She gave an overview of affordable housing in New Jersey in a 50-year timeframe. She believed this information was relevant despite the article not being about Colorado. She proposed a series of three or four presentations on the topic. Commissioner Updates Commissioner Boyd recently spent time with statewide organizations that bring counties together and learned about the history and role of county and state. Commissioner Scherr stated that he was disappointed that he could not attend in person due to a personal injury. Chairman McQueeney spoke about the start of the legislative session and encouraged anyone with ideas to reach out. County Manager Updates Regina O'Brien,Assistant to the County Manager, expressed gratitude to the Manager's Office team for their organization in setting her up for success. She also thanked the Sheriffs Office for the recent detention center tour last week. She also mentioned a productive meeting with the Roaring Fork team and lunch with the Town of Basalt Mayor, David Knight. Consent Agenda 1. 3rd Qtr. Approval of the Minutes for the Board of County Commissioner Meetings for October 9, October 11, October 21, and October 22,2024 Kathy Scriver, Clerk&Recorder's Office Commissioner Scherr moved to approve the Consent Agenda for January 21, 2025 as presented. Commissioner Boyd seconded the motion. The vote was declared unanimous. Business Item 1. Resolution 2025-003 of Approval of Easement Vacation for the Stone Creek Easement at 91 Lupine Lane File No. G-009466-2024 Julie Pranger, Engineering Executive Summary: At its public hearing held on January 7,2025,the Board of County Commissioners unanimously approved file no. G-009466-2024, a public easement vacation for a portion of the Stone Creek Easement encumbering 91 Lupine Lane. This resolution of approval serves to document the Board's decision. County Attorney Beth Oliver clarified that Commissioner Boyd was not present for the January 7th vote approving the Stone Creek easement vacation, so the item was pulled from the Consent Agenda. Commissioner Scherr moved to approve the Resolution Approving an Easement Vacation for the Stone Creek Easement at 91 Lupine Lane File No. G-009466-2024. Commissioner McQueeney seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Work Session(s) - Eagle County Room 1. Eagle County Conservation District 2024 Annual Update Emily Seddon, Open Space and Natural Resources Public Hearing - Eagle County Room 1. Building Resolution Amendments Bill Gibson, Community Development 2 01/21/2025 Executive Summary: Amendments to the Eagle County Building Resolution(i.e. Building Code); including but not limited to, adoption of the 2021 international codes with electric preferred energy strategies and exterior energy off-set program updates. Bill Gibson,Community Building Director, introduced the new Building Official,Rick Weinman. He explained that the Building Code used to be embedded in the Land Use Regulations. Therefore,part of the new code involved amendments to the Land Use Regulations(LUR). In October, the Building Code was extracted from the LUR to provide more flexibility in future amendments and administration of the process. However, one of the conditions of approval was that the amendments didn't become effective until January 1 to prevent a lapse in building codes. Not much has changed since the October meeting, except for some formatting cleanup. The final draft was before the board today. Regulations related to tiny homes and tables referencing snow loads have been clarified. Staff was recommending approval of the amendment to the Building Resolution. Commissioner Boyd acknowledged the extensive work involved. Commissioner Scherr had no questions and welcomed Mr. Weinman into his new position. Chairman McQueeney welcomed public comment. Joanne Rock asked if tiny homes were now included in the planning code. Mr. Gibson stated that the new code accommodates for tiny homes,and there was an appendix in the 2021 code that did not exist in the 2015 code. Chairman McQueeney closed public comment. Commissioners Boyd moved to approve the amendments to the Building Resolution as the proposed amendments are in reasonable consideration of and in accordance with the public health, safety,morals, and general welfare and the safety,protection, and sanitation of such dwellings,buildings, and structures within unincorporated Eagle County. Commissioner Scherr seconded the motion. The vote was declared unanimous. Work Session - Eagle County Room 1. Eagle County Land Use Regulation Policy Discussion Beth Oliver,Attorney's Office Executive Summary: At the work session scheduled for January 21,we will continue our discussion of the ECLUR reform project. Colorado Parks and Wildlife will join the work session to present its recommendations as to the proposed new code with regard to wildlife "high priority habitats",wildlife mitigation plans,wildlife protection plans, and information concerning riparian and aquatic resources. We will also discuss wildfire concerns and proposed regulations, and present the schedule for the ECLUR reform project meetings through the proposed ECLUR adoption date. Planning File - Eagle County Room 1. AFP-009487-2024-Lot 5B,Gabossi Subdivision Amended Final Plat, 252 Ronce Ln Janet Aluise, Community Development 3 01/21/2025 Executive Summary: The purpose of the Application is to eliminate the platted Leach Field Envelope, memorialize a relocated gas easement, and remove restrictive plat notes. Janet Aluise, Staff Planner,presented the request. The Amended Final Plat proposes to remove a platted leach field envelope area, amend the locations of a natural gas easement, and remove restricted plat notes not applicable to the property. The public was properly notified, and no comments were received. She reviewed the requirements and indicated that the application was in compliance with the Eagle County Land Use Regulations. It was noted that it was in the public's best interest to avoid plat notes that do not pertain to the property. Chairman McQueeney opened and closed public comment,as there was none. Commissioner Scherr agreed with the staff's findings and was prepared to approve the amended final plat. Commissioner Boyd stated that he believed the application met the standards. Chairman McQueeney stated that in terms of the restricted plat note,the development had changed, and it was in the public interest to avoid needless leach fields. Commissioner Boyd moved to approve File No. AFP-009487-2024, Lot 5B, Gobossi Subdivision Amended Final Plat, incorporating staff's findings, as the Application meets the standards of ECLUR Section 5-290.G.3 for approval of an Amended Final Plat. Commissioner Scherr seconded the motion. The vote was unanimous. There being no further business before the Board,the meeting was adjourned until January 28, 2025.
