COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 99- 0,/9
EXPRESSING INTENT TO PARTICIPATE IN
A RURAL TRANSPORTATION AUTHORITY
WHEREAS, pursuant to the 'Rural Transportation Authority Law" and Article XIV,
Section 18 of the Colorado Constitution, and Sections 29 -1 -201, et sea. 30- 11- 101(1)(f), 31-15 -
711(1)(g), C.R.S., counties and municipalities are authorized to create, by contract, rural
transportation authorities and to provide for the joint exercise of transportation systems and
facilities; and
WHEREAS, Eagle County along with other cities, towns and counties of the Roaring
Fork Valley and the I -70 corridor in western Colorado, through their duly authorized
representatives, have been engaged in discussions concerning the creation of a Rural
Transportation Authority (hereinafter "RTA ") to exist by and among them for the purpose of
financing, constructing, operating and maintaining rural transportation systems within the region;
and
WHEREAS, to commence the formation of the RTA and present a ballot question in
MAY, 2000 to the electors residing within the jurisdictional limits of the proposed RTA, it is
necessary for Eagle County to express its commitment to participate as a member of the RTA;
and
WHEREAS, it is necessary to formalize the boundaries of the RTA, the procedures for
conducting the election, and such other matters necessary and appropriate to be included in the
intergovernmental agreement creating the RTA, all of which require the active participation of
each member government; and
WHEREAS, Eagle County recognizes the benefits that a RTA would provide by creating
a regional transportation planning and administrative body that would develop and implement an
integrated regional transportation plan reflecting the long range vision for the authority
boundaries.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, Eagle County hereby expresses its commitment to participate in the creation of
the RTA for the purpose of financing, constructing, operating and maintaining rural
transportation systems within the region of State Highway 82 in the Roaring Fork Valley and the
I -70 corridor of western Colorado.
THAT, Eagle County will commit the requisite staff to participate in the finalization of
the RTA intergovernmental agreement, including attendance at a convention to be held for such a
purpose, if deemed necessary.
THAT, following the finalization of the intergovernmental agreement, it is the intent of
this body to hold hearings authorizing its participation as a member of the RTA and approval and
execution of the RTA intergovernmental agreement, such hearings to be held no later than
February 2000.
MOVED, READ AND ADOPTED by the Board of County Commissioners of the
County of Eagle, State of Colorado, at its regular meeting held the / Day of December,
1999.
