BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 2013 - V Z 1
RESOLUTION SUPPORTING THE GRANT APPLICATION FOR A GREAT
OUTDOORS COLORADO LOCAL PARKS AND OUTDOOR RECREATION GRANT
FOR PROPOSED IMPROVEMENTS TO THE DUCK POND OPEN SPACE IN EAGLE
COUNTY, COLORADO
WHEREAS, the Eagle County Board of County Commissioners (hereinafter the
"Board ") supports the submission of a grant application to Great Outdoors Colorado Local Parks
and Outdoor Recreation program to assist in funding proposed improvements to the Duck Pond
Open Space located in Eagle County, Colorado; and
WHEREAS, in 2009, Eagle County purchased an approximately 45.5 acre property
located on the Eagle River 2.5 miles west of the Town of Gypsum, Eagle County, Colorado for
$425,000; and
WHEREAS, in 2011, Eagle County acquired an approximately 10 acre property located
at 5572 Highway 6, Eagle County, Colorado for $299,000 adjacent to the 45.5 acre property. The
two parcels together are referred to as the "Duck Pond Open Space "; and
WHEREAS, the Board strongly supports a grant application to Great Outdoors Colorado
Local Parks and Outdoor Recreation program to assist in funding proposed improvements to the
Duck Pond Open Space which might include a boat ramp, restroom and parking area (the
"Project "); and
WHEREAS, if the grant is awarded the Board supports completing the Project with
Open Space Funds; and
WHEREAS, the Eagle County Open Space Advisory Committee at its meeting on
February 11, 2013 recommended the Board approve an expenditure of up to $140,000 for the
Project if the grant is awarded; and
WHEREAS, the Board has or will appropriate matching funds from the Eagle
County Open Space Fund in the amount of $140,000 as matching funds and as necessary to meet
the terms of a grant if awarded by Great Outdoors Colorado for the Project; and
WHEREAS, the Project site is owned by Eagle County and will be owned by Eagle
County for at least the next 25 years; and

WHEREAS, Eagle County will continue to maintain or will contract or partner with
third parties for the maintenance of the Duck Pond Open Space to maintain it in a high quality
condition; and
WHEREAS, if a grant is awarded, the Board desires to authorize the Chairman to sign
the grant agreement with Great Outdoors Colorado in a form acceptable to the Eagle County
Attorney's Office.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
the County of Eagle, State of Colorado:
THAT, the Board supports a grant application for the Project to the Great Outdoors
Colorado Local Parks and Outdoor Recreation program; and
THAT, the Board has or will authorize the expenditure of Eagle County Open Space
Funds necessary to meet the terms and obligations of a grant if awarded; and
THAT, the Board hereby authorizes the Chairman to sign a grant agreement with Great
Outdoors Colorado in a form acceptable to the Eagle County Attorney's Office.
THAT, the Board hereby finds, determines and declares that this Resolution is necessary
for the public health, safety and welfare of the residents of County of Eagle, State of Colorado.
