Requested dates for use (cannot exceed one year): Begin Date:End Date: To The Eagle River provides exceptional rafting and kayaking opportunities for whitewater recreationists during the short summer season. However, gaining river access is often difficult due to the mosaic of public and private property, steep riverbanks, and amount of developed land along the riverbanks. Within the Dowd Junction Property, there are two distinct segments of the river as classified by the International Scale of River Difficulty (“system”). These are 1) US Forest Visitor Center to River Run, Class IV+ Advanced, (aka "Dowd Chute"), and 2) River Run to town of Edwards, Class III - Intermediate (aka "Upper Eagle River"). The put-it/take-out for whitewater recreationists is currently near the Eagle County (ECO) Transit Bus Stop at the intersection of US Hwy 6 and Kayak Court. Recreationists accessing the river at this location (“put-in”) can avoid the advanced Class IV rapids of Dowd Chute up-river, and those exiting the river (“take-out”) can avoid the intermediate Class III stretch of river downstream. Unfortunately, this location for river access is less than optimal because of busy traffic at this intersection, limited parking prioritized for transit users, and steep slopes down to the Eagle River. In 2022, ECOS approached the State Land Board to discuss a potential solution for whitewater access to the river. ECOS proposed moving the access point away from the ECO bus stop to a location approximately 900 feet downriver and adjacent to land currently used by the Colorado Department of Transportation (CDOT). This location is a safer alternative to the existing access point because of adequate room for off-shoulder parking, avoidance of a busy roadway intersection, gentler grade to access the river, and the presence of a slow water river eddy. ECOS wishes to install and maintain a temporary river access point at this location. Additional Conditions: In addition to the standard provisions listed in the Temporary Access Permit (Permit) for use of the Dowd Junction state trust land, Eagle County Open Space (ECOS) agrees to: A. Install and manage a temporary river access point on the Property, which shall include the following items: a. Provide Improvements for River Access: i. Designate a parking area and install gravel to harden the surface for vehicular traffic. ii. Provide fencing along the riverbank prevent erosion and the flow of sediment into the Eagle River. iii. Provide a physical barrier (e.g. Jersey barrier, boulders, fencing, etc) between the existing ECO trail, US Highway 6, the CDOT driveway, and the river access parking lot to delineate separate areas of use. iv. Clear brush and install a soft-surface trail between the river access parking area and the Eagle River. b. Install Regulatory Signage and Enforce Regulations: i. Parking area is for non-commercial boating access. ii. Overnight parking is not permitted. iii. Parking outside of the designated parking area is prohibited and subject to towing and penalties. iv. Public use of adjacent CDOT facilities is strictly prohibited. v. Drive-through traffic (i.e. through the CDOT facility) is prohibited. c. Communicate to River Users: i. River access point is temporary; access point will be relocated in the future. ii. Temporary access point is permitted through a special use agreement between the ECOS and the State Land Board. B. Acknowledge the State Land Board, its mission, and its commitment to sound stewardship of state trust assets on all educational and/or promotional materials produced by ECOS that reference the Property. D. Be responsible for all levels of contracting, management, and oversight of contractors, and volunteers during the term of this Temporary Access Permit. E. Not use, or allow to be used on the Property, any third party grants or funding that include any type of repayment agreement, obligation, or requirement by the State Land Board, or any funding source that creates a third party interest on the Property. F. Upon termination or expiration of this Permit, ECOS shall remove all temporary signs identifying the area as a river access point, and place physical barriers to prevent public use of the parking area.
