BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
Resolution No. 2003-
RESOLUTION AUTHORIZING THE CHAIRMAN OF THE
EAGLE COUNTY BOARD OF COUNTY COMMISSIONERS
TO EXECUTE ALL DOCUMENTS NECESSARY TO ADMINISTER THE REGIONAL
GEOGRAPHIC INITIATIVE GRANT FROM THE U.S. ENVIRONMENTAL
PROTECTION AGENCY FOR THE PROJECT TITLED "ALTERNATIVES
EVALUATION FOR GROWTH ALONG THE I-70 CORRIDOR IN EAGLE COUNTY".
WHEREAS, Eagle County, Colorado ("County") is a political subdivision of the State of
Colorado ("State"), duly organized and existing pursuant to the laws and the Constitution of the
State; and
WHEREAS, the U.S. Environmental Protection Agency ("EPA") periodically requests
proposals for funding through the Regional Geographic Initiative, to address unique, multimedia,
regional environmental projects that are of a high priority to the EPA; and
WHEREAS, the I-70 corridor has been identified by the EPA as a high priority area
partly due to the high growth rate of the counties it transverses and partly due to the on-going I-
70 Programmatic Environmental Impact Statement; and
WHEREAS, on November 19, 2003, Eagle County teamed with the North West
Colorado Council of Governments ("NWCCOG") to submit an application, Alternatives
Evaluation for Growth Along the I-70 Corridor in Eagle County, for federal assistance of
$41,478 from the EPA and Regional Geographic Initiative; and
WHEREAS, the funds were to be used to pay NWCCOG for their expert consultation in
the use of Community Viz software for the purposes of the Eagle County Master Plan update;
and
WHEREAS, on June 10, 2003, Eagle County Community Development staff was
notified that the EPA had selected the Alternatives Evaluation for Growth Along the I-70
Corridor in Eagle County project for partial funding of $25,000; and
WHEREAS, prior to appropriating any funds, the EPA has requested a resolution stating
that the Chairman of the Board of County Commissioners has the authority to sign grant
materials for the duration of the project, Alternatives Evaluation for Growth Along the I-70
Corridor in Eagle County; and

WHEREAS, the EPA and County wish to ensure that all documents are timely signed by
County to expedite funding draws.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the Board of County Commissioners hereby authorizes the Chairman of the
Board of County Commissioners to execute on its behalf any and all necessary documents,
instruments, papers or other forms necessary for the administration of the Regional Geographic
Initiative grant tithed "Alternatives Evaluation for Growth Along the I-70 Corridor in Eagle
County". Such documents may include, but shall not be limited to project scope, schedule and
budget matters; and
THAT, this resolution is necessary to protect the health, safety and welfare of the citizens
of Eagle County.
MOVED, READ and ADOPTED, by the Board of County Commissioners of the
Co ty of Eagle, State of Colorado, at its regular meeting held this ~ day of
