Joanne Rock,Eagle resident, discussed the US Forest Service and BLM land in Eagle County and presented demographic data regarding the resident growth rate and the necessary housing units. Chairman McQueeney closed constituent input. Commissioner Updates Commissioner Scherr attended a meeting in Vail hosted by animal rights advocate Marlon Reis regarding wildlife crossings across America,noting Vail Pass's significance as a major corridor. Eagle County and other partners have committed funds to this initiative,which still faces a$30 million fundraising gap. Commissioner Boyd reported from the National Association of Counties Western Interstate Conference in South Dakota about a concerning development. The House Committee on Natural Resources introduced a bill that would close the Bureau of Land Management Colorado River Valley and Grand Junction field offices and require quarterly oil and gas lease sales on federal land in Colorado. He expressed significant opposition to this bill, emphasizing its major implications for public lands in the West and his commitment to monitoring its progress. He voiced hope that the sale of public lands would be prevented. Chairman McQueeney reported on the recent ribbon-cutting ceremony at the new mental health healing center in Edwards,which has already begun serving clients. She extended her best wishes for their efforts in achieving full staffing and increasing bed capacity. County Manager Updates Regina O'Brien reminded everyone that May was Wildfire Preparedness month. She also highlighted the availability of free wildfire risk assessments offered through Eagle County and encouraged residents to utilize this service. 1 05/20/2025 Consent Agenda 1. Agreement Between Eagle County and HDR Engineering for Construction Management and Administration Services for Construction of the Eagle Valley Trail Horn Ranch to Wolcott Phase 1 Kevin Sharkey,ECO Trails 2. Third Amendment to Agreement between Eagle County and Goulding Development Advisors,LLC for On-call Preconstruction and Estimating Services Ron Siebert,Facilities Management 3. Third Amendment to Agreement between Eagle County and Plumbing Systems,Inc. for On-Call Plumbing Services for County Owned Facilities Ron Siebert,Facilities Management 4. Second Amendment to Agreement Between Eagle County and Sun-Up Sealcoats LLC for Services on County Owned Parking Lots Patryk Borkowski, Engineering 5. First Amendment to Agreement Between Eagle County and D.H. Pace Company,Inc. for Services on Airport Gates and Garage Doors Wallace Oliveira,Airport Kevin Sharkey reviewed the agreement between EagleCounty and HDR. The program received$5 million dollars and this would insure the project. The project would begin in Wolcott and he hoped the trail would be open in spring of 2026. Commissioner Scherr moved to approve the Consent Agenda for May 20, 2025 as presented. Chairman McQueeney seconded the motion. The vote was declared unanimous. • Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Airport Terminal Board. Commissioner Boyd seconded the motion. The vote was unanimous. Eagle County Airport Terminal (ECAT) Board 1. First Amendment for Preventative Maintenance and On-Call Services Between Eagle County Air Terminal Corporation and D.H. Pace Company, Inc. for Services on Airport Gates and Garage Doors Wallace Oliveira, Airport Executive Summary: First Amendment between ECAT And D.H. Pace Company INC for preventative and on-call services for terminal Garage and passenger entry doors Mr. Oliveira, airport project manager,presented information regarding an amendment to the agreement. He explained that the amendment's purpose was solely to extend the current contract for an additional year. 2 05/20/2025 Commissioner Scherr moved to approve the First Amendment for Preventative Maintenance and On-Call Services Between Eagle County Air Terminal Corporation and D.H. Pace Company, Inc. for Services on Airport Gates and Garage Doors. Jill Klosterman seconded the motion. The vote was unanimous. Commissioner Scherr moved to adjourn as the Eagle County Airport Terminal Board and reconvene as the Eagle County Board of County Commissioners. Commissioner Boyd seconded the motion. The vote was unanimous. Work Session(s) - Eagle County Room 1. ECLUR Reform Project Work Session Beth Oliver,Attorney's Office Executive Summary: This work session is a continuation of our discussion of Module 1 of the proposed new code, including discussion of proposed new land use and zoning districts, land uses by zoning district and development density and intensity. We will also discuss proposed strategies for treatment of nonconformities; review processes, including administrative approvals and other delegations of authority; and recommendations for streamlining the review process for land use applications. 2.
