Commissioner Updates Commissioner Boyd expressed his gratitude for all the incredible people who did so much good for the Eagle County community. He specifically mentioned his appreciation for those he met from all the different county departments and thanked everyone who gave him their time as a new commissioner. Commissioner Scherr reminded everyone that Project Funway,the annual best show in the valley,will be held this weekend and encouraged people to get tickets soon as the event was almost sold out. He also mentioned that the event was organized by the Education Foundation of Eagle County,which supports Eagle County students, teachers,and schools through grants, awards,and programs. Commissioner McQueeney expressed her gratitude to all attendees of the commissioners' last ski day in Snowmass,highlighting it as a successful networking opportunity with fellow elected officials and community members. She eagerly anticipates next year's event. County Manager Updates Regina O'Brien stated that she had the honor of attending the Financial Empowerment Center of the Rockies ribbon cutting last week. The center was the first rural financial empowerment center in the nation and provides free bilingual financial coaching to residents of Garfield, Eagle, and Pitkin counties to help people reduce debt,build credit, and gain financial security. O'Brien was joined at the ribbon cutting by folks from Pitkin and Garfield County. 1 03/18/2025 Consent Agenda 1. Intergovernmental Agreement for a Regional Planning Commission for Transportation Planning Commission (IMRPC), Representing the Intermountain Transportation Planning Region(IMTPR) Tracy Stowell on behalf of Administration 2. First Amendment to Agreement Between Eagle County and JVA, Incorporated for SH 82&EL Jebel Intersection Riche Davies, Engineering 3. Approval of Minutes for the BoCC Meetings held on February 11,February 18,February 24, and February 25, 2025. Kathy Scriver, Clerk&Recorder's Office Commissioner Scherr moved to approve the Consent Agenda for March 18, 2025 as presented. Commissioner Boyd seconded the motion. The vote was declared unanimous. • Business Item 1. Resolution 2025-027 Authorizing the Office of the Eagle County Clerk and Recorder, Including the Motor Vehicle Office,to Close to the Public the Dates of the Odd Year Coordinated Election on November 4,2025 Becky Close,Clerk&Recorders Office Executive Summary: On election days, all Clerk&Recorder staff are highly involved,necessarily, in election-related functions such as helping voters,assisting election judges,receiving and processing returned ballots, and working in the ballot tabulation room. This involvement necessitates the closing of other Clerk& Recorder services on election days. Motor Vehicle and Recording staff make every attempt to help people with emergency needs even when closed, and over 30 online motor vehicle services are still available. Closing the office for non-election services has been the protocol for the past 14 years and has worked very well to ensure election processes have the experienced staff needed on election days. This resolution would authorize the Clerk's offices to be closed for non-election services on November 5,2025, for the odd year coordinated election. Becky Close stated that the resolution, if approved,would allow the Clerk&Recorder's office to close for non-election services on Election Day,November 5,2025. Commissioner Boyd moved to approve the Resolution Authorizing the Office of the Eagle County Clerk and Recorder,Including the Motor Vehicle Office,to Close to the Public the Dates of the Odd Year Coordinated Election on November 4,2025. Commissioner Scherr seconded the motion. The vote was declared unanimous. Commissioner Scherr moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Commissioner Boyd seconded the motion. The vote was unanimous. 2 03/18/2025 Eagle County Housing and Development Authority 1. Eagle County Housing and Development Authority's new Tree Farm Price Capped Rental Deed Restriction Tori Franks&Kim Bell Williams,Housing Executive Summary: The Eagle County Housing and Development Authority will record this new Price Capped Rental Deed Restriction on 40 rental units at the Tree Farm in the Roaring Fork Valley. The rental rate will be below market rental rates for perpetuity,with 25 units at 80%area median income and 15 units at 100%area median income based on the data provided by the Colorado Housing and Finance Authority. The Valley Home Store will administer the deed restrictions into the future. Kim Bell Williams,Housing Director explained that the deed restriction applied to 40 price-capped rental units in the Tree Farm Development, and would remain in perpetuity. The units are currently available with rental rates ranging from$2,342 to $2,927. The Valley Home Store would oversee compliance and ensure that the lower rates are maintained for the tenants over time. Commissioner Boyd moved to approve the Eagle County Housing and Development Authority's New Tree Farm Price Capped Rental Deed Restriction. Commissioner Scherr seconded the motion. The vote was unanimous. 2. Resolution 2025-028 Authorizing the Executive Director of the Eagle County Housing and Development Authority to Execute Agreements and Documents Associated with Deed Restrictions, and the Purchase and Resale of Tree Farm Units. Tori Franks&Kim Bell Williams,Housing -, b-- Executive Summary: The Eagle County Housing and Devellipment tjttbority will record a variety of new deed restricted units at the Tree Farm in the Roaring Fork Valley. The dr ricfions will include price capped deed restricted rental,price capped deed restricted for sale, and resider}tpied for sale deed restricted units.This resolution allows the Executive Director to sign those restrictions.:The Valley Home Store will administer`the deed restrictions into the future. Ms. Bell Williams stated that the resolution granted her, as Executive Director,the signatory authority to sign off on the deed restrictions. Commissioner Scherr moved to approve the Resolution Authorizing the Executive Director of the Eagle County Housing and.Development Authority to Execute Agreements and Documents Associated with Deed Restrictions and the Purchase and Resale of Tree Farm Units. Commissioner Boyd seconded the motion. The vote was unanimous. Commissioner Boyd moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Board of County Commissioners. Commissioner Scherr seconded the motion. The vote was unanimous. Work Session(s) - Eagle County Room 1. 2024 Annual Update from the Eagle River Coalition Kallie Rand, Open Space&Natural Resources 3 03/18/2025 Executive Summary: The Eagle River Coalition will provide a summary of work performed in 2024. Eagle County provided funding to Eagle River Coalition in a 2024 Partnership Agreement to support projects that will be shared in this annual update. 2. Avon Early Childhood Education and Development Center Megan Burch,Human Service Executive Summary: The Vail Valley Foundation will be sharing an update on the Avon Early Childhood Education and Development Center.
