Purchase of Two (2), Accessible (Lift Equipped) Replacement Coaches The replacements will enable the retirement of coaches that have reached over 750.000 miles of service and completed 19 years of service. All vehicles will have reached the end of their useful lives during the grant period. The two TMC coaches being replaced have been used in fixed route service since 1979. These buses require a great deal of maintenance and rehabilitation. The Eagle County Regional Transportation Authority will continue to take advantage of the developments in the areas of both alternative fuel and emission control where appropriate when ordering new vehicles. At this point our fleet consists of 21 standard size buses, 2 body on chassis and 2 heavy -duty class buses. Nine of our total fleet are over 17 years of age. According to FTA Service Life Policy, these buses have a seven year service life. They are, therefore will beyond there expected service life. We are also expecting to replace 5 of these older vehicles with new 40' Gillig Phantoms this spring. These vehicles are being purchased totally with local funds. The projects in this application are all transit equipment and are categorical exclusions as define in 23 CFR 771.115(b) and 23 CFR 771.117 (c)(17). Specifically, the purchase of transit vehicles is a Class II Categorical Exclusion as set forth in the Code of Federal Regulations. As such, there are no projects within this application which require an environmental assessment or an environmental impact statement nor review by US EPA. Please refer to the project description provided above. Eagle County Government has and continues to assess the state of alternative fueled vehicles. USC 49 5309 EVALUATION OF FLOOD HAZARDS The facility where these vehicles are and will be maintained and stored is not located in a flood plain. 13 • . • USC 49 5309 MAINTENANCE CERTIFICATION Pursuant to Section 3 of the Urban Mass Transportation Act of 1964, as amended (49 USC 1601 et seg.) Eagle County Government certifies that it has or will have satisfactory continuing control, through operation or lease, or otherwise, over the use of equipment furnished through 49 USC 5309, and will maintain such equipment. The equipment will be utilized exclusively for mass transportation purposes. Eagle County Government has sufficient capability to maintain equipment purchased with grant proceed, has completed a maintenance plan, and has commensurate facilities, financing, qualified personnel, and equipment to implement such a plan. DBE ANNUAL GOAL Eagle County Government is not required to submit annual goals to FTA. We received certification from the manufacturer that it meets the FTA DBE requirements. FEDERAL FY 1998 CERTIFICATIONS AND ASSURANCE Federal FY 1998 Certifications and Assurances are being submitted by Eagle County Government with this grant application.
