HomeMy WebLinkAboutR04-008 Eagle County Landfill Increasing RatesCommissioner moved adoption of the followi Resolution: BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION N0.2004-~ INCREASING THE RATES FOR THE EAGLE COUNTY LANDFILL AND AMENDING RESOLUTION NO. 2000-015 WHEREAS, the Board of County Commissioners of the County of Eagle, State of Colorado (the "Board") has determined that as nearly as possible, the cost of operating the Eagle County Landfill should be paid from user fees rather than taxes; and WHEREAS, the Citizens of Eagle County have expressed their desire to support waste diversion efforts at the landfill and continue to fund the county-wide drop-off recycling program through landfill user fees; and WHEREAS, the Board has deemed it necessary to increase fees in order to generate sufficient funds for regulatory mandates required by 6 CCR 1007-2. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: That the rates for the use of the Eagle County Landfill be modified as follows: Compacted trash .............................. Construction/demolition waste ............. Mixed waste ................................... Recyclable metal .............................. Clean, separated wood ....................... Cut tires ........................................ Whole scrap tires Separated from trash ................ Mixed with trash ..................... Oversized tires ....................... After hours fees $250.00 each $300.00 each $400.00 each $500.00 each $6.00 $20.00 additional Commercial ........................... $100.00 additional Residential ............................ $50.00 These rates shall include the charge of sixty-three cents ($0.63) per ton for commercial waste, seven cents ($0.07) per car or van and twelve cents ($0.12) per pick-up and trailer which use Eagle County Landfill where such funds are paid quarterly to the Colorado Department of Public Health & Environment as a funding mechanism for the Hazardous Substance Response Fund and the Solid Waste Fund. 2. That "recyclable metal" is defined as discarded scrap metal which can be recycled through vendors who provide this service to Eagle County Landfill. Determination of suitability of "recyclable metal" shall be at the discretion of Eagle County Landfill personnel. 3. That "clean, separated wood" is defined as discarded woody material to include, but not limited to, loose dimensional lumber, sheet plywood scraps, particle board scraps, wood pallets, trees, stumps, tree limbs and brush. Small nails, small screws and other small metal fasteners contained within the scrap wood material shall be acceptable as well. Determination of suitability of "clean, separated wood" shall be at the discretion of Eagle County Landfill personnel. 4. That the fees to Senior Citizens (age 65 years or older) for dumping their own residential trash continue to be waived. 5. That this Resolution shall be effective February 2, 2004. 6. That in order to maintain self-sufficiency of the Landfill, it is appropriate to annually adjust Landfill Fees in accordance with the percent change of the West Urban Consumer Price Index as compiled and calculated by the U.S. Department of Labor, Bureau of Labor Statistics (www.bls.gov). 7. That this Resolution is necessary for the health, safety, and welfare of the citizens of Eagle County, Colorado.
