This being a scheduled Public Hearing,the following items were to the Board of County
Commissioners for their consideration:
Constituent Input
Joanne Rock, of Eagle, shared that Eagle County encompassed roughly 1.1 million acres,with 80%being
federal land, leaving approximately 220,000 acres for a population of 55,000,resulting in a density of 33 people
per square mile, or 4 acres per person. She also mentioned a housing project initiated in 2023 and expressed hope
for an adequate public comment period.
Commissioner Updates
Commissioner Scherr had no updates.
Commissioner Boyd mentioned that he spent last week's spring break enjoying Colorado's public lands.
Chairman McQueeney shared that there was a session at Colorado Mountain College featuring Colorado
Congressman Jeff Hurd and U.S. Representative Joe Neguse. Senator Bennet had planned on visiting EC to talk
about his run for governor,but was stuck in the canyon due to a closure. It was nice that all three took the time to
hear from Eagle County's constituents. She also mentioned that last night was graduation for the Family
Leadership Training Institute. She was impressed with the graduates who contributed 20 weeks to the course. She
believed they were making Eagle County a better place with the skills they developed from the course.
County Manager Updates
Jeff Shroll recognized Laura Hartman,Eagle County Senior Policy Analyst,who joined the county four
months ago. He noted her organization of the recent meeting with Congressman Neguse and her valuable updates
on Denver legislative activities.He also mentioned that Hartman was a finalist for the Vail Valley Partnership
Young Professional of the Year award.

1. Motor Vehicle Office in Avon to Temporarily Close Beginning April 28

Executive Summary: Beginning April 28,the Eagle County Clerk and Recorder's Office will temporarily close
its Motor Vehicle Services office in Avon. This closure is necessary to provide essential staff training programs
and conduct the onboarding process for new employees. This temporary measure will ensure the continued
delivery of high-quality and efficient services to all Eagle County residents across all locations.
Becky Close,Eagle County Clerk&Recorder,reported the temporary closure of the Avon Motor Vehicle
office due to staffing challenges within the department. While motor vehicle services were temporarily

unavailable at this location,the office remained open for Health and Human Services. She noted that the two
recent hires require approximately two months of training due to the job's complexities. She expressed
appreciation for the support provided by IT, Communications, and Facilities during this transition. The public
could still utilize the kiosk at the Avon City Market, and the El Jebel office continues regular operations.
Additionally, several motor vehicle services were accessible online.
2. Resolution 2025-040 to Reaffirm Support for All Residents

Executive Summary: Eagle County's mission is Creating a Better Eagle County for All. The Board of County
Commissioners has directed staff to prepare this resolution which acknowledges the concerns of community
members and seeks to assure the public that Eagle County Government will continue to support all residents and
visitors,will never engage in illegal discrimination, and will foster an environment where all residents and
visitors feel secure accessing county services and engaging in civic life.
Laura Hartman, Eagle County Senior Policy Analyst,presented the resolution and recognized all the
community members in the audience. She stated that the resolution from Eagle County Government would be
translated into Spanish and noted that the Spanish version of the resolution would be publicly available. The
content of the resolution reaffirms Eagle County's core mission of creating a better Eagle County for all and
reinforced the commitment to fostering a welcoming and inclusive community for every resident and visitor.
Recognizing community concerns,the resolution underscores the critical importance of trust between local
government and the community.
Chairman McQueeney noted that the resolution was initially approved in 2016 and expressed gratitude
for the support to reauthorize it.
Commissioner Boyd expressed appreciation for Ms. Hartman's work on the resolution.
Leslie Lopez,resident of Eagle County, expressed her gratitude to the board for allowing her to speak.
She voiced her support for the revised resolution and highlighted the widespread fear within the Hispanic/Latino
community. Emphasizing their vital role as the backbone of the valley,she felt it was crucial to represent those
who were too afraid to speak. She noted a history of mistreatment within the Hispanic community,with recent
months seeing a surge in fear regarding immigration law enforcement. Lopez stressed the significant importance
of the resolution to her community,viewing it as a means for the county to recognize the unconstitutional
practices occurring within the United States.
Citalalli Bernal, a resident of the county,voiced her support for the resolution and asked that it be more
focused on aiding the community facing the attacks.
Commissioner Scherr emphasized the significance of the resolution as a reaffirmation of community
commitment. He strongly believed in the essential role and impact of governmental expression of self, asserting
that laws should reflect societal values. While acknowledging that all lives matter,he recognized that some
require greater support and focus. He noted the current vulnerability felt by the immigrant community and
stressed the importance of assuring them of their value and integral belonging within the wider community.
Commissioner Boyd believed that folks were protected under the law and needed to feel as though they
could call for help if they needed to. He expressed his belief that Eagle County was inclusive, ensuring everyone
felt like a valued member of the community. Services were accessible to all residents. Sheriff Van Beek and all
law enforcement agencies were acknowledged. The law protects everyone,and people should feel secure in
seeking assistance when needed.
Commissioner McQueeney moved to approve the Resolution Reaffirming Support for All Residents.
Commissioner Boyd seconded the motion. The vote was unanimous.

Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle County Housing and Development Authority.

Eagle County Housing and Development Authority
1. Construction Manager/General Contractor Agreement Between Colorado Mountain College and Shaw
Construction LLC in Partnership with Eagle County Housing and Development Authority
Kelly Muir&Kim Bell Williams,Housing and Project Management
Executive Summary: Colorado Mountain College(CMC), on behalf of Eagle County Housing and Development
Authority(ECHDA), is entering into an agreement with Shaw Construction LLC to construct a third building in
Edwards on CMC's campus. This contract will construct a third building with 30 units, 18 two-bedrooms and 12
studio units. We are expecting the construction to take approximately 14 months before occupancy. ECHDA will
provide the property management services for this building.
Ms. Bell Williams,Housing Director, stated that this amended agreement would allow for the
construction of a third building on the Edwards CMC Campus.
Kelly Muir, County Project Manager, stated that the building would comprise 18 two-bedroom
apartments and 12 studio apartments. Construction was expected to take 14 months. They were currently under
construction and relocating the detention pond.
Ms. Bell Williams stated that the guaranteed maximum price for the project was just under$12 million,
which included a$2 million affordable housing grant. The Housing Authority would pick up the remaining
balance. She expected the units would be available next summer. She added that the CMC would be purchasing
Building Two from the Housing Authority as they went through the process.
Commissioner Boyd lauded the collaborative effort as an excellent model of interagency partnerships that
addressed the significant challenge of affordable housing for the workforce.
Commissioner Scherr asked about the occupancy.
Ms. Bell Williams stated that the first building was exclusively for CMC students, faculty, and staff. The
second building was a mix and would eventually be used by CMC students, faculty, and staff once it was
purchased. The third building would be for eligible households and Eagle County Government employees.
Mr. Muir stated that an adjustment was made to the mix due to the community's needs.
Joanne Rock requested information on the budgeting process and the cost of each unit.
Ms. Bell Williams stated that she would be happy to follow up with those numbers.
Commissioner Boyd moved to approve the Agreement Between Colorado Mountain College and Shaw
Construction LLC in Partnership with Eagle County Housing and Development Authority.
Commissioner Scherr seconded the motion. The vote was unanimous.
Commissioner Scherr moved to adjourn as the Eagle County Housing and Development Authority and
reconvene as the Eagle County Board of County Commissioners.
Commissioner Boyd seconded the motion. The vote was unanimous.

2. English in Action's 2024 Annual Report and New Center for Communications in El Jebel

Executive Summary: For three decades,English in Action has built a stronger community and intercultural
relationships through language development,personal empowerment and community engagement. Executive
Director,Lara Beaulieu, and Development Director,Heather Hicks,will provide an overview of their 2024 Annual
Report, as well as share information about their New Center for Communications that will be opening in El Jebel in
June of 2025.

1. Employee Appreciation and Welcome

Executive Summary: The Commissioners will be visiting the Clerk&Recorder's Office in El Jebel after their
work sessions, so they can welcome the new El Jebel Branch Manager Matt Laufer and thank the previous
manager,Melissa Zintsmaster for her 23 years of service to the County.
