Early Childhood Par tners (ECP) supports young children and their caregivers by going directly into homes,
schools, and childcare centers with nationally recognized evidence-based programs. ECP’s efforts focus on
young children from bir th to age 6, when brain development is peaking, behaviors are learned, and children
are introduced to school. The emotional well-being of young children is directly tied to the functioning of
their caregivers and the families in which they live, which informed ECP’s expansion of family suppor t
services. Assuring that young children have access to high quality childcare and consistent, nur turing
relationships with the adults in their lives can quite literally determine their health and mental health in later
life.
ECP’s Family Support Services include Incredible Years Parenting Classes, Make Parenting a Pleasure 2nd
Edition Parenting Classes, Circle of Security Parenting Groups, Promoting Safe and Stable Families Intensive
Case Management, home visitation, ECP’s Family Resource Center, Early Childhood Mental Health
Consultation and parent coaching, and social connections and peer suppor t groups. All of ECP’s programs
are offered free of charge to par ticipants and in both English and Spanish throughout the year.
ECP’s Childcare Support Services include evidence-based professional development for early childhood
teachers (Incredible Years Teacher Classroom Management, Dinosaur School, LENA Grow, Expanding
Quality in Infant and Toddler Care, Circle of Security Classroom, Flip It!), coaching and consultation focused
on childcare quality improvement, Early Childhood Mental Health Consultation, and Reflective Supervision
for teachers.
ECP's Mission is: To suppor t families and early learning environments so that every child can thrive. ECP
impacts an average of 1,000 children, 500 families, and 175 childcare teachers each year.

Project Title: Enhancing Well-Being for Families and Family, Friend, and Neighbor Childcare Providers
By integrating culturally relevant parenting education, comprehensive case management, and targeted
suppor t for Family, Friend, and Neighbor (FFN) caregivers, this initiative aims to improve child development
outcomes, reduce parental stress, and promote emotional resilience for both children and caregivers. The
project will focus on suppor ting those in underserved communities who may face barriers such as
language, limited access to formal childcare programs, and socio-economic challenges. The ultimate goal is
to reduce Adverse Childhood Experiences and strengthen the overall well-being of families and caregivers.
The proposed funding will suppor t a multi-faceted initiative with three core components: culturally adapted
parenting education programs, suppor t and training for FFN caregivers, and case management services.
The project will target Spanish-speaking parents and caregivers in underserved communities, where there is
a high reliance on informal childcare systems. Each activity has a common aim of improving child
development outcomes and promoting emotional well-being.
1. Culturally Relevant Parenting Education:
The project will implement evidence-based programs such as Make Parenting a Pleasure (MPAP) and Circle
of Security Parenting (COSP). These programs are culturally adapted to ensure they are effective in Spanish-
speaking communities. MPAP helps parents reduce stress, build emotional resilience, and improve
parenting skills. COSP focuses on fostering secure attachment between parents and children, which is
crucial for positive social emotional development. Both programs improve the parent-child relationship,
reduce stress, and enhance emotional well-being.
2. Suppor t for FFN Childcare Providers:
In Colorado, FFN care accounts for nearly 40% of childcare, with many caregivers being unlicensed
providers who can lack training and access to resources. The project will provide comprehensive support for
FFN caregivers, who are often essential to the care of children in underserved communities. Case
management services that address barriers such as financial instability and limited access to healthcare
will be provided in addition to peer connection oppor tunities, which create a supportive network for
caregivers to learn from one another. The project will also provide quality improvement strategies to help
caregivers enhance their caregiving practices and suppor t the emotional well-being of children in their care.
3. Integrated Case Management Services:
Case management services will be offered to both parents and FFN caregivers, linking them to resource and
referral services. The goal is to stabilize families and caregivers, ensuring they have the tools and resources
they need to thrive. By promoting the mental well-being of caregivers, the project ensures that children
receive nur turing, stable, and emotionally responsive care.

1) Recruitment: Begin outreach to Spanish-speaking families and FFN caregivers through partnerships with
local organizations and through internal referrals from families par ticipating in other Early Childhood
Partners programs such as our Family Resource Center, parenting class participants, and home visitation
clients. Recruitment will be culturally relevant, emphasizing the benefits of the program for both children
and caregivers.
2) Program Preparation: Finalize program details, including scheduling and logistics for Make Parenting a
Pleasure (MPAP) and Circle of Security (COSP) parenting groups. Prepare materials, including Spanish-
language adaptations of MPAP and COSP curricula. Ensure that facilitators are trained in culturally
responsive practices and can deliver content in a way that resonates with the target audience.
3) Make Parenting a Pleasure (MPAP) 12-Week Sessions:
o Begin the first of two MPAP sessions, targeting Spanish-speaking parents in the community. These 12-
week sessions will focus on building emotional resilience, improving stress management, and enhancing
parenting skills. Sessions will be held once per week, and each will last approximately 2 hours.
o Childcare and Dinner Provided: To support full participation, dinner and childcare will be provided at
each session. This ensures that parents can engage in the program without the burden of childcare
concerns.
4) Circle of Security (COSP) 8-Week Sessions:
o Begin the first COSP session, which will focus on building secure attachments and promoting emotional
responsiveness between parents and children. Each COSP session is approximately 1.5 hours long. There
will be two sessions offered in Spanish, and two sessions offered in English.
5) Case management and quality improvement support for FFN caregivers will be initiated once par ticipants
are enrolled. Case managers will conduct home visits on a weekly or bi-weekly basis, providing tailored
suppor t to FFN caregivers. Both personal goals of FFN providers and quality improvement goals will be
established utilizing self-assessments and validated tools such as the CFSA 2.0. These assessments will
serve as the basis for creating personalized quality improvement plans aimed at enhancing the caregiving
environment and suppor ting the mental well-being of the caregiver. To reduce isolation, FFN caregivers will
also be invited to par ticipate in peer suppor t groups.
6) Ongoing Monitoring: Participants will complete surveys at the beginning and end of each session (MPAP
and COSP) to measure changes in mental health, stress levels, parenting practices, and child development
outcomes. FFN caregivers will also complete regular self-assessments and par ticipate in evaluation surveys
to assess improvements in caregiving practices and overall well-being.
The final step will include compiling data, assessing outcomes, and preparing a report that highlights the
impact of the project on family well-being and child development.

This proposal aligns closely with the MHAC vision by addressing the mental health and caregiving needs of
Spanish-speaking families and Family, Friend, and Neighbor (FFN) childcare providers. These populations,
often underserved and marginalized, face significant barriers to accessing traditional mental health and
parenting resources. By integrating culturally relevant programming, personalized case management, and
peer support networks, the proposal aims to strengthen local systems in a way that is responsive to the
needs of these communities.
Culturally Adapted Programs:
The proposal focuses specifically on Spanish-speaking families, who represent a key demographic in Eagle
County. By offering evidence-based parenting programs like Make Parenting a Pleasure (MPAP) and Circle
of Security Parenting (COSP), both of which are culturally adapted, the project ensures that mental health
and parenting support is not only accessible but also relevant to the cultural norms and values of this
community. This adaptation aligns with Eagle County's commitment to embracing its diverse populations
and ensuring that mental health suppor t is available to all, regardless of language or cultural background.
Suppor t for Family, Friend, and Neighbor (FFN) Caregivers:
FFN care providers, a critical resource for many families in Eagle County, are often overlooked in traditional
childcare and mental health suppor t systems. These informal caregivers, many of whom are par t of low-
income, immigrant, and Spanish-speaking communities, play an essential role in child development. By
providing targeted case management, peer suppor t groups, and quality improvement plans for FFN
caregivers, the proposal strengthens the local childcare system. It also improves the well-being of
caregivers—who are key to suppor ting the mental health of both children and parents—thus addressing a
crucial gap in the existing mental health infrastructure.
Holistic, Community-Driven Approach:
The proposal takes a holistic, community-driven approach, focusing not just on individual mental health but
on creating a sustainable system of suppor t that connects families and caregivers with resources, builds
community networks, and reduces isolation. By prioritizing mental health in the context of caregiving, stress
reduction, and emotional resilience, the project aligns with the vision of a community where mental well-
being is supported throughout the lifespan, from childhood through adulthood, and where diverse
populations are empowered and included in local systems of care.
In sum, the proposal embodies Eagle County’s vision by adapting existing systems to meet the specific
needs of its diverse populations, creating a more equitable, inclusive, and mentally healthy community.
MHAC Vision: Describe how the proposed project aligns with the MHAC Vision Statement
(see Grant Information Packet for Vision Statement and detailed reference):

The proposed project meets the diverse needs of Eagle County’s community members by ensuring equity in
access and cultural responsiveness through a multifaceted approach that prioritizes the inclusion of
underserved populations, par ticularly Spanish-speaking families and Family, Friend, and Neighbor (FFN)
caregivers. By addressing language, cultural, and socio-economic barriers, the project ensures that mental
health and caregiving suppor t is accessible and relevant to the unique needs of these populations.
Equity in Access:
Eagle County is home to a diverse population, with many community members facing barriers to accessing
mental health services and formal childcare suppor t. Spanish-speaking families, in par ticular, often
encounter linguistic and cultural barriers that limit their access to resources. This project specifically
targets Spanish-speaking families by offering culturally adapted parenting education programs, including
Make Parenting a Pleasure (MPAP) and Circle of Security Parenting (COSP), both of which will be delivered
in Spanish and tailored to reflect cultural norms and parenting practices. This ensures that families receive
high-quality suppor t in their preferred language, increasing the likelihood of meaningful par ticipation and
positive outcomes.
Additionally, the project will provide dinner and childcare at each session, reducing barriers to par ticipation
for parents and caregivers. These supports enable parents to engage fully in the programs without concerns
about feeding or caring for their children during class time. The program also includes outreach to ensure
that families and caregivers from marginalized or low-income communities are made aware of the
opportunity and feel encouraged to par ticipate.
Cultural Responsiveness:
Understanding that Eagle County’s community is not only diverse in language but also in cultural
experiences and caregiving practices, the project’s cultural responsiveness is embedded throughout the
delivery of services. The use of culturally adapted curriculum ensures that both MPAP and COSP resonate
with the cultural values and child-rearing beliefs of local Spanish-speaking families, increasing their
relevance and effectiveness. Furthermore, FFN caregivers, who often serve as informal childcare providers
for many families, are a critical yet often neglected group. This project offers tailored case management and
peer support for FFN caregivers, providing them with tools and resources to improve their caregiving
practices while promoting their own mental health and well-being. By suppor ting FFN caregivers, many of
whom face socio-economic challenges, the project ensures that children have access to quality care and
emotional suppor t.
The project meets Eagle County’s diverse needs by ensuring that mental health and caregiving supports are
not only equitable in access but also culturally appropriate and responsive, ultimately fostering a more
inclusive and supportive community for all.
Culturally responsive care: Describe how the proposed project meets the diverse needs of
Eagle County community members with equity in access and cultural responsiveness (see

Early Childhood Par tners’ (ECP) staff and programming are designed to be culturally responsive and
reflective of the diverse population we serve in Eagle County. Of ECP’s 12 full-time staff members, 6 are
bilingual and Spanish-speaking. This bilingual capacity ensures that language is not a barrier to accessing
services or par ticipating in programs. Additionally, all of our staff live and work in the communities we
serve, which fosters a deep understanding of the unique cultural and social dynamics of the area. This local
presence allows staff to build trust and establish meaningful relationships with community members,
further enhancing the cultural relevance of our programming.
All of ECP’s family suppor t and childcare support programs are available in both English and Spanish,
ensuring accessibility for all. Recognizing that some community members may face additional barriers such
as lack of transpor tation, we offer services directly in par ticipants' homes and provide dinner and childcare
for parenting groups. These effor ts help to alleviate obstacles that might prevent families from par ticipating
in vital services and programming. Moreover, all of our services are free of charge, ensuring that financial
constraints do not prevent any individual or family from accessing the suppor t they need.
ECP strives to select evidenced based and culturally adapted programs, assuring that activities such as
parenting groups have been researched among diverse populations. We carefully choose initiatives that
resonate with the community's values, traditions, and specific needs. This approach ensures that our
programs are not only inclusive but also sensitive to the cultural contexts in which they are delivered.
Ultimately, both our staffing and programming reflect the diversity of Eagle County, suppor ting our
commitment to inclusivity and equity while ensuring that every individual, regardless of background or
financial situation, can access the resources and services they need to thrive.

The proposed project addresses the root causes of mental health challenges and caregiving disparities by
focusing on the social and environmental factors that impact the well-being of Spanish-speaking families
and Family, Friend, and Neighbor (FFN) caregivers in Eagle County. Rather than focusing solely on individual
behaviors, the project aims to create suppor tive environments, strengthen community action, and enhance
personal skills to improve long-term mental health outcomes.
1. Building Healthy Public Policies and Community Support Systems:
Mental health disparities often stem from systemic issues such as limited access to healthcare, childcare,
and language barriers. By targeting Spanish-speaking families and FFN caregivers—groups that are often
excluded from traditional services—the proposal helps build a more inclusive suppor t system. This includes
culturally adapted parenting programs and case management services to connect families with resources
like healthcare and financial assistance. These effor ts help create a healthier community infrastructure that
suppor ts mental well-being for everyone.
2. Strengthening Community Action:
A significant root cause of mental health challenges is the lack of social support and community
connection, par ticularly for underserved populations. FFN caregivers, for example, often work in isolation
and lack access to formal training. The project addresses this by providing peer connection opportunities, in
addition to individualized training oppor tunities that occur in the home, reducing barriers such as
transportation and time off from work. This strengthens community-driven action to improve caregiving
practices and mental health, ensuring that solutions are grounded in the needs of the community.
3. Creating Suppor tive Environments:
To reduce barriers to access, the project creates suppor tive environments by providing childcare and dinner
during parenting classes, and case management and quality improvement training directly in FFN homes, all
of which are free of charge and available in both English and Spanish. This eliminates practical obstacles
(such as time, money, and transpor tation) that might prevent families from participating. By ensuring that
parents and caregivers have the time and resources to engage fully in programs, the project helps foster an
environment where families can improve their mental well-being and caregiving practices without added
stress.
4. Enhancing Personal Skills and Resilience:
The project builds personal skills by offering evidence-based programs like Make Parenting a Pleasure
(MPAP) and Circle of Security Parenting (COSP). These programs teach stress management, emotional
resilience, and positive parenting strategies, addressing both individual health challenges and broader
caregiving needs. FFN providers will receive in depth quality improvement training, which will benefit
children and their own professional pathways and oppor tunities.
