This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman McQueeney opened constituent input.
Joanne Rock, Eagle County resident, continued her discussion on affordable housing. She provided
background information, starting where she left off a few weeks ago, and read from the Fair Housing Act's
affordable housing obligations. Ms. Rock believed this information might be helpful for those interested, especially
considering the county's current Eagle County Land Use reform project and upcoming section on affordable
housing.
Chairman McQueeney closed constituent input.
Commissioner Updates
Commissioner Scherr had no updates to share.
Commissioner Boyd commended the wonderful ski day with elected officials last Friday,which included
representatives from the towns of Eagle and Vail. He also recounted his Friday drive to Denver and the challenges
posed by the recent snowstorm, expressing gratitude for the emergency services workers in both the private and
public sectors. He also encouraged folks to make sure they had good tires on their vehicles.
Chairman McQueeney commended the emergency services for their work during her drive to Denver,
noting the high volume of cars and trucks that required assistance.
County Manager Updates
Jeff Shroll stated that he was out for an airport conference last week and reminded folks to look before they
book and look before you drive. There were affordable opportunities when flying out of ECG. Oftentimes, it was
better to fly than drive.

Commissioner Boyd seconded the motion. The vote was declared unanimous.

1. Resolution 2025-018 for the Approval of an Amended Final Plat for 132 South Fairway Drive Building
Envelope Amendment Eagle County Planning File No. AFP-009450-2024, Lot 5, Tract 1,4th Filing of the
Beaver Creek Subdivision

Executive Summary: Resolution of approval for an Amended Final Plat approved on December 12,2024 for a
building envelope modification.
Beth Oliver, County Attorney,was unsure if the planner had something specific to mention in terms of
presentation but it was a straightforward resolution documenting the approval of the amended final plat.
Commissioner Boyd stated that he recalled the file and had no issues.
Commissioner Boyd moved to approve the Resolution for the Approval of an Amended Final Plat for
132 South Fairway Drive Building Envelope Amendment Eagle County Planning File No.AFP-009450-2024,
Lot 5, Tract 1,4th Filing of the Beaver Creek Subdivision.
Commissioner Scherr seconded the motion. The vote was declared unanimous.

2. Resolution 2025-019 Concerning Appointment to Fill the Vacancy in the Office of the Eagle County Clerk&
Recorder

Executive Summary: The Board has determined that Becky Close should serve as the appointed Clerk and
Recorder from the date of this Resolution through the next general election.
Chairman McQueeney stated that Clerk&Recorder Regina O'Brien's decision to leave her elected
position for a role in the County Manager's office created a vacancy that the Board of County Commissioners was
responsible for filling. The position was advertised and attracted numerous qualified applicants. Four candidates
were interviewed,and the board,taking their responsibility seriously, selected Becky Close. Close's extensive
experience in the Clerk role, gained from her time working in the Town of Gypsum,made her a standout
candidate. Chairman McQueeney emphasized that the selection process was open to all Eagle County residents,
regardless of political affiliation.
Commissioner Scherr acknowledged Regina O'Brien's success in managing a highly respected and
well-functioning team for many years. Ms. O'Brien effectively navigated the political challenges of the position,
leaving the office in a great position for a new,talented person to take over and continue its success.
Commissioner Boyd shared the views of his fellow commissioners, commending Ms. O'Brien's years of
service and expressing his amazement at the pool of talented applicants for the position. He was confident that
Becky Close's experience would be a valuable asset to Eagle County and looked forward to working with her in
the coming years.
Jeff Shroll stated that Ms. Close started in the Town of Gypsum after his departure,but he received
significant support from the town. They wished her the best. He had heard nothing but good things. He expressed
admiration for her friends'presence and support.
Becky Close expressed her gratitude for being considered and was honored to take over for Regina. She
had heard only positive comments about the professionalism and thoughtfulness of everyone involved. She
looked forward to learning everything and serving the county and its citizens. She thanked her family and friends
who were present for their support. She found the interview process exciting and was honored to have been
selected.
Chairman McQueeney stated that Ms. Close would assume the role of Clerk& Recorder effective today
upon passage of the resolution and would serve for the remainder of Ms. O'Brien's term,which expired in two
years. Following that,Ms. Close will need to run for election to retain the position.
Commissioner Scherr moved to approve the Resolution Concerning Appointment to Fill the Vacancy in
the Office of the Eagle County Clerk&Recorder.
Commissioner Boyd seconded the motion. The vote was declared unanimous.
