HomeMy WebLinkAboutMinutes 04/15/2025 PUBLIC HEARING April 15, 2025 Present: Jeanne McQueeney Chairman Tom Boyd Commissioner Matt Scherr Commissioner Jeff Shroll County Manager Ben Morris Senior Assistant County Attorney Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman McQueeney opened and closed constituent input, as there was none. Commissioner Updates Commissioner Boyd shared that he has been visiting and learning about the work of all the different departments at Eagle County. Last week,he met with representatives from Colorado Parks and Wildlife and expressed his appreciation for their partnership and the valuable work they do throughout the state. He also thanked Matt Yamashita for his time and hoped that, in his role as County Commissioner,he could do everything he could to support the work they did. Commissioner Scherr informed everyone that there were numerous developments at the federal level and a budget shortfall at the state level this year. He recommended that they research the Taxpayer's Bill of Rights (TABOR)to gain a better understanding of government operations and the role of voters. He predicted that TABOR would be a significant topic of discussion in Colorado in the near future. Chairman McQueeny had no updates. County Manager Updates Jeff Shroll enthusiastically shared that the Eagle County Commons building was making good progress. The building would house a variety of teams, including Elections,Motor Vehicle, a Sheriff's substation, and Public Health and Human Services. Additional information will be provided soon. Consent Agenda 1. Resolution 2025-039 Authorizing Changes to the Eagle County Good Deeds Program by Eagle County, administered by the Eagle County Housing and Development Authority Kim Bell Williams,Housing 2. Construction Services Agreement for the Eagle County Maintenance Service Center Building G slab alteration between Eagle County and RA Nelson Kim Degenhardt,Project Management 1 04/15/2025 3. Agreement For The Supply Of Magnesium Chloride Between Eagle County And Envirotech Services,LLC Nicole Trujillo,Road&Bridge 4. March 2025 Payment Report Christina Andrews,Finance Commissioner Scherr moved to approve the Consent Agenda for April 14,2025 as presented. Commissioner Boyd seconded the motion. The vote was declared unanimous. Work Session - Eagle County Room 1. Policy Program and Legislative Update Laura Hartman,Administration Executive Summary: Staff will provide Commissioners with an update on state legislative affairs, federal actions, and policy programs. Manager & Commissioner Updates - Holy Cross Room 1. Commissioner and County Manager Discussion Items Work Sessions - Eagle County Room 1. Eagle County Land Use Regulations(ECLUR) Rewrite Project Work Session Beth Oliver,Attorney's Office Executive Summary: At the work session scheduled for April 15,we will continue our discussion of the ECLUR Rewrite Project, and will focus on Module 1 of the proposed new code. Module 1 includes proposed provisions related to Zoning Districts; Land Use, including residential and commercial use tables,ADUs, and temporary and seasonal uses; Lots, Buildings, Structures and Signs. 2. Regional Housing Needs Assessment Presentation Tori Franks,Resiliency/Housing Executive Summary: Our consultants will present the results of the updated Eagle River Valley Housing Needs Assessment. 4".
