HomeMy WebLinkAboutMinutes 01/28/2025 PUBLIC HEARING January 28, 2025 Present: Jeanne McQueeney Chairman Matt Scherr Commissioner Jeff Shroll County Manager Beth Oliver County Attorney Kathy Scriver Deputy Clerk to the Board Absent: Tom Boyd Commissioner This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Joanne Rock,Eagle County resident, spoke. At the previous meeting, she initiated a discussion on affordable housing and stated that she would continue the discussion at this meeting. She expressed hope that her ideas on affordable housing obligations would incentivize the county to consider them. Commissioner Updates Chairman McQueeney mentioned that Commissioner Boyd was out ill today. Commissioner Scherr introduced Laura Hartman,the new senior policy analyst,who is currently working on the Master Policy Statement. He emphasized the county's significant role in legislation,including frequent testimony at the Capitol. The Policy Statement,he noted,provides crucial guidance for county departments and internal staff. He encouraged everyone to review the Policy Statement online and share any feedback or suggestions. Chairman McQueeney stated Commissioner Sherr would attend the Commissioners and Counties Acting Together meeting in Denver. She and Commissioner Boyd will attend the Colorado Association of Ski Towns conference on Thursday and Friday. She noted the county's active legislative agenda as they seek to make improvements to the community. County Manager Updates Jeff Shroll had no updates. Consent Agenda 1. Resolution 2025-004 Eagle County Hazard Mitigation Plan 2025 Birch Barron, Emergency Management 2. Resolution 2025-005 Adoption of an Amendment to the Eagle County Building Resolution 1 01/28/2025 Bill Gibson, Community Development 3. Resolution 2025-006 Authorizing the Application, Submission and Authorizing Signatory Authority for the Community Development Block Grant Application on Behalf of Eagle County Government 4. Resolution 2025-007 Adopting the Eagle County Sheriffs Existing Excessive Force Policy on Behalf of the Eagle County Government Tori Franks,Resiliency/Housing 5. Delegation of Signatory Authority for CDBG application for Eagle Villas Tori Franks,Resiliency/Housing Commissioner Scherr moved to approve the Consent Agenda for January 28, 2025 as presented. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Business Item(s) 1. Resolution 2025-008 Concerning Appointments to the Eagle County Planning Commission Trent, Hyatt, Community Development Executive Summary: Consideration of a resolution for appointments to the Eagle County Planning Commission. Trent Hyatt, Comm Dev Deputy Director, stated that the resolution appointed two alternate members to the Eagle County Planning Commission. There would be additional recruitment in the future. Commissioner Scherr moved to approve the Resolution Concerning Appointments to the Eagle County Planning Commission. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 2. Resolution 2025-009 Approving a Minor B Subdivision for Castle View Estates Planning File SMB-009394-2023 Vince Hooper,Planning Executive Summary: Resolution of Approval outlining the Board of County Commissioner's action on December 16,2024,regarding a request to subdivide an existing lot,Parcel#2 of the Sterker Subdivision, into three lots. Vince Hooper, staff planner, explained that this item was removed from the Consent Agenda to allow the two commissioners who heard the application to act on it due to the recent change in the board of county commissioners. Commissioner Scherr moved to approve the Resolution Approving a Minor B Subdivision for Castle View Estates Planning File SMB-009394-2023. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. 2 01/28/2025 3. Resolution 2025-010 for the Approval of an Amended Final Plat for 700 Granite Springs Trail,Lot 5,Block 5, Filing 34 Planning File No. AFP-009430-2024 Vince Hooper,Planning Executive Summary: Resolution of Approval, outlining the Board of County Commissioner's action on December 17,2024 regarding 700 Granite Springs Trail,Planning File AFP-9430-2024, a request to relocate the existing building envelope approximately 66.5 feet to the west on Lot 5, Block 5, Filing 34 Cordillera. Vince Hooper, staff planner, stated that this file had the same situation. During the approval of the Amended Final Plat, there was a condition of approval relating to potential bear conflicts with residents. Staff proposed a condition prohibiting fruit-bearing landscaping material but was advised by the County Attorney that it was not an appropriate condition of approval, so it was removed. Commissioner Scherr moved to approve the Resolution for the Approval of an Amended Final Plat for 700 Granite Springs Trail,Lot 5, Block 5,Filing 34 Planning File No. AFP-009430-2024. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Work Session(s) - Eagle County Room 1. Lodging Tax Marketing Committee -Annual Report Abby Dallman,Administration Executive Summary: The Eagle County Lodging Tax Marketing Committee is a group of five residents that disperses 10%of the lodging tax dollars to local organizations. These organizations apply for funds to support their marketing efforts related to tourism,recreation, and arts and culture. The committee publishes a report annually to share with the Board of County Commissioners. 2. U.S. Forest Service Front Country Ranger Program 2024 Annual Update Emily Seddon, Open Space and Natural Resources Executive Summary: The U.S. Forest Service, White River National Forest, Eagle-Holy Cross Ranger District will provide an update on the projects and activities completed in 2024 under the Front Country Ranger Program. Eagle County Housing and Development Authority 1. Eagle County Housing and Development Authority and Advisory Committee Semi-Annual update Kim Bell Williams, Housing Executive Summary: The Eagle County Housing and Development Authority board and Advisory Committee meet twice per year to discuss updates and recommendations for increasing housing stock across Eagle County. The Advisory Committee provides recommendations to the board in regards to public private partnerships,new projects and increasing housing opportunities. We will take a look back at successes in 2024,updates on partnerships, and opportunities in the new year. 3 01/28/2025 Executive Session - Holy Cross Room 1. Executive Session pursuant to C.R.S. 24-6-402(4)(f)to discuss personnel matters and annual performance reviews of County Attorney and County Manager There being no further business before the Board,the meeting was adjourned until February 4,2025.
