Joanne Rock from Eagle brought up the topic of private development on Florida state parks because it was relevant to land use and planning. She expressed the importance of using reserves prudently. Joanna Kerwin from Edwards expressed her gratitude to the board for their prompt response to her concerns raised last week. She noted that several signs had been repaired,trucks were no longer parking on Highway 6, and snow removal on the sidewalks within the Homestead community had improved. Kerwin also appreciated the board sharing her concerns with the airport and conveyed her enthusiasm about the potential event center in Eagle. Chairman McQueeney closed constituent input. Commissioner Updates Commissioner Boyd expressed his enthusiasm for the Eagle County Regional Airport at yesterday's ECG Air Alliance meeting,noting that it was a valuable community asset and that he always enjoyed flying out of Eagle whenever possible. He also highlighted the airport's record-breaking 289,867 passenger deployments. Commissioner Scherr announced that the next ski day in Vail was this Friday. Those interested in participating would gather at the base of gondola one at 10:00 am. He would be joining everyone at lunchtime at El Segundo around noon. Chairman McQueeney remarked on the busyness of the week,filled with interviews. She expressed amazement at the community's willingness to volunteer their time and energy, contributing to what makes Eagle County special. County Manager Updates Regina O'Brien had no updates to report. 1 02/11/2025 Consent Agenda 1. Second Amendment to Agreement between Eagle County and Taft Engineering, Inc. for Service for the Boilers at the Justice Centers and the Eagle County Building Ron Siebert,Facilities Management 2. Resolution 2025-015 for the approval of an Amended Final Plat for 252 Ronce Lane, Lot 5B of the Gabossi Subdivision, File No. AFP-009481-2024 Janet Aluise, Community Development 3. Approval of the Minutes for the Board of County Commissioner Meetings held on November 20,December 12, and December 16th 2024 Kathy Scriver, Clerk&Recorder's Office Commissioner Boyd moved to approve the Consent Agenda for February 11, 2025, as presented. Commissioner Scherr seconded the motion. The vote was declared unanimous. Business Item(s) 1. Agreement Between Eagle County and Walking Mountains Science Center for Administering the Climate Action Collaborative,the Energy Smart Colorado Program, and the ReEnergize Eagle County Program John Gitchell,Resiliency Executive Summary: This agreement between Eagle County and Walking Mountains Science Center is for administering the Climate Action Collaborative,the Energy Smart Colorado program, and the ReEnergize Eagle County program for the benefit of Eagle County residents and businesses. The services detailed in this agreement support Eagle County's strategic plan objective to reduce community greenhouse gas emissions while reducing energy cost for low-and moderate-income households. John Gitchell, Climate Action Manager with Sustainable Communities, introduced Melissa Kin, Senior Programs Director of Sustainability; Markian Feduschak,President; and Paul Abling,Marketing& Communications Director, from Walking Mountains. He reviewed the community goals to reduce GHG emissions by 25%by 2025, 50%by 2030, and 80%by 2050. He noted that building emissions accounted for half of the community climate pollution and that improving energy performance in existing buildings for county residents was a proven strategy. He reviewed the Energy Smart program,which serves 18 counties and offers home energy assessments, coaching,and access to rebates for air sealing, insulation,heat pumps, induction cooktops,timers, and LED lighting. He also discussed the ReEnergize program,which was geared toward income-qualified households and reached most local working households at 150%AMI. This program was introduced to Eagle County last year. Finally,he reviewed the Climate Action Collaborative(CAC)Eagle County program, for which Eagle County contributes a proportionate amount each year. The total amount of the agreement for 2025 was$1.244,593, and about 46%of that went towards staff, and the balance rolled out in the community in the form of home energy assessments, rebates, and direct installs. Commissioner Scherr recognized the partnership with Walking Mountains and the Climate Action Collaborative. He believed the program was important to the community and there were tremendous health benefits for these improvements. Chairman McQueeney mentioned that the ReEnergize program was run by Northwest Colorado Council of Governments(NWCCOG)and wondered how they were paid. 2 02/11/2025 Mr. Gitchell stated that the agreement was with Walking Mountains and rolled out dollars to NWCCOG for home energy assessments and direct installs based on the services provided. Commissioner Boyd expressed his enthusiasm for the program's progress,having been involved since its early stages. He inquired about participation in the program by individuals who do not qualify for rebates. Ms. Kirr stated that the programs were experiencing high levels of interest,and she believed that people were beginning to recognize the significance of the work. Commissioner Boyd inquired about the methodology for measuring annual greenhouse gas emissions and wanted additional data. Mr. Gitchell acknowledged that the energy reduction from the Eagle County program was difficult to precisely measure for each individual house. However,he expressed confidence that the improvements made a significant overall impact. Ms. Kirr stated they would be doing 66 homes this year and noted that$390,829 was invested in home improvements and assessments last year. They try to provide reports on a quarterly basis. Mr. Gitchell announced that the yearly greenhouse gas inventory data is expected to be released mid-year. Commissioner Scherr expressed his admiration for the team and recognized the value of all the partnerships. Chairman McQueeney stated that she participated in an energy smart assessment,which led to the installation of solar panels on her house. This, in turn,prompted her to choose more energy-efficient appliances when remodeling her kitchen and to install an EV charging station. She felt that each step inspired the next. Joann Rock inquired about the availability of programs for renters and tenants and whether these programs were exclusively offered to homeowners. Ms. Kirr stated that while they did have renters who participated in the ReEnergize program, it was not mandatory for property owners to participate. Their primary focus was on existing homes,but they did collaborate extensively with the Climate Action Collaborative to explore how energy efficiency could be incorporated into new construction. Commissioner Scherr moved to approve the Agreement Between Eagle County and Walking Mountains Science Center for Administering the Climate Action Collaborative,the Energy Smart Colorado Program, and the ReEnergize Eagle County Program. Commissioner Boyd seconded the motion. The vote was declared unanimous. 2. Resolution Adopting the 1st Supplementary Budget for Fiscal Year 2025 Jill Klosterman, Finance Executive Summary: This will be a review of the first supplemental and amendment to the 2025 Budget. Public notice of this budget amendment has been given. Jill Klosterman, Chief Financial Officer stated that the supplemental budget request only included expenditures for the acquisition of the Three Meadows Ranch open space parcel. The funding agreement for this acquisition was approved, and a resolution was adopted last week. This request simply formalizes the agreement into the budget to ensure funding is available upon closing. Commissioner Boyd moved to approve the Resolution Adopting the 1st Supplementary Budget for Fiscal Year 2025. Commissioner Scherr seconded the motion. The vote was declared unanimous. State of the County 3 02/11/2025 1. State of the County This year's State of the County theme is Stronger Together: Building a Brighter Future. The event will include remarks from the county commissioners and assistant to the county manager,videos,and a presentation highlighting accomplishments from 2024 and looking forward to upcoming 2025 programs. A light lunch will be served following the presentation. The event will be broadcast live on Eagle County Government Television, Comcast Channel 18 in the Eagle River Valley, and Comcast Channel 19 in the Roaring Fork Valley. It will be streamed live and archived at www.ecgtv.com. Google Meet will not be available. Work Session(s) - Eagle County Room 1. Geothermal Project Work Session Kate Kirkman,Resiliency Executive Summary: The proposal for the geothermal project at the Eagle County Building came in higher than budgeted in 2025. This work session will discuss options related to the goals of this project, including greenhouse gas reduction and the replacement of end-of-life heating and cooling equipment.
