HomeMy WebLinkAboutR83-95 appropriation for budget fiscal 19844 j ti �> RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO. 83- RESOLUTION OF APPROPRIATION FOR THE BUDGET OF THE COUNTY OF EAGLE, STATE OF COLORADO, FOR FISCAL YEAR 1984 WHEREAS, the Local Government Budget Law of Colorado, Section 29 -1 -101, et seq., C.R.S., requires the governing body of each respective local government to, inter alia, adopt an annual budget which shall present a complete financial plan, and based thereon, to enact an appropriation resolution for the ensuing fiscal year; and WHEREAS, the appointed Budget Officer of Eagle County, Colorado, has submitted to the Board of County Commissioners of the County of Eagle, State of Colorado, hereinafter referred to as the "Board ", the proposed budget for fiscal year 1984, beginning January 1, 1984, and ending December 31, 1984; and WHEREAS, a public hearing on the proposed budget was held on the fifth day of December, 1983, pursuant to public notice given, and approved by the Board by motion regularly made and seconded on the fifth day of December, 1983; and WHEREAS, all matter and things required by law to be done have been done and performed in the premises; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, the Board hereby adopts as the budget of the County of Eagle, State of Colorado, for the fiscal year 1984 that certain budget heretofore submitted by the appointed Budget Officer of Eagle County, Colorado, as amended and considered by the Board, and upon which a public hearing was held, and as therefore amended and approved by the Board by motion regularly made, seconded and passed in the total amount of Twelve Million, Six Hundred Sixty -Seven Thousand, Six Hundred Eighty -Nine Dollars ($12,667,689); said budget being incorporated herein by this reference as if fully set forth herein. THAT, the appropriations for the respective funds, offices, departments, boards, commissions, and other spending agencies as set forth hereinbelow shall be and are hereby authorized by the Board in accordance with and as mandated by the Budget Law and, more specifically, Section 29 -1 -111, C.R.S. THAT, the Board hereby appropriates to and for the General Fund the sum of Five Million, Two Hundred Ninety -Seven Thousand, Six Hundred Dollars ($5,297,600), which sum shall be appropriated and allocated to and for the following offices, departments, commissions, boards, and spending agencies in the amounts as itemized hereinbelow, and for the purposes and functions specified hereinbelow and /or in the adopted budget: General County Government County Commissioners $169,830 Administrative Services 250,155 Other Professional Services 35,000 Attorney 162,890 County Surveyor 2,890 Planning & Zoning 172,120 County Manager 71,450 Engineer 138,300 Accounting 116,190 County Clerk & Recorder (Operations) 308,940 County Clerk & Recorder (Elections) 35,010 County Treasurer 176,020 County Assessor 418,130 Data Processing 233,880 Grounds & Buildings Maintenance 364,330 Personnel 37,495 Public Works Adminstration 60,170 Judicial District Attorney 161,810 -2- Public Safet `ti s✓ 4 County Sheriff 975,320 Jail 316,000 County Coroner 11,540 Building Inspector 179,819 Civil Defense 11,170 Health Services 6,050 Nursing Services 203,200 Animal Control 113,630 Pest & Weed Control 7,000 Environmental Health 116,121 Landfill 250,900 Auxiliary Services Extension Office 58,680 County Fair 33,450 County Airport 63,920 Veteran's Office 1,310 Council on Aging 24,160 Title III 6,050 Miscellaneous Miscellaneous 25,000 Transfer of Other Funds 10,720 TOTAL GENERAL FUND $5,297,600 THAT, the Board hereby appropriates to and for the Road and Bridge Fund the sum of Two Million, Five Hundred Seventy -Three Thousand, Four Hundred Forty -Nine Dollars ($2,573,449) for the purposes and functions specified hereinbelow and /or in the adopted budget: Administration $ 131,716 Maintenance of Condition 1,986,870 Snow and Ice Removal 29,000 Transfer to Cities 425,863 TOTAL ROAD & BRIDGE FUND $2,573,449 THAT, the Board hereby appropriates to and for the Public Welfare Fund the sum of Six Hundred Ninety -One Thousand, Seven Hundred Fifty Dollars ($691,750) for fund expenditures. THAT, the Board hereby appropriates to and for the Public Works Fund the sum of Two Million, Four Hundred Thirty -3- r 4vra " Thousand, Eight Hundred Forty Dollars ($2,430,840) for fund expenditures. THAT, the Board hereby appropriates to and for the Library Fund the sum of One Hundred Ninety -Two Thousand, Five Hundred Dollars ($192,500) for fund expenditures. THAT, the Board hereby appropriates to and for the Retirement Fund the sum of Eighty Five Thousand Dollars ($85,000) for fund expenditures. THAT, the Board hereby appropriates to and for the Intergovernmental Service Fund (Motor Pool) the sum of Three Hundred Eleven Thousand, Four Hundred Fifty Dollars ($311,450) for fund expenditures. THAT, the Board hereby appropriates to and for the Revenue Sharing Trust Fund the sum of Two Hundred Seven Thousand, Five Hundred Dollars ($207,500) for fund expenditures THAT, the Board hereby appropriates to and for the Conservation Trust Fund the sum of Seventy -Nine Thousand, Eight Hundred Dollars ($79,800) for fund expenditures. THAT, the Board hereby appropriates to and for the Sales Tax Capital Improvements Fund the sum of Seven Hundred Sixteen Thousand Eight Hundred Dollars ($716,800) for fund expenditures. THAT, the Board hereby appropriates to and for the Insurance Reserve Fund the sum of Eighty -One Thousand Dollars ($81,000) for fund expenditures. THAT, the budget as adopted and this Budget Appropriations Resolution are to be read together as one comprehensive and integrated document. In no event shall an officer, department, commission, board, or other spending agency of Eagle County expend or contract to expend any money, or incur -4- any liability, or enter into any contract which, by its terms, involves the expenditure of money for any purposes for which provision is made in this Budget Appropriations Resolution in excess of the amounts appropriated in said Resolution for such officer, department, commission, board or other spending agency, and /or purpose; nor which involves the expenditure of money inconsistent with the purposes, functions, restrictions, clarifications and /or specified monetary amounts as detailed and set forth within the line items of the adopted budget; nor which involves the expenditure of money for any purpose which is not identified within the adopted budget, unless prior to such expenditure, the officer, department, commission, board, or spending agency has presented the same to the Board, and the Board duly approves of such expenditure in accordance with applicable law. THAT, the Board hereby declares to be the legislative intent that the several provisions of this Budget Appropriations Resolution shall be severable, in accordance with the provisions set forth below: 1) If any provision of this Budget Appropriations Resolution is declared to be invalid by a decision of any court of competent jurisdiction, it is hereby declared to be the legislative intent that: (a) The effect of such decision shall be limited to that provision or provisions which are expressly stated in the decision to be invalid; and (b) Such decision shall not affect, impair, or nullify this Resolution as a whole or any other part thereof, but the rest of this Resolution shall continue in full force and effect. THAT, this Budget Appropriations Resolution and the adopted budget incorporated herein are necessary for the health, safety and welfare of the citizens of the County of Eagle, State of Colorado. -5- MOVED, READ AND ADOPTED by the Board of County Commissioners of the County of Eagle, State of Colorado, at its regular meeting held the day of December, 1983.
