REQUIREMENTS FOR FIXED BASE OPERATORS

EAGLE COUNTY AIRPORT
RESOLUTION NO. 80 - R'-)
WHEREAS, the Eagle County Airport Commission at its regular meeting
of March 27, 1980, moved unanimously to recommend to the Board of County
Commissioners, County of Eagle, Colorado, the approval of guidelines and re-
quirements for Fixed Base Operators who engage in Flight Instruction at the
Eagle County Airport or any other airports within the territorial limits of
Eagle County. Said recommended Requirements for Fixed Base Operators engaged
in Flight Instruction is set forth in Exhibit "A" attached hereto and incorp-
orated herein by this reference.
NOW, THEREFORE,.be it resolved by the Board of County Commissioners,
County of Eagle, State of Colorado:
THAT, the Board hereby approves the adoption of the Requirements for
Fixed Base Operators who engage in Flight Instruction as set forth in Exhibit
"Alt .
THAT, said requirements shall apply to all Fixed Base Operators who
engage in flight instruction at the Eagle County Airport or any other airport
within the territorial limits of Eagle County.
THAT the Board hereby finds, determines and declares that this Res-
olution is necessary for the health, safety and welfare of the citizens of the
County of Eagle, Colorado.
MOVED, READ AND UNANIMOUSLY adopted at a regular meeting of the
Board of County Commissioners, County of Eagle, State of Colorado, held this

EXHIBIT "A"
REQUIREMENTS FOR FIXED BASE OPERATORS
FLIGHT INSTRUCTION
Persons who engage in Flight Instruction at the Airports in Eagle County shall
possess the following qualifications and provide the following facilities,
equipment and services.
A. QUALIFICATIONS:
No person shall provide Flight Instruction at the Eagle County Airports
who does not have:
1. A Flight Instructor Certificate issued by the FAA which is
current and establishes the ratings and limitations for
which that person is qualified to instruct.
2. A current Aircraft Pilot Certificate issued by the FAA.
3. A current Medical Certificate II Class or I Class issued by
a.Medical Examiner certified by the FAA as a Flight Surgeon/
Examiner and listing the Examiners serial number and the
date of the physical examination.
4. A restricted Radiotelephone Operator Permit issued by the
FCC.
5. All flight instruction shall be logged in a standard pilots
log book to establish currency in type of aircraft.
6. If flight instruction is provided for pay or renumeration
the flight instructor shall possess a social security card
issued by the United States Government.
B. FACILITIES:
1. Any Flight Instructor providing instruction at an Eagle
County Airport shall have an office facility located at the
Airport, or work for a Fixed Base Operator who does have an
office facility.
2. A portion of that office facility shall provide a suitable
classroom space for the purpose of Ground School, Briefings
and Study purposes.
3. The classroom space shall have various classroom instruction
aides and equipment appropriate to the type of instruction
being given.
C. EQUIPMENT:
4. Various piloting charts, publications and personal equipment
may be offered for sale.
1. The Flight Instructor shall have an aircraft available to
provide instruction in or have access to such an aircraft.
The aircraft shall be currently licensed with an annual
inspection.
2. If an aircraft is provided by the Flight Instructor, in
addition to an annual inspection, the aircraft shall have
a current 100 hour inspection,
3. If the aircraft is equipped with a radio transmitter it shall
have a radio station license.
4. All aircraft used for instruction and operating from the
Eagle County Airports shall be equipped with a Functional
Emergency Locator Transmitter (ELT) with a current battery
installed on that ELT.
5. All Flight Instruction Student Pilots who are flying solo
from the Eagle County Airports shall have a functional ELT
aboard the aircraft for all solo flights,
6. All aircraft utilized as Flight Instruction Aircraft shall
be equipped with a functional fire extinguisher.
7. All aircraft utilized as Flight Instruction Aircraft shall
have a functional radio receiver and shall monitor frequency
123.6 at all times when operating within 5 statute miles of
the Eagle County Airports.
The above listed Qualifications, Facilities and Equipment shall be made available
for inspection by the Eagle County Airport Manager at any reasonable time to
establish compliance with this directive.
