COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 99-6d
A RESOLUTION SELECTING EAGLE COUNTY REGIONAL
AIRPORT INTERCHANGE ALTERNATIVES
FOR FURTHER INVESTIGATION
WHEREAS, the need for an interchange to serve the Eagle
County Regional Airport has been well documented by the "Final
Report for the Eagle County 2010 Road Capital Improvement Plan ";
and
WHEREAS, the I -70 Mountain Corridor Major Investment Study
validated the need for an interchange on Interstate -70 to serve
the Eagle County Regional Airport; and
WHEREAS, the Federal Highway Administration evaluated
enplanements at the Airport, projected highway volumes,
intermodal possibilities for transit service to the Airport, and
land use in and around the Airport in September 1998, and
approved the intermodal connection from Interstate -70 to the
Eagle County Regional Airport as part of the National Highway
System; and
WHEREAS, Eagle County, and the Towns of Gypsum and Eagle
recognized that an airport interchange was necessary to alleviate
traffic pressures in the Towns and the environs of the Airport;
and
WHEREAS, Eagle County engaged the services of Felsburg, Holt
F_ Ullevig to identify interchange altern,7tives between Gypsum and
Eagle; and
WHEREAS, in January 1999, Felsburg, Holt & Ullevig completed
the "I -70 /Eagle Airport Interchange Concept Study" which
identified ten potential interchange alternative locations,
labeled A through J; and
WHEREAS, three of the alternatives, namely C, I and J were
further developed to the conceptual design level; and
WHEREAS, Alternatives C, I and J were evaluated based on the
transportation needs of the Eagle County Regional Airport, the
Towns of Eagle and Gypsum, and of Eagle County; on the potential
impacts to the environment and to affected property owners; and
on the criteria of the Colorado Department of Transportation and
the Federal Highway Administration; and
WHEREAS, the Board of County Commissioners of Eagle County
and the Town Councils of Gypsum and Eagle took public comment on
the alternatives being considered on January 27, 1999.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF HE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, based on the evaluations conducted and on public
comment, Alternatives C and I are the most appropriate
interchange locations.
THAT, Alternatives C and I should be submitted to the
Colorado Department of Transportation ( "CDOT ") for further
investigation under CDOT Directive 1601 and environmental
processes.
THAT, CDOT be requested to identify the Eagle County
Intermodal Connector (New Interchange with I -70 and Access Road)
as a specific project description within the miscellaneous
designations of STIP #SP4026 (7th POT I -70 to Eagle County
Regional Airport).
THAT the Board finds, determines and declares that this
Resolution is necessary for the public health, safety and welfare
of the citizens of the County of Eagle, State of Colorado.
MOVED, READ AND ADOPTED by the Board of County Commissioners
of the County of Eagle, State of Colorado, at its regular meeting
held the /Oft_e day of 1999.
