RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO, 84 - 78 RESOLUTION OF APPROPRIATION FOR THE BUDGET OF THE COUNTY OF EAGLE, STATE OF COLORADO, FOR FISCAL YEAR 1985 WHEREAS, the Local Government Budget Law of Colorado, Section 29 -101, et sue., C.R.S., requires the governing body of each respective local government to, inter alia, adopt an annual budget which shall present a complete financial plan, and based thereon, to enact an appropriation resolution for the ensuing fiscal year; and WHEREAS, the appointed Budget Officer of Eagle County, Colorado, has submitted to the Board of County Commissioners of the County of Eagle, State of Colorado, hereinafter referred to as the "Board ", the proposed budget for fiscal year 1985, beginning January 1, 1985, and ending December 31, 1985; and WHEREAS, a public hearing on the proposed budget was held on the seventh day of December, 1984, pursuant to public notice given, and approved by the Board by motion regularly made and seconded on the seventh day of December, 1984; and WHEREAS, all matter and things required by law to be done have been done and performed in the premises; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, the Board hereby adopts as the budget of the County of Eagle, State of Colorado, for the fiscal year 1985 that certain budget heretofore submitted by the appointed Budget Officer of Eagle County, Colorado, as amended and considered by the Board, and upon which a public hearing was held, and as therefore amended and approved by the Board by motio:: regularly made, seconded and passed in the total amount of Thirteen Million, Three Hundred Ninety Eight Thousand, vine Hundred Twenty Five Dollars ($13,398,925); said budget being incorporated herein by this reference as if fully set forth herein. M THAT, the appropriations for the respective funds, offices, departments, boards, commissions, and other spending agencies as set forth hereinbelow shall be and are hereby authorized by the Board in accordance with and as mandated by the Budget Law and, more specifically, Section 29 -1 -111, C.R.S. THAT, the Board hereby appropriates to and for the General Fund the sum of Five Million, Six Hundred Seventeen Thousand, Seven Hundred Sixty Nine Dollars ($5,617,769), which sum shall be appropriated and allocated to and for the following offices, departments, commissions, boards, and spending agencies in the amounts as itemized hereinbelow, and for the purposes and functions specified hereinbelow and /or in the adopted budget: General County Government County Commissioners $ 251,040 Administrative Services 498,110 Professional & Human Services 51,100 Attorney 186,440 County Surveyor 2,890 Community Development 431,720 County Manager 78,660 County Clerk & Recorder - Operations 298,240 County Clerk & Recorder - Elections 4,050 County Treasurer 181,930 Public Trustee 33,140 County Assessor 433,340 Public Works - Administration 825,940 Judicial District.Attorney 172,799 Public Safety County Sheriff 1,081,490 Jail 584,610 County Coroner 11,140 Civil Defense 11,300 Health Services Nursing Services 206,770 Animal Control 119,280 Weed & Vermain Control 5,700 Auxiliary Services Extension Office 58,250 County Fair 34,700 Veterans Office 1,510 Council On Aging 33,840 Miscellaneous DUI /Community Service 8,780 TOTAL GENERAL FUND $5,617,769 THAT, the Board hereby appropriates to and for the Road and Bridge Fund the sum of Two Million Four Hundred Eleven Thousand, One hundred Ninety Seven Dollars ($2,411,197) for the purposes and functions specified hereinbelow and /or in the adopted budget: Administration $ 127,200 Maintenance of Condition 1,939,870 Snow and Ice Removal 29,000 Payment to Cities 315,127 TOTAL ROAD & BRIDGE FUND $2,411,197 THAT, the Board hereby appropriates to and for the Public Welfare Fund the sum of Seven Hundred Fifteen Thous.and, Three Hundred Eighty Dollars ($715,380) for fund expenditures. THAT, the Board hereby appropriates to and for the Capital Expenditures Fund the sum of Two Million, Nine Hundred Sixty Seven Thousand, Seven Hundred Thirty Five Dollars ($2,967,735) for fund expenditures. THAT, the Board hereby appropriates to and for the Library Fund the sum of Two Hundred Eleven Thousand, Five Hundred Dollars ($211,500) for fund expenditures. THAT, the Board hereby appropriates to and for the Retirement Fund the sum of One Hundred Thirty Two Thousand, Six Hundred Four Dollars ($132,604) for fund expenditures. THAT, the Board hereby appropriates to and for the Motor Pool Fund the sum of Two Hundred Seventy Three Thousand, Three Hundred Eighty Dollars ($273,380) for fund expenditures. THAT, the Board hereby appropriates to and for the Revenue Sharing Trust Fund the sum of One Hundred Fifty Seven Thousand Dollars ($157,000) for fund expenditures. THAT, the Board hereby appropriates to and for the Conservation Trust Fund the sum of Fifty Thousand Dollars ($50,000) for fund expenditures. THAT, the Board hereby appropriates to and for the Sales Tax Capital Improvements Fund the sum of Seven hundred Sixty Seven Thousand,Forty Dollars ($767,040) for fund expenditures. THAT, the Board hereby appropriates to and for the Insurance Reserve Fund the sum of Ninety Five Thousand, Three Hundred Twenty Dollars ($95,320) for fund expenditures. THAT, the budget as sdopted and this Budget Appropriations Resolution are to be read as one comprehensive and integrated document. In no event shall an officer, department, commission, board, or other spending agency of Eagle County expend or contract to expend any money, or incur any liability, or enter into any contract which, by its _terms, involves the expenditure of money for any purposes for which provision is made in this Budget Appropriations Resolution in excess of the amounts appropriated in said Resolution -for such officer, department, commission, board or other spending agency, and /or purpose; nor which involves the expenditure of money inconsistent with the purposes, functions, restrictions, clarifications and /or specified monetary amounts as detailed and set forth within the line items of the adopted budget; nor which involves the expenditure of money for any purpose which is not identified within the adopted budget, unless prior to such expenditure, the officer, department, commission, board, or spending agency has presented the same to the Board, and the Board duly approves of such expenditure in accordance with applicable law. THAT, the Board hereby declares to be the legislative intent that the several provisions of this Budget Appropriations Resolution shall be severable, in accordance with the provisions set forth below: 1) If any provision of this Budget Appropriations Resolution is declared to be invalid by a decision of any court of competent jurisdiction, it is hereby declared to be the legislative intent that: (a) The effect of such decision shall be limited to that provision or provisions which are expressly stated in the decision to be invalid: and (b) Such decision shall not affect, impair, or nullify this Resolution as a whole or any other part thereof, but the rest of this Resolution shall continue in full force and effect. THAT, this Budget Appropriations Resolution and the adopted budget incorporated herein are necessary for the health, safety and welfare of the citizens of the County of Eagle, State of Colorado. MOVED, READ AND ADOPTED by the Board of County Commissioners of the County of Eagle, State of Colorado, at its regular meeting held the seventh day of December, 1984.
