxes imposed by the State, Amendment 21 applies to taxes
which support local governments, including towns and counties, and special districts, including
water, sanitation, library, recreation, fire protection, ambulance, conservation and cemetary
districts, among others.
WHEREAS, the obvious intent of Amendment 21 is to eliminate and abolish the taxes
that support the services provided by counties, municipalities and special districts ; and
WHEREAS, the services provided by the governments which will be affected by the
Amendment are necessary to the public health, safety and welfare; and
Whereas, by way of example, Eagle County would lose more than $735,000 in tax
revenues in the first year, increasing to a loss of over $6,000,000 in tax revenues in the fifth year,
and increasing thereafter; and
WHEREAS, by way of example, Eagle County School District Re -50J would lose more
than $700,000 in the first year, rising to a loss of over $8,000,000 in tax revenues in the fifth
year, and increasing thereafter; and

WHEREAS, other local governments and special districts within Eagle County will
experience substantial revenue losses if Amendment 21 is adopted, as shown on the attached
Impact Analysis; and
WHEREAS, nothing in Amendment 21 requires the State to compensate local
governments and special districts for the loss of revenues, and, indeed, Amendment 21 will
reduce the State's income thus impairing its ability to do so even if it wanted to; and
WHEREAS, if Amendment 21 is approved by Colorado's voters, all governments, state,
county and municipal, and all special districts will be required to reduce the level of services for
law enforcement, fire protection, ambulance, emergency response, drainage and flood control,
streets and roads, librariries, sewer and water and other utility services, and other important and
necessary services enjoyed by the citizens of Colorado; and
WHEREAS, citizen control over governmental revenue and spending already exists
through the constitutional and statutory requirements that the state and local governments and
special districts obtain voter approval of new taxes, increased mill levies, increases in revenues
from old taxes, and increases in spending levels;
WHEREAS, Amendment 21 takes away the power of the citizens of Eagle County
determine for themselves whether to approve or disapprove taxes and to themselves set the
allowed levels of revenues and expenses of their municipal and county governments and of the
special districts serving them; and
WHEREAS, it is both the obligation and the desire of the Board of County
Commissioners to communicate its strong opposition to Amendment 21 to the public;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the Board of County Commissioners expresses its strong opposition to
Amendment 21.
