HomeMy WebLinkAboutR10-041 Open Space Advisory Committee AppointmentCommissioner moved adoption of the follov ng Resolution: BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION N0.2010-_'L~^ ~" A RESOLUTION CONCERNING APPOINTMENTS TO THE CITIZENS' OPEN SPACE ADVISORY COMMITTEE WHEREAS, on November 5, 2002, the voters of Eagle County approved County Ballot Referendum 1 H which established earmarked funding for the purpose of acquiring, maintaining, or permanently preserving Open Space in Eagle County; and WHEREAS, pursuant to Resolution No. 2003-97, restated and amended by Resolution 2004-015 (hereinafter referred to as "Resolution No. 2004-015"), the Eagle County Open Space Program was established to make recommendations to the Eagle County Board of County Commissioners of the County of Eagle, State of Colorado (hereinafter referred to as the "Board") on any and all matters pertaining to the Eagle County Open Space Program; and WHEREAS, pursuant to Resolution No. 2004-015, the Board is authorized to make appointments to the Eagle County Citizens' Open Space Advisory Committee; and WHEREAS, the following appointment and designation does not constitute contractual obligations of the Board or the appointee, The Board in its sole discretion, may change, add, or abolish such appointments and designations, and fill vacancies as it sees fit. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, based on selection of the below-identified person to serve as the representative of the below-designated entity, the Board hereby appoints and confirms the following person to serve as a member of the Eagle County Citizens' Open Space Advisory Committee for the term set to expire as indicated, or to continue until his re-appointment or until his replacement has been duly appointed: Name Town Term Expires Stephen Ellsperman Town of Basalt (Exhibit A) November 2010 THEREFORE, the Board of County Commissioners finds, determines and declares that this Resolution is necessary for the public health, safety and welfare of the citizens of the County of Eagle, State of Colorado. Broadway Eagle, CO 81621 Dear Chair and Commissioners: Re: Basalt Appointment on the Eagle County Open Space Advisory Committee The Town Council wanted to make you aware of a situation. that we have with the Town's nomination to the Eagle County Open Space Advisory Committee (OSAC) and ask for your assistance. Recently, the Town advertised for the Basalt Representative on the Open Space Advisory Committee. Stephen Ellsperman was nominated by the Council for appointment at its February 23`d meeting. Because the OSAC meetings are held in the evening in the Town of Eagle, it makes it more difficult to fill this position with someone who has the interest, skills and ability to fulfill the obligations of this important position. Stephen held the Town's appointment when he lived within the Town. He now lives in the unincorporated area of Eagle County. We have been informed by your Staff and Attorney's Office, that the County no longer permits towns from making appointments for individuals that live outside of the town limits, although at one time the County apparently permitted it. At its March 23~d meeting the Council reiterated its desire that Stephen Ellspermann be appointed as the Town's appointment. The Council voted to nominate me as the Town appointment if you are not able to appoint Stephen Ellspermann. In addition, if Stephen cannot be appointed as the Town's representative, the Council would recommend that you appoint Stephen to fill the County's appointment made vacant by Michael Bair's resignation. We understand Michael has indicated that he will serve until a replacement is found. Stephen was integral to a number of important OSAC acquisitions to the community, including the "Grange" and the "McNulty" conservation easements. He is interested in working with the Commissioners, Town of Basalt Council, OSAC Members, and citizens of Eagle County to provide expertise and continue .valuable work that has already been accomplished in securing important open space for future generations. His background in natural resources and ecology makes him an ideal candidate to serve the Citizens of Eagle County as an official OSAC representative.
