This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened constituent input.
Joanne Rock, an Eagle resident,continued her discussion on affordable housing. She referenced a New
Jersey Supreme Court decision that supports the creation of affordable housing using sound zoning principles and
high-density development to mitigate sprawl. The New Jersey Housing Authority suggests encouraging mixed-use
zoning,revitalizing older areas, and preserving open space to achieve this goal.
Joanne Kerwin from Edwards addressed the board regarding the Edwards bus stop. She requested that
Eagle County and Core Transit collaborate to install a new bus shelter. Additionally, she noted that several roadway
signs, including directional signs,were down and expressed concern that this posed a safety risk.
Chairman McQueeney closed constituent input.
Commissioner Updates
Commissioner Boyd had no updates to share.
Commissioner Scherr acknowledged the signs supporting Federal workers and expressed his appreciation
for their work in the community.He understood the local impact of recent federal actions, especially the loss of
forest service workers.
Chairman McQueeney mentioned that the board would not be meeting next week due to their attendance at
the NACo legislative conference in Washington, D.C.
County Manager Updates
Jeff Shroll reported that the regional impact of the Eagle Valley airport resulted in over$745 million
dollars for the valley. This revenue was generated by lodging,hospitality,jobs,and other factors. The airport
recently experienced a record-breaking day,with just under 3,000 passengers passing through.

3. Resolution 2025-020 Setting a Hearing For Consideration of a Proposed Service Plan for the Confluence Early
Childhood Education Special District

Ben Morris explained that the resolution under Item 3, establishes a public hearing date of March 25,
2025. The hearing will allow the public to provide input on a new special district service plan being proposed by
the Confluence Early Childhood Education Coalition.
Commissioner Boyd moved to approve the Consent Agenda for February 25,2025 as presented.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
Work Session(s) - Eagle County Room
1. Healthcare Access& Sustainability Work Session-Mountain Family Health Centers

Executive Summary: This is the first of two work sessions to discuss Healthcare Access& Sustainability within
Eagle County. This work session will include leadership from Mountain Family Health Centers to discuss the
evolving dynamics of the Eagle River Valley clinics(Avon&Gypsum), including the growing number of
uninsured clients. In addition to the local®ional challenges,there will be some discussion on collaboration
and recommendations to improve access, quality&affordability.
2. Healthcare Access& Sustainability Work Session-Eagle County Paramedic Services/Exploration of
Improving Home Health Services
Executive Summary: This is the second of two work sessions to discuss Healthcare Access& Sustainability
within Eagle County. This work session will be a continuation of a Board discussion that took place on August
27, 2024. Leadership from Eagle County Paramedic Services will be present to discuss how the original proposal
reviewed last August has evolved since then. This agenda is planned to be an open discussion about the needs and
challenges of home health services,thus no formal presentation is included in the enclosed materials. However,
the materials provided during the August 27,2024 presentation have been enclosed for reference only.

Eagle County Facility Tour - Eagle
1. Tour of 936 Chambers Building in Eagle

Executive Summary: The Commissioners will tour the Eagle County-owned space at 936 Chambers in Brush
Creek Industrial Center. This 14,655-square-foot space was purchased in 2023 for specialty vehicle storage, a
workshop,and office space. It is being modified to accommodate additional office, storage, and training space.
The renovation budget for this project is $240k.
