HomeMy WebLinkAboutC25-286 Letter of Agreement between Eagle FAA Contract Tower, Eagle County Regional Airport and Grand Junction for Runway Safety Areas OperationEagle FAA Contract Tower, Eagle County Regional Airport, and Grand Junction System Support Center 1 LETTER OF AGREEMENT (LOA) EFFECTIVE: _____________ SUBJECT: REQUIREMENTS FOR OPERATING IN RUNWAY SAFETY AREAS (RSA) PURPOSE: Define and establish the responsibilities and procedures for accessing, operating within, and exiting the Eagle County Regional Airport’s (EGE) Runway Safety Areas (RSA) during air carrier/aircraft operations. BACKGROUND: The RSA will normally be clear of people and equipment during air carrier/aircraft operations. A runway closure should be the first consideration if there are other available runways to permit work within the RSA, however EGE does not have other available runways. The RSA LOA is a means of establishing procedures and policy for activities/work within the RSA. SCOPE: The responsibilities and procedures established herein are applicable to EGE Airport Operations, EGE FAA Contract Tower (Tower), and FAA System Support Center (Tech Ops) for controlling pedestrian, vehicle, and equipment access and operations within RSAs during air carrier/aircraft operations. This agreement does not pertain to construction projects, major repairs, vehicles or pedestrians cleared by the Tower to operate on or to cross the runway. DEFINITIONS: a. Runway Safety Area (RSA): A defined area surrounding a runway, prepared or suitable for reducing the risk of damage to airplanes in the event of an undershoot, overshoot, or excursion from the runway. The Eagle Airport Runway Safety Area is defined as 250’ from centerline on either side and 1000’ off each end. The RSA is depicted in Attachment 1. PROCEDURES: a. Access to the RSA, while the Tower is open and operational, can be accomplished under the following conditions: (1) Routine or emergency situations (2) Airfield signage and lighting maintenance except for MALSR steady burn lights (3) FAA equipment maintenance on the following equipment: MALSR RAIL/Flashers (Attachment 3), PAPI, LOC/LDA for ground checks and, GS for Far Field phasing (4) Mowing operations (5) Wildlife mitigation (6) FOD removal Docusign Envelope ID: E3537320-132D-49E1-BDA5-8A530A512A0A 6/30/2025 Eagle FAA Contract Tower, Eagle County Regional Airport, and Grand Junction System Support Center 2 (7) Other conditions per on duty Airport Operations, when coordinated and approved by Tower b. Procedure for entry/operating within/exit of an RSA: (1) When work to be performed does not fall into one of the exceptions listed in paragraph 5a, the airport will close the runway prior to personnel entering the RSA. (2) When work to be performed is one of the exceptions listed in paragraph 5a. then Airport Ops/Tech Ops will contact the Tower via the Tower frequency (119.8) or landline to coordinate the following: (a) Airport Ops/Tech Ops personnel will provide the specific location where each entry into the RSA will take place, the purpose of the entry, and exit point from the RSA when work is complete. (b) Identify the type of equipment or personnel in the RSA. (c) Identify the duration of time needed in the RSA. (d) Tech Ops will access MALSR RAIL/Flasher as depicted in Attachment 3. Tower will provide access via Taxiway Alpha between operations and will not approve aircraft landings until Tech Ops have reached Flasher 1. Tech Ops will remain at or east of Flasher 1 until approved to exit the RSA via Alpha 1. (3) Airport Ops/Tech Ops personnel, whose work has been coordinated must contact Tower on 119.8 to request access to the RSA. They may not enter the RSA until instructed to do so by the Tower. Personnel must maintain two-way comm unication with the Tower while in the RSA. While communicating with the Tower always use standard aviation phraseology and proper communication procedures in order to facilitate clear and concise communications. (4) Airport Ops/Tech Ops personnel will remain on site while escorting personnel and equipment in the RSA and maintain positive control of all vehicles/pedestrians within the RSA. (5) Upon exiting the RSA, Airport Ops/Tech Ops personnel will contact the Tower on 119.8 or landline to confirm all vehicles and equipment are out of the RSA. (6) Tower will advise air traffic of the location and type of equipment/personnel operation taking place within the RSA during operation. (7) When Tower is not in operation, Airport Ops/Tech Ops personnel will advise air traffic via the Common Traffic Advisory Frequency (CTAF) when inside of the Docusign Envelope ID: E3537320-132D-49E1-BDA5-8A530A512A0A Eagle FAA Contract Tower, Eagle County Regional Airport, and Grand Junction System Support Center 3 RSA. (8) Vehicles must avoid the Instrument Landing System (ILS) or Localizer arrays during low visibility conditions. (9) Personnel must always remain clear of the runway unless specifically cleared onto the runway. A clearance to enter the RSA is NOT a clearance to enter the runway. Subsequent re-entry to enter the RSA requires Tower approval. c. Training on the above identified procedures will be accomplished as a component of the Airport's Part 139 required Movement Area Interactive Employee Training Program. d. Entry into the RSA while ILS Critical Areas are being protected will not be approved. Do not enter the RSA and active ILS Critical Area’s when weather conditions are less than reported ceiling 800 feet or visibility is 2 miles. RESPONSIBILITIES: All signatories must ensure that personnel under their authority receive RSA specific training (initial and recurrent) and comply with the provisions of this agreement. b. Eagle County Regional Airport must: (1) Provide initial and annual recurrent training on the requirements of this LOA to EGE personnel authorized to operate in the RSA. (2) Ensure EGE personnel authorized to operate in the RSA are briefed on any changes to this LOA prior to implementation date of updated LOA. (3) Issue the appropriate notice to air missions (NOTAM) indicating work is being conducted in the RSA. (4) Advise Tower of any equipment that cannot be removed from the RSA immediately. c. Eagle FAA Contract Tower (Tower) must: (1) Provide initial and annual recurrent training on the requirements of this LOA to Tower personnel. (2) Provide clearance for entry into the RSA in accordance with this LOA. (3) Ensure vehicles exit the RSA for any air carrier operation or non-air carrier aircraft operation from attachment #2, any heavy aircraft operation, or any arriving emergency aircraft. (4) Advise arriving/departing aircraft of activities in the RSA in accordance with JO 7110.65. This includes placing the airfield advisory on ATIS broadcast. (5) Not provide access to the RSA when braking action advisories are in effect. d. Grand Junction System Service Center must: (1) Provide initial and annual recurrent training on the requirements of this LOA to GJT Docusign Envelope ID: E3537320-132D-49E1-BDA5-8A530A512A0A Eagle FAA Contract Tower, Eagle County Regional Airport, and Grand Junction System Support Center 4 SSC personnel authorized to operate in the RSA. (2) Ensure GJT SSC personnel authorized to operate in the RSA are briefed on any changes to this LOA prior to implementation date of updated LOA.
