RESOLUTION NO. 98 - 8h
APPROVAL OF A SPECIAL USE PERMIT
CAMP JEEP 1998
FILE NO. ZS -00037
WHEREAS, The Jeep Division of the Chrysler Corporation, (sometimes
referred to herein as "Applicant ")filed an application with the Eagle
County Department of Community Development on or about April 20,
1998, for a Special Use Permit for a Mass Gathering, pursuant to
Section 2.06.01 (3) g), of the Eagle County Land Use Regulations, for
Jeep owners and dealers at the southeastern corner of Camp Hale on
August 9 -16, 1998. The primary purpose of this event is to provide
Jeep owners and dealers with a 4 -wheel drive experience with emphasis
being placed on the environment and safe off -road operations through
education and entertainment. Organized activities will include
mountain biking, all - terrain mountain boarding, archery, family
activity center, golf activity, hiking, guided 4 -wheel drive tours,
4x4 instruction / safety courses, Jeep engineering round table
discussion sessions, fly fishing instruction courses, outdoor
c survival training, tree planting, guest speakers, art exhibits, music
' concerts , fitness stations, as well as various educational and
recreational exhibits. Estimated attendance is 4, 860 persons. Two
waves of dealers will partake on August 9 & 10 and August 12 & 13; a
maximum of 1,800 Jeep owners will be invited to participate on August
14 -16, 1998. The event is planned to encompass the 71 acre (more or
less)of Camp Hale known as the rifle range and the meadow directly
east of the rile range, located within a Resource (R) Zone District,
in the unincorporated area of Eagle County described as follows:
SE 1/4, Sec. 24, Twsp. 7 North, Rng. 80 West of the 6th
Principle Meridian, and;
WHEREAS, based on the application and the evidence, testimony,
exhibits, study of the Master Plan for the unincorporated areas of
Eagle County, comments of the Eagle County Department of Community
Development, comments of public officials and agencies, the
recommendation of the Planning Commission rendered in a public
hearing held on July 1, 1998, and comments from all interested
parties, the Board of County Commissioners of the County of Eagle,
State of Colorado ( "the Board "), finds as follows:

1. Proper publi• ion and public notice wasrovided as required
by law for the hearings before the Planning Commission and the
Board.
2. Pursuant to Section 2.09.01,
a) The application conforms to all requirements of the
Resource Zone District regulations;
b) Utilities adequate to provide water and sanitation service
based on accepted engineering standards and approved by the
County Environmental Health Officer and the Colorado State
Department of Health are either in place or to be constructed
in conjunction with the proposed special use;
c) Street improvements adequate to accommodate traffic volume
generated by the proposed use and to provide safe, convenient
access to the use are either in place or to be constructed in
conjunction with the proposed use;
d) A detailed site plan of Camp Jeep 1998 site, drawn to scale
showing all physical features and final design and plan has
been provided;
e) Technical reports as necessary to determine the feasibility
of the proposed project have been submitted;
f) Justification that the proposed special use will not be
detrimental to the character of the neighborhood and is
consistent with the Master Plan has been submitted;
g) An environmental impact report was not required to be
submitted.
3. Pursuant to Section 2.09.02(10), the applicant has addressed
a) food service license;
b) sewage disposal;
c) first aid;
d) police protection;
e) traffic control;
f) water supply;
g) solid waste disposal.

4. The Applicator complies with the requinents of Section
2.09.03.
5. Pursuant to Section 2.09.04(1), the following have been
considered:
a) Compatibility of the proposed uses with other existing uses
in the area;
b) Potential effect of the uses on the character of the
neighborhood;
c) Adequacy of access to and from the proposed area;
d) Adequacy of water and sanitation service;
e) Appropriateness of the physical arrangement of the uses on
the proposed site;
f) Consistency with the Eagle County Master Plan; and
g) An environomental impact report was not required.
6. That for the above - stated and other reasons, the proposed
special use is in the best interest of the health, safety,
convenience, order, prosperity and welfare of the citizens of
Eagle County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the application of The Jeep Division of the Chrysler
Corporation, File No. ZS- 00037, for a Special Use Permit for a Mass
Gathering within the Resource Zone District described herein, be
approved with the following conditions:
1. All water, food service and sanitation, including sewage and
trash disposal provisions shall be subject to inspection and
approval by the Eagle County Environmental Health Division
prior to, during and immediately following the event;
2. The applicant shall cause to be submitted to the Eagle County
Department of Community Development a final list of all trails
being used to include a schedule of all the days and times of
usage and a map of each trail location;
3. The applicant shall cause to be submitted to the Eagle County
Department of Community Development a management plan for
regulation of access to and from the event site;

4. A fifty (50') setback from the Eagle River shall be maintained
for any improvements and hay bales shall be placed at the east
and west sides of the site and near drainage ditches for
erosion control purposes;
5. Event organizers shall comply with building code and safety
requirements that may apply to buildings or structures erected
on -site (e.g. stage);
6. Any liability insurance required by the U.S. Forest Service
shall include Eagle County an additional name insured;
7. All material representations made by the Applicant in the
application and public hearings shall be adhered to and
considered conditions of approval, unless expressly amended by
other conditions.
THAT, the Board of County Commissioners directs the Department of
Community Development to provide a copy of this Resolution to the
Applicant.
THAT, the Board hereby finds, determines and declares that this
Resolution is necessary for the health, safety and welfare of the
citizens of Eagle County.
